This study focuses on developing a control system to enhance the seaworthiness of Autonomous high-speed Planing Crafts (APCs). APCs operating at high-speed in a seaway encounter very high vertical accelerations which pose a hazard to payload and crafts' structural integrity. Therefore, for safety operation of APCs in a seaway it is proposed to employ a system termed vision-aided speed modulation system (VSMS). The proposed VSMS employs an embedded analytical tool termed Motion Assessment of Planing Craft in a Seaway (MAPCS) for the prediction of vertical accelerations and angular velocities, the APC might encounter in the incoming waves. As a response to the MAPCS predicted values the VSMS speed setting module modulates the craft's forward speed. All modules of the VSMS are presented together with their validation and system's preliminary operational results. It is concluded that VSMS might be an essential tool to considerably enhance the operational ability of APCs.

Alkalization technology and its application to obtain high-performance concrete compositions is an urgent scientific problem that opens opportunities for improving building structures. The article is devoted to the new technology of manufacturing reinforced concrete structures with low energy consumption, resource, and labor intensity based on the improved variatropic configuration of vibro-centrifuged concrete using activated water with high pH. The synergistic effect of the joint use of the proposed novel solutions has been theoretically and experimentally proved. Thus, growth in physical and mechanical characteristics of up to 15–20% was obtained, the structure and its operational ability were improved (the effectiveness of structural improvement, expressed as a percentage, reached values over 70%, concerning control samples). A positive effect on the properties of vibro-centrifuged concrete over the entire thickness of the annular section has been revealed. A method for controlling the integral characteristics of concrete has been obtained. The possibility of regulating the variatropic structure and controlling the differential characteristics of vibro-centrifuged concrete has been established. An assessment of the constructive quality and variatropic efficiency of vibro-centrifuged concrete was carried out, and new calculated dependencies were proposed, expressed in the form of relative coefficients.

The open mode of the manufacturing innovation system under conventional conditions makes it difficult to realize the open operation of the green innovation system, which also lacks operational capability and has low analysis coverage. Therefore, an open model of the green innovation system in the manufacturing industry is put forward. The opening and functional elements of the model are determined. The mechanism of the environmental aspects is clarified. The adaptability of different levels of the innovation process is discussed, and its evolution theory is derived. Finally, the best open innovation model’s selection rules are chosen to realize the analysis of the open innovation model’s mechanism. Its established operational index and model mechanism are discovered for the manufacturing industry. The experimental data show that our proposed model of the green innovation system is more efficient than the conventional model as its operational ability is increased by 33.42%, and the coverage rate is enhanced by 54.32%.

Abstract This article assesses the applicability of the criteria for non-international armed conflict to the situation in South-Eastern Turkey. It demonstrates that the Kurdistan Workers’ Party (also known as the pkk), as a party to the conflict, fulfils the three main criteria laid down in conventional international humanitarian law and developed by indicative factors in international jurisprudence for assessing the existence of a non-international armed conflict in the context of Common Article 3 to the 1949 Geneva Conventions: being an organised armed group, having the ability to engage in ‘protracted violence’, and complying with law of armed conflict. It establishes that the pkk qualifies as an organised armed group under responsible command and has the operational ability, structure and capacity to carry out ‘protracted violence’, to respect fundamental humanitarian norms of international humanitarian law and to control territory. The article also ascertains that Turkey is clearly bound by the provisions of the four Geneva Conventions of 1949, including Common Article 3, and customary international humanitarian law. Accordingly, it concludes that the conflict between the pkk and the Turkish security forces qualifies as a non-international armed conflict within the meaning of both Common Article 3 and customary international humanitarian law.

The Mānā Plain is a land apart, buffered from oceanographic influences by ~3–35 m high backshore deposits, and drained by an intricate, >100-y-old ditch system and modern, large-capacity pumps. Quantifying present and prospective inputs and outputs for the hydrologic landscape suggests that, although sea-level rise (SLR) will begin to impact ditch system operations in 2040, transient, event-based flooding caused by rainfall, not SLR induced, multi-mechanism flooding, will continue to pose the most immediate threat. This is because as sea level rises the ability of gravity flows to discharge storm runoff directly into the ocean will diminish, causing floodwater to pond in low-lying depressions. Estimates of the volume of water involved suggests the risk of flooding from surface water is likely to extend to 5.45 km2 of land that is presently ≤ 1 m above sea level. This land will not be permanently inundated, but weeks of pumping may be required to remove the floodwater. Increasing pumping capacity and preserving some operational ability to discharge storm runoff under the influence of gravity will enhance the ditch system’s resilience to SLR and ensure it continues to fulfill its primary functions, of maintaining the water table below the root zone and diverting storm runoff away from farmland, at least until the end of this century.

ABSTRACT Low-frequency, high-acuity emergency events can and do occur within health care settings. Having a strong sense of daily situational and operational awareness is the first step in responding to any emergency event. To maintain high reliability, hospital leaders and staff must understand the full impact to the organization as the emergency event evolves. The Medical University of South Carolina health system has implemented the common practice of a daily operations safety briefing, called the Daily Check-In, to communicate any issues that could impact the operational ability of the hospitals within the enterprise, or any other associated resources during a disaster or emergency. Throughout various emergency events, including extreme weather, the Daily Check-In has evolved as a standard process for use during emergencies that is open to all staff and uses highly reliable systems.
