Increasing the competitiveness of enterprises in the world and domestic markets will make a huge contribution to the effective development of the country as a whole based on strategic analysis. It should be noted that the competitiveness of enterprises of this industry and their products depends not only on the conditions of the world market, but also on the degree of Organization of production of enterprises within the country. An important source of solution to this problem is the support of the state in the implementation of effective methods of industry management, new approaches to the organization of production, achievements of Science and scientific and technological progress in production. In the context of limited opportunities of society, despite the maximum support of the state, it remains a serious problem to increase the resource potential of enterprises based on strategic analysis, increase the material and technical level, its industrialization, and use of intensive innovative technologies in the near future. Thus, all of the above determined the relevance of the topic of the scientific article and its importance in the development of the country's economy. At the same time, despite the high relevance of the issue and the depth of scientific research, there is a lack of systematic approach and a lack of comprehensive consideration from a modern economic point of view. Also, in many theoretical aspects, only individual studies are devoted to the methodological and practical aspects of the formation of market conditions. Therefore, in order to replace it, there is a need to solve the issues of improving the economic efficiency of industrial enterprises by improving the economic mechanism for increasing the competitiveness of enterprises.

This article considers features of functioning of a modern transport network. Transport is an important area of infrastructure supply for the population and the state economy, the key function of which is the movement of people and goods. The current transport complex is subject to contradictory trends: as an infrastructure industry, transport is located in a position dependent on the production of social goods, and as a special sector of the economy, transport has an important impact on the regional location of production capacity and participates in the process of reproduction part of the system of economic relations. The importance of transport infrastructure in the economy, its development and operating conditions are difficult to overestimate. After all, it is the basis of the supporting framework of territorial social systems of any level. On the current state, level and opportunities for the development of the transport infrastructure depends not only the social and economic growth of territorial economic systems, but also their spatial development. Tourism plays a significant role in the development of transport infrastructure. Europe is one of the most attractive regions for tourists in the world. In turn, Spain is one of the most popular destinations for tourists from around the world as well as for European tourists. Spain plays an important role in tourist traffic in Europe. This is facilitated by its efficient transport and geographical location, developed production infrastructure, as well as historical aspects. Spain is a key country of transit by air and sea with the Americas. The flat terrain promotes the development of road and rail passenger transport across the centre of the country. And given the attractiveness to tourists and direction of tourist flows to the regions of the country, the study of geographical features of transport infrastructure is quite relevant. The peculiarities of the functioning and formation of the transport infrastructure of Spain are considered. The geographical features of the development of the infrastructure of railway, road and sea and air transport of Spain are analyzed. As for the terminals in the regions of Spain, their number also corresponds to the number of airports. Therefore, the largest number of terminals is in the Canary Islands – 9 (all airports have one terminal, except Lanzarote). There are 8 terminals in the airports of Andalusia, where all airports except Malaga have one terminal, in Malaga there are three. The two Madrid airports have 6 terminals, but 5 of them are located at the country's main airport – Madrid-Barajas. Catalonia's airports have 5 terminals, two of which are located in Barcelona El Prat. There are 4 terminals in Galicia – one each in Vigo and La Coruna and two in Santiago de Compostela. There are 4 terminals in Galicia – one each in Vigo and La Coruna and two in Santiago de Compostela. In all other regions, the number of terminals is proportional to the number of airports. An assessment of the level of development of transport infrastructure for tourism in the regions of Spain was conducted. On the basis of quantitative indicators of the analysis of the transport infrastructure of Spain, a point assessment of the level of development of the transport infrastructure of the country’s regions for the needs of tourism was carried out. Administrative units are divided into 5 groups: with the highest, high, sufficient, medium and low level of development of transport infrastructure for tourism. Transport infrastructure is most developed in the tourist regions of the country – Catalonia, Andalusia, Madrid, the Canary and Balearic Islands.

Since the industrial revolution of the 18th century, the modern economic system gradually matured and rapidly expanded in the world, especially the state capital investment relying on the railway, which drastically changed the urbanization process and city agglomeration pattern around the world. At the end of the 19th century, due to the important strategic value of the Far East, Russia raised state capital, built the Siberian Railway directly to Vladivostok, especially the C.E.R. across Northeast China, induced capital competition among China, Japan and Russia around the port and railway construction right and management right, formed the SMR system centered on Dalian, the C.E.R. system centered on Vladivostok, and the Chinese railway system centered on Huludao, laid the city structure of the “hub-railway network-hinterland” model centered on the port city in Northeast China, which promoted the development of commercial cities, hub cities and industrial and mining cities. Under the special tariff system, China, Japan and Russia relied on port-railway capital competition, forming the city development dynamic mechanism oriented by the export-oriented economy, that has the important theory value for how to effectively use the state capital advantage to promote the development of the macro-regional city system in the context of economic globalization.

