Taking logistics time, logistics cost, and carbon emissions as optimization objectives, air transportation is included in the cross-border logistics paths optimization of multimodal transportation. Considering the scale effect of transportation, a multiobjective optimization model of cross-border logistics paths including road, water, railway, and air is constructed. The problem of cross-border logistics paths along the “Belt and Road” regions for cities in inland is studied via the NSGA-II method. The research results show that Chengdu and Xi’an should bear a large number of cross-border air transportation and be constructed as the national airport-type logistics hub. The foreign destinations of cross-border air transportation are distributed in different regions, mainly in Eastern Europe and Eastern Central Europe. The optimization result shows that if there is a 1-fold increase in logistics cost, the logistics time can reduce by 1.37 folds after the cross-border air transportation joins in the model. Such a result has effectively guided the transition from cross-border water transportation to cross-border air transportation.

The article substantiates the need for the Government of Ukraine to form a state policy for the development of multimodal transportation by clean and energy efficient vehicles, which will accelerate Ukraine's integration into the European and world space. The main strategic priorities for the development of multimodal transport, provided by the National Transport Strategy of Ukraine until 2030, are studied and its gaps are emphasized. The state policies of the developed countries concerning popularization of multimodal freight transportations by electric cars are considered and their comparative analysis is carried out. During the study, the following methods were used: comparative analysis, strategic analysis, - GAP-analysis, abstract-logical. It is substantiated that the formation of the balanced state policy for the development of clean and energy efficient multimodal transportation should be carried out with a presize definition of the stage and sequence of actions, ie in accordance with a guide for the state policy formation. The present paper is dedicated to the development of the guide. The author's guide is aimed at protecting the environment and ensuring the interests of present and future generations in a favorable environmentally friendly living conditions.

Artificial intelligence is a branch of computer science, which includes natural language, intelligent processing, and professional methods. Since the birth of artificial intelligence, the technology and application fields have continued to grow, and the application fields have also continued to expand. This article aims to study the application of artificial intelligence technology in the management information system of container multimodal transportation and to provide convenient and efficient operation methods for container multimodal transportation. This paper proposes the C-means clustering method. Through the research and development of the terminal management system, it has achieved great success in automation, intelligent planning, and integrated management. At the same time, the EDI system is adopted, which mainly uses the combination of GPS and GIS information platform Internet network technology. Therefore, when evaluating the operation of the multimodal transport virtual container under the control of coproduction, the DEA method is used to operate the multimodal virtual container. The situation is analyzed and evaluated, and the multimodal transport virtual container is determined through investment. The experimental results of this article show that the artificial intelligence system achieves the most efficient multimodal transport management with the most efficient system model, combined with the leading container multimodal transport virtual enterprise, to provide the best way of the management process for the development of the multimodal transport management information system. The intact rate of container cargo during transportation is as high as 99.7%.

Background. The world economy is undergoing significant changes due to difficult pandemic conditions and quarantine restrictions. Today, logistics companies need to adapt to the new operating conditions in order to overcome the consequences of the pandemic and be competitive in the market of Ukraine and the world. The aim of this scientific article is to analyze the current conditions of multimodal transportation and substantiate the necessary ways to develop transport logistics during the pandemic. Materials and methods. While writing the article the following research methods were used: the method of elementary theoretical analysis and synthesis, the method of deduction, economic and statistical methods, the method of expert evaluation, which revealed the main purpose of the article. Results. Based on the study of the main directions of the National Transport Strategy of Ukraine, the consequences of the development of transport logistics and multimodal transportation have been determined for the country’s economy. An analysis of the state of combined transport in Europe was performed and the main directions of its development were identified, which are relevant for our country. The issues of transport interoperability and its impact on transport and logistics services are considered. The development of transport logistics is directly related to the transition of the railway to a track width of 1435 mm, which will open new opportunities in international traffic and give the opportunity to reach a new level in the field of logistics. Conclusion. The development of transport logistics requires new opportunities and ways to develop this industry. With great export potential and favorable geographical location, Ukraine should integrate into the world system of multimodal transportation by expanding container transportation, which will lead to the development of transport logistics. Today, multimodal transportation has all the necessary legislative documents and support from the state, but obstacles to their development at the international level require significant capital investment.

Abstract The work states that the strategic guideline for building an effective competitive national transport system and prosperous using Ukrainian multimodal potential is the formation of a regulatory environment for scaling ESG-investment in the context of transformation to a “climate-neutral” economy. The absence of a unified methodology for (assessment) scoring ESG-direction of business as the basis for decision-making on ESG-investment is established in the world and national practice. For the first time, the author’s model of scoring trends and regularities of business development is proposed in accordance with ESG-principles, in contrast to traditional trend dynamic models, which identifies and iteratively conceptualizes processes by the set of ESG-indicator components determined using the cocoupling-analysis toolkit (tools for assessing the cocoupling-effect). A classification of the cocoupling-effect has been developed and each of its types has been characterized. Possible options for ESG-effectiveness of business are identified, which conditionally correspond to the four zones of the ESG-investment decision-making matrix. A research on the expected cocoupling-effect of ESG-investment in the multimodal transportation development is carried out to validate the feasibility of implementation the author’s scoring model for the ESG-direction of business and obtaining realistic results according to the data of the International Energy Agency and the State Statistics Service of Ukraine. An effective measures arsenal of creating the regulatory framework for ESG-investment in the multimodal transportation development is identified and a Roadmap is proposed for their high-quality implementation, which would ensure positive changes in Ukraine’s position in the world ranking of countries by multimodal potential usage efficiency.

Abstract This paper identifies the influence of demographic, local transportation environment, and individual preferences for transportation attributes on multimodal transportation behavior in an urban environment with emergent transportation mode availability. Multimodality is the use of more than one mode of transportation during a given timeframe. Multimodality has been considered a key component of sustainable and efficient transportation systems, as this travel behavior can represent a shift away from personal vehicle use to more sustainable transportation modes, especially in urban environments with diverse transportation systems and emergent shared transportation alternatives (e.g., carsharing, ridehailing, bike sharing). However, it is unclear what factors contribute towards people being more likely to exhibit multimodal transportation behavior in modern urban environments. We assessed commuting behavior based on a survey administered in the San Francisco Bay Area according to whether residents commuted (i) exclusively by vehicle, (ii) by a mix of vehicle and non-vehicle modes, or (iii) exclusively by non-vehicle modes. A classification tree approach identified correlations between commuting classes and demographic variables, preferences for transportation attributes, and location-based information. The characterization of commuting styles could inform regional transportation policy and design that aims to reduce vehicle use by identifying the demographic, preference, and location-based considerations correlated with each commuting style.
