The diffusion of digital technologies has enabled a notable transformation in the firms’ boundaries, processes, structures, roles, and interactions. It is now clear that digital transformation is not just a traditional IT back-end process; rather it affects the organization as a whole, redefining strategies, entrepreneurial processes, innovation, and governance mechanisms. This permeation has led to the emergence of new ways of organizing firms’ value chains and interfirm relationships, which now increasingly occur in digital ecosystems and marketplaces. The scope of transformation as well as the modalities of value co-generation and delivery are here used to introduce the content of this Special Issue of California Management Review on Digital Transformation.

This is an introduction to the special issue of California Management Review on Design Thinking (DT). This special issue joins the growing body of work exploring the idea of DT and whether DT makes a difference in terms enhancing or augmenting the impact of technology—and, as a result, innovation—in a positive way. We have chosen an interesting, relevant, and useful array of papers that provide different approaches, views, and interpretations of applied design thinking. These articles provide both management and scholarly readers with insights in how DT is used, as well as its impact and usefulness in a variety of contexts.

Open innovation has become well established as a new imperative for organizing innovation. In line with the increased use in industry, it has also attracted a lot of attention in academia. However, understanding the full benefits and possible limits of open innovation still remains a challenge. We draw on strategic management theory to describe some of these benefits and limits. More specifically, we develop a dynamic capabilities framework as a way to better understand the strategic management of open innovation, which can then help to better explain both success and failure in open innovation. With this background, as guest editors we introduce select papers published in this Special Section of California Management Review that were originally presented at the fifth annual World Open Innovation Conference, held in San Francisco, California, in December of 2018.

Open innovation is now a widely used concept in academia, business, and policy making. This article describes the state of open innovation at the intersection of research, practice, and policy. It discusses some key trends (e.g., digital transformation), challenges (e.g., uncertainty), and potential solutions (e.g., EU funding programs) in the context of open innovation and innovation policy. With this background, the authors introduce select papers published in this Special Section of California Management Review that were originally presented at the second annual World Open Innovation Conference, held in Santa Clara, California, in December of 2015.

Abstract: This study is about the meritocracy system of bureaucracy and the neutrality of civil state apparatus (ASN) in the face of elections to the elections. In various regions there is always a problem of bureaucratic professionalism issues. Despite the various regulations to regulate ASN to be neutral and independent so that the democratic process in this case direct election of the head of the region can run well. However, this issue is always repeated with different schemes for the lust of power and bureaucrat positions that can be facilitated or lifted / accelerated to occupy positions in the bureaucracy. Various rules and regulations were hit or forced only because they became part of the susceptibility when the pilkada was implemented. A regulation about ASN 2014 is expected to filter spoil system problems or promote a bureaucrat in certain positions only because of proximity or for being a successful team during the electionsKeywords: meritocracy system , bureaucracy, election                                                                                                                                                                                                                                                                                                                                                                                                         Abstrak: Kajian ini tentang system meritokrasi birorkasi dan netralitas aparatur sipil negara (ASN) dalam menghadapi pilkada sampai dengan pilkada usai. Diberbagai daerah selalu muncul persoalan permasalahan profesionalisme  birorkasi. Walaupun sudah lahir berbagai regulasi untuk mengatur agar ASN bisa bersikap netral dan independen agar proses demokrasi dalam hal ini pemilihan langsung kepala daerah bisa berjalan dengan baik. Namun, persoalan ini selalu berulang dengan skema yang berbeda untuk syahwat kekuasaan dan jabatan birokrat yang bisa dimudahkan atau diangkat/dipercepat untuk menduduki posisi dalam birokrasi. Berbagai aturan dan regulasi ditabrak atau dipaksakan hanya karena menjadi bagian suskesi saat pilkada dilaksanakan. Kajian ini merupakan gagasan konseptual dan menunjukkan bahwa pelaksanaan kepastian hukum dalam beberapa komponen seharusnya dapat memberikan solusi terhadap konflik yang dapat timbul dikemudian hari. Komponen itikad baik harus sebagai pembentuk hubungan hukum yang ideal dari awal hingga berakhir, dan realisasi dalam melaksanakan kewajiban merupakan gambaran konkritnya. Komponen garansi memberikan jaminan perlindungan bagi para pihak, dan berbagai regulasi mengatur perbuatan hukum dalam bertransaksi, namun masih berserakan diberbagai komponen pendukung lain yang berupaya pemanfaatan teknologi dalam bertransaksi dapat berkesinambungan.The rapid growth of technology development brings impact on human live related to its utilization. This article analyzes legal security through several components in a cellphone trading through electronic media. This study is a conceptual idea and shows that the implementation of legal security in several components should provide, solution to any potential conflicts. A good intention component should be applied to form an ideal legal relation from the beginning tho the end and realization in performing its obligation reflect the concrete aspect. Warranty provides protection security for related parties with some governing regulations during trasaction. The inherently multidisciplinary process of standardization and its outcome, standards, are fascinating and complex subjects since it involves issues ranging from technological, organizational and economic to legal and sociological aspects (Hesser and Inklaar, 1997). Standards have been with us for over 5000 years, starting with the first alphabets and measurement systems and centuries later by national coin-based currencies. In the 19th century there was an enormous struggle with dozens of railroad gauges throughout Europe and the USA, that cried out for standards. This was also an issue as regards electricity (voltages, net frequencies, etc). Only in 1865 the International Telegraph Union (which became the International Telecommunication Union (ITU) in 1932), founded by twenty countries, addressed this problem. And just after the Second World War in 1947, the International Organization for Standardization (ISO) was established (Hesser and Inklaar, 1997; Spivak and Brenner, 2001). In the following section a literature study is presented on both standardization and standards to identify key characteristics and benefits & risks as far as relevant to this thesis. Basically three types of literature (journals and books) have been studied related to: 1) Information System (IS) management, 2) General management and 3) Standardization and standards. The first category included primary IS journals (MIS Quarterly; Journal of Management Information Systems; Communications of the ACM) and secondary IS journals (including Computer Standards and Interfaces; Database for Advances in Information Systems; Knowledge, Technology & Policy) which were reviewed on the subject of IT standardization and IT standard usage. The second category consisted of top management journals such as Academy of Management Review, Harvard Business Review, Sloan Management Review and California Management Review whereas the third category included more popular journals (like Information and StandardView). ‘Standard’ books on this subject were included also, for instance the ones from Verman (1973), Cargil (1989) and De Vries (1999). Rationale was to determine the current “state of the art” on standardization with special focus on IT standardization and its effects on business performance in companies.