In this article analyzes aspects of religion and state relations in Iran and Turkey. In order to open relations between the state and religion, analyzed the features of the manifestation of religious elements in the power system of these countries, including the country's Constitution and legislation regulating the sphere of religion, the activities of religious parties and religious communities. In addition, special attention was paid to the geographical location of the two countries, ethnic and religious composition, and cultural history. Among Islamic countries, Iran and Turkey have a number of differences in religious and state relations compared to other Muslim countries. Therefore, it is important to focus on the models of these two countries when studying the world experience of relations between religion and the state in a comprehensive way. This is especially important for Kazakhstan, which is moving in a secular direction. In the structure of the state administration of Iran, the influence of the religious corps «Valiyat Faqih» is predominant. In Turkey, on the other hand, the religious administration of Dianet is subordinate to the presidential administration. In Iran, religious parties are politically active, while in Turkey, political parties are not allowed to use any religious elements. However, despite these features, both countries are recognized in the world as States that give priority to the Muslim religion. Since the article is aimed at uncovering the specifics of state-confessional relations in Iran and Turkey, structural and functional and comparative analysis methods have been used in the study.

AbstractIn this Article I argue that the emerging public/private nexus of surveillance involves the augmentation of state power and calls for new models of constitutional constraint. The key phenomenon is the role played by communications intermediaries in collecting the information that the state subsequently accesses. These intermediaries are not just powerful companies engaged in collecting and analyzing the information of users and the information they hold are not just business records. The key feature of these companies is that, through their information practices and architecture, they mediate other relationships. I argue that this mediating function, and its underlying technological form, interacts with legal and social norms in ways that can lead to the erosion of constraints on state power. This Article maps two stories of erosion, rooted in two kinds of community displacement. The first involves the displacement of community participation in law enforcement and the emergence of “technological tattletales” where intermediaries cooperate with the state. Unlike citizen cooperation, this practice augments state power and undermines more traditional informal modes of constraint on state power. The second involves the displacement of national legal and political community. Communications intermediaries are often large multinational companies that operate in multiple jurisdictions and move their data to various datacenters across the world even as the individual data subject remains in one geographical location. Laws that treat nonresident aliens differently from residents and citizens can create “constitutional black holes” where the communications data of an individual is not protected by any constitutional constraints.

A significant part of Ukrainian bridges on public roads is operated for more than 30 years (94 %). At the same time, the traffic volume and the weight of vehicles has increased significantly. Insufficient level of bridges maintenance funding leads to the deterioration of their technical state. The ways to ensure reliable and safe operation of bridges are considered. The procedure for determining the predicted operational status of the elements and the bridge in general, which has a scientific novelty, is proposed. In the software complex, Analytical Expert Bridges Management System (AESUM), is a function that allows tracking the changes in the operational status of bridges both in Ukraine and in each region separately. The given algorithm of the procedure for determining the predicted state of the bridge using a degradation model is described using the Nassie-Schneidermann diagram. The model of the degradation of the bridge performance which is adopted in Ukraine as a normative one, and the algorithm for its adaptation to the AESUM program complex with the function to ensure the probabilistic predicted operating condition of the bridges in the automatic mode is presented. This makes it possible, even in case of unsatisfactory performance of surveys, to have the predicted lifetime of bridges at the required time. For each bridge element it is possible to determine the residual time of operation that will allow predict the state of the elements of the structure for a certain period of time in the future. Significant interest for specialists calls for the approaches to the development of orientated perspective plans for bridge inspection and monitoring of changes in the operational status of bridges for 2009-2018 in Ukraine. For the analysis of the state of the bridge economy, the information is available on the distribution of bridges by operating state related to the administrative significance of roads, by road categories and by materials of the structures. Determining the operating state of the bridge is an important condition for making the qualified decisions as regards its maintenance. The Analytical Expert Bridges Management System (AESUM) which is implemented in Ukraine, stores the data on the monitoring the status of bridges and performs the necessary procedures to maintain them in a reliable and safe operating condition. An important result of the work is the ability to determine the distribution of bridges on the public roads of Ukraine, according to operating conditions established in the program complex of AESUM, which is presented in accordance with the data of the current year. In conditions of limited funding and in case of unsatisfactory performance of surveys, it is possible to make the reasonable management decisions regarding the repair and the reconstruction of bridges. Keywords: bridge management system, operating condition, predicted operating condition, model of degradation, bridge survey plan, highway bridge.
