In recent years, a growing number of enterprises have taken different steps to reduce the energy consumption and carbon emissions of information and communication technology (ICT) assets. Because of the expansion of digitalization and the need for rapid access to information, enterprises have been compelled to optimize the location and utilization of their ICT hardware. In this context, this paper presents a novel method based on a mixed-integer linear programming approach for optimizing the physical location and task allocation of printing devices in office floor plans considering the power usage of the ICT assets, the costs related to the purchase and service of the individual devices, operating costs, and distance between employees and printing devices. The applicability of the proposed model is illustrated using the case study of a company with 100 functional departments located in several office buildings across Poland. The results reveal that the model guarantees the execution of all printing tasks and satisfies the functionality requirements expressed by the users of the workstations. Moreover, the selection of more energy-efficient printing devices leads to a considerable reduction in electricity consumption, related not only to the direct operation of these devices but also to their modes of operation (work, idle, or sleep). Such results also bring tangible effects in reducing carbon dioxide emissions, which is particularly important for businesses operating in countries where fossil fuels still dominate the energy mix.

As teachers provide one-way teaching demonstration or reference materials in class, students lack of the opportunities for direct operation. The provision of interactive e-materials could reduce the need for instructors to prepare complicated teaching aids and could deal with issues of climate and location. Learners could learn any time, anywhere, and learning could be reinforced by repeating the instruction with no need to disrupt timetables. The participants in the experimental teaching study were 275 product design students who engaged in e-learning for 15 weeks (3 h per week for a total of 45 h). The research results are summarized as follows: (1) Interactive teaching materials can enhance students' active learning styles so that, in the product design area, this method could reduce learning differences in students. (2) E-materials deliver knowledge using simple and specific images, animation, audio, and video, making learning interesting and relaxed for the product design students. E-learning is easy and practical and reduces learners' cognitive load. (3) Students' cognitive development and prior knowledge should be considered in the development of e-materials. Simple images, animations, text, and language could improve the attention and learning motivation of product design students and allow students to learn based on prior knowledge. A suggestion, based on the findings, is the application of various communication teaching models using e-materials to course work for the product design students, enabling discussion, analysis, concept formation, and problem-solving.

Abstract Background This study aimed to investigate the short-term and oncological impact of the Endoscopic Surgical Skill Qualification System (ESSQS) by the Japan Society for Endoscopic Surgery on the operator performing laparoscopic surgery for colon cancer. Methods This retrospective cohort study was based on medical records from a multicentre database. A total of 417 patients diagnosed with stage II/III colon and rectosigmoid cancer treated with curative resection were divided into two groups according to whether they were operated on by qualified surgeons (Q group, n=352) or not (NQ group, n=65). Through strict propensity score matching, 98 cases (49 in each group) were assessed. Results Operative time was significantly longer in the NQ group than in the Q group (199 vs. 168 min, p=0.029). The amount of blood loss, post-operative complications, and duration of hospitalisation were similar between both groups. No mortality was observed. One conversion case was seen in the NQ group. The 3-year recurrence-free survival rate was 86.6% in the NQ group and 88.2% in the Q group, which was not statistically significant (log-rank p=0.966). Conclusion Direct operation by ESSQS-qualified surgeons contributed to a shortened operation time. Under an organised educational environment, almost equivalent safety and oncological outcomes are expected regardless of the surgeon’s qualifications.

The article is devoted to certain aspects of ensuring the competitiveness of construction enterprises. In the context of the development of society, the requirements of people for the final products of construction production are significantly transformed. The processes of negative human impact on the environment are of high relevance in the world. Thus, the protection of ecology is gaining special relevance as a global priority for human development. construction, as a high-tech and resource-intensive sector of the economy, has special needs in the development of individual factors of competitiveness, taking into account the rationalization of the use of resources during construction processes, as well as at the stage of the direct operation of finished construction products. High material consumption determines additional requirements for the environmental friendliness of building materials and their rational use. These aspects are trends in the development of construction production. It is determined that the factors of competitiveness in the construction market based on the analysis of the development of construction in the leading countries of the world, it is possible to determine manufacturability, investment attractiveness, innovation. These factors have a direct relationship with the factors of ecological development, were investigated and built into the resulting diagram of the relationship between these factors, presented in the article. The regulatory and legal basis for ensuring the competitiveness of construction production, taking into account the factors of environmental safety, has been analyzed.

The article focuses attention on the fact that the phenomenon of the Constitution is not limited to the constitutional text, since the Constitution, first of all, is a system of basic values designed to limit any manifestations of arbitrariness of public authority to ensure human rights. At the same time, it is noted that the «tangible» for the constitutional system exactly is the embodiment of the material Constitution as a text and a system of legal requirements in lawmaking and law enforcement, which directly depends on the subjects of law «users» of the Constitution. It is noted that the application by the courts of the Constitution as an act of direct action allows filling in the gaps and eliminating other defects in the legislation, is one of the dimensions the embodiment of the supremacy of the Constitution of Ukraine in the law application. It has also been established that the provisions of Article 8 of the Constitution, according to which its norms are direct action norms, and an appeal to the court to protect the constitutional rights and freedoms of a person and a citizen directly on the basis of the Constitution of Ukraine are guaranteed in a systematic connection with Article 150 of the Constitution according to that powers the Constitutional Court of Ukraine refers to the resolution of issues of compliance with the Constitution of Ukraine (constitutionality) of laws and other legal acts, cannot restrict courts in competence of direct application of the Constitution and solution to the issue of compliance with any other regulatory acts, that should be applied in a specific case. It has been proved that one of the mechanisms for ensuring the direct operation of the norms of the Constitution is the review of court decisions in view of exceptional circumstances, which is one of the manifestations of the «responsibility» of the state and responsible public administration, since in this way the state fulfills its the duty to restore of human rights as a consequence violation due adopting an act that has the subject of judicial constitutional review and recognized as unconstitutional. It is summarized that the Constitution will be real only with the active position of the courts on the application of its provisions in resolving disputes, and the courts will occupy a prominent place in the system of separation of powers, only if the Constitution will be basis of judicial decisions. This article provides information on the development of an adjustable spot welder implemented on the basis of the capacitor principle without a transformer. Also the scientific work considers the calculation of the energy of the capacitors for a spot welding apparatus using modern methods of numerical simulation and programming. The method of calculation is given, as well as a mathematical solution tool. The calculation results are compared with the experiment. Based on the data obtained, according to the results of calculations, work was carried out on a prototype, the result of which was an adjustable spot welder. It allows you to accurately and quickly weld nickel plates to lithium cells, creating full-fledged batteries from them, which are widely used in modern technology, including promising vehicles. The presence of sensors and a screen allows the operator to control the charging process and the direct operation of the unit, which simplifies the use of the device.
