NORM CONTROL IN THE RUSSIAN FEDERATION: PROSPECTS FOR THE INSTITUTION DEVELOPMENT

The main direction of political and legal development of Russia is the formation of the rule of law. The Constitution of the Russian Federation of December 12, 1993 proclaimed the right of every citizen to judicial protection of his rights and freedoms. The rights and freedoms of citizens of the state are its highest value. Judicial norm control is an effective means of protecting the rights and freedoms of citizens and the main guarantee that prevents the implementation of illegal legal acts in the Russian Federation. A comparative characteristic of the types of norm control in the Russian Federation is presented. It is concluded that norm control is characterized by properties derived from the quality and dynamics of social relations, their values and priorities. Proposals are made to improve the current legislation, in particular, it is proposed to make changes to the Constitution of the Russian Federation.

Die Effektivität parlamentarischer Opposition. Überlegungen de lege lata et ferenda unter besonderer Berücksichtigung des Urteils des Bundesverfassungsgerichts vom 3 . Mai 2016

Although the right to form and exercise parliamentary opposition has always been recognized as an essential part of the free democratic basic order, there is widespread disagreement within jurisprudence about the specific status of oppositional actors in the German Bundestag . The ruling of the Federal Constitutional Court of May 3, 2016 has provided little clarity in this respect . While the court rightly recognizes the principle of effective opposition, many issues remain unclear, particularly with regard to the constitutional derivation on the one hand and the practical consequences of the principle on the other . This contribution attempts to answer these questions and finally pleads for an opposition-sensitive design of the instruments of parliamentary committees of inquiry and abstract norm control in order to ensure the effectiveness of parliamentary opposition also by formal law .

This research uses the quantitative with the survey through the questionnaire and it will be distributed in stiesia, university wijaya kusuma, university trunojoyo, muhammadiyah university sidoarjo.This research using two types of variables, the independent variable and variable dependen.variabel independent is the type variables explain or affect other variables, namely kontruk attitude, subjective norm, control behavior that perceived and moral obligation.The testing of hypotheses in this research use some help software Smart PLS. The result of this research is a moral obligation significant to academic interest, control the significant to academic interest, a norm subjective do not affect significant impact on academic interest, and interest academic significant to behavior dishonesty academic.

Pengkajian Phraseology (Bahasa) Pemanduan Lalu Lintas Penerbangan Makassar Advanced Air Traffic Services Di Bandara Internasional Sultan Hasanuddin-Makassar

ABSTRACTThis study hies to analyze the phraseology of the officer in Makassar Advenced Air Traffic Services (MAATS). The officers in MAATS consist of the officer of Aerodrome Control (ADC). Approach co11trol (APP). Area Control Center (ACC I, ACC II). They are expecting not nuzking any mistakes due to the language of pilotage airline traffic which caused by hasty speech and slip of the tongue since the difference of language dialect/ accent the foreigh pilots which come from many countries.The error in measuring the value contained in the region of 85% -95% may be norm control (tolerance) by the management by objective measurements of the work. Whereas in 2 (two) years in 2009 and 2010 never happened Breackdown of Separation (BOS) but in 2010 the ACC officers never happened Breackdown of Coordination (BOC) caused by weather and soon coordination through the equipment to the equipment connectivit CPDLC (Controller Pilot Data Link Communication) so that it can be confirmed.
