Abstract Objective This study aimed to assess the maintenance status and availability of publicly installed automated external defibrillators (AEDs). Methods Public AEDs installed in Seoul 2013 to 2017 were included. An inspector checked the maintenance status and availability of AEDs annually using a checklist. Results A total of 23,619 AEDs were inspected for 5 years. Access to AEDs was improved, including reduced obstacles around AEDs (from 9.3% in 2013 to 0.8% in 2017) and increased AED signs (from 34.3% in 2013 to 91.2% in 2017). The number of AEDs in normal operation (from 94.0% in 2013 to 97.5% in 2017), with normal battery charge (from 95.6% in 2013 to 96.8% in 2018), and electrode availability increased (from 97.1% in 2013 to 99.0% in 2017). However, the rate of electrode validity decreased (from 90.0% in 2013 to 87.2% in 2017). Non-ready-to-use AEDs and AEDs with limited 24-h availability accounted for 15.4% and 44.1% of the total number of AEDs, respectively. Conclusions Although most AEDs had a relatively good maintenance status, a significant proportion of public AEDs was not available for 24-h use. Invalid electrodes and limited 24-h accessibility were the main reasons that limited the 24-h availability of public AEDs.

Abstract This work expounds a case of insulation abnormality of a 220kV wall bushing end shield caused by the failure of rubber seal gasket. The mechanism and causes of insulation abnormality were put forward combined with the method of on-site inspection, XRF analysis, infrared spectroscopy (IR) analysis and thermogravimetric analysis. And suggestions for the improvement of sealing performance to prevent this kind of defect and management of operation and maintenance of bushing end shield were proposed.

The management and operation of an electrical switchboard originally was processed by an inspector so only tangible malfunctions could be identified while other intangible ones that can cause severe damages to the switchboard were overlooked. To solve this serious deprivation, this investigation, therefore, implemented an intranet sensors system in the electrical switchboard to create a new channel of communication via smart devices to operate and access it remotely, which will eventually lead to increased safety and efficiency of managing electrical switchboards, as well as manufacturing reliability and stability. All these will also increase competitiveness in business. The findings of this research indicate that the application could solve the deprivation by signaling all security malfunctions, both tangible and intangible, remotely via smartphones and laptops in the real-time operating system, which helps reduce severe damages to the switchboard, on-site inspection, and loss of service time to fix malfunctions and human and related risks, as well as increase manufacturing reliability and stability of the operation. The implemented intranet sensors system was also compatible with the current existing security system. This increased security, therefore, verifies the efficiency and business competitiveness of the intranet sensors system.

As the need of power supply is tremendously increasing in modern society, the stableness and reliability of the power delivery system are the two essential factors that ensure the power supply safety. With the quick expansion of electricity infrastructures, the failures of power transmission system are becoming more frequent, leading to economic loss and high risk of maintenance work under hazardous conditions. The existing automatic power line inspection utilizes advanced convolutional neural network (CNN) to improve the inspection efficiency, emerging as one promising solution. But the needed computational complexity is high since CNN inference demands large amount of multiplication-and-accumulation operations. In this paper, we alleviate this problem by utilizing the heterogeneous computing techniques to design a real-time on-site inspection system. Firstly, the required computational complexity of CNN inference is reduced using FFT-based convolution algorithms, speeding up the inference. Then we utilize the region of interest (ROI) extrapolation to predict the object detection bounding boxes without CNN inference, thus saving computing power. Finally, a heterogeneous computing architecture is presented to accommodate the requirements of proposed algorithms. According to the experiment results, the proposed design significantly improves the frame rate of CNN-based inspection visual system applied to power line inspection. The processing frame rate is also drastically improved. Moreover, the precision loss is negligible which means our proposed schemes are applicable for real application scenarios.

Perfecting the review of the annual report of land reclamation is extremely important to reform the annual report system of land reclamation, which is helpful to the effectiveness of land reclamation supervision. The review of the annual report of land reclamation means that the subjects of land reclamation supervision review the materials or data submitted by the supervised units to realize the supervision of land reclamation activities. This article uses the research method of normative analysis to examine the relevant norms of the review of land reclamation annual report by analyzing the completeness and rationality of the review subjects and review methods of land reclamation annual report, and tries to propose to coordinate the supervision of supervisory departments and improve the working quality of supervisors in order to improve the supervisory capability of the subjects of the annual report of land reclamation, and tries to refine the off-site supervision and strengthen the coordination of off-site supervision and on-site inspection to improve the review methods of the annual report of land reclamation systematically, which will provide specific guidance for the existing review clauses.

The paper consists of the discussion of issues related to the durability of foundations of extra high voltage (EHV) power line poles and possibilities of their renovation. The research part is the diagnostics of selected foundations of the EHV line poles (400 kV) Wielopole–Noszowice. During the on-site inspection, it was found that there are chipping and small surface defects, and in some cases losses of the reinforcement cover without visible pits. Based on the degree of damage, the scope of non-structural repairs and anti-corrosive protection was determined, presenting the next stages of their implementation.
