Мир меняется, время доминирования Америки проходит. Россия, Китай и Штаты вступают в новые взаимоотношения. Природа технологий и инвестиций определяет никогда ранее в истории не встречавшиеся критерии социального, политического и военного превосходства. Технические возможности растут вне зависимости от роста моральной ответственности.Притязания Америки на лидерскую позицию подвергаются сомнению, в тот же момент, когда сомнению подвергается и власть внутри страны. Статус России, как одной из крупнейших военных держав, оспаривается. Стремление Китая к господству наталкивается на внутренние преграды — зависимость от импорта ресурсов, реакцию инициативы «Один пояс и один путь», экономическое давление. Основополагающий принцип доминирования демократического устройства общества под вопросом из-за повсеместного распространения авторитарных форм правления.Планирование стабильного развития перешло в разряд категорий теории сложности.Новые задачи -- контроль климата, пандемия, кибер-угрозы, негосударственные террористические группировки, внутренние экономические раздоры -- вместе не позволяют выработать действующий сценарий стабильного развития.Традиционные политические, экономические и религиозные учения не дают ответы на заданные обществом вопросы.В статье обсуждаются эти факторы и описываются сложности, с которыми сталкиваются Россия, Китай и Соединенные Штаты. As the world shifts from an American-dominated presence, the roles of Russia, China and the US enter a new relationship. The nature of technology and investment will determine social, political, and military power, in a form not previously viewed in history.Technological capability develops at an unrelated pace to moral considerations.American assumptions of continuing world leadership are being challenged at the very moment when internal American governance is being challenged.Russian desires to remain an international force are questioned in many quarters.Chinese desires for world leadership face internal issues of resource dependency, reaction to the Belt and Road Initiatives, and economic pressures. The basic issue of democratic governance is under threat from growing worldwide authoritarianism.Planning for stability has entered a realm of complexity theory, with challenges such as climate control, pandemics, cyber threats, terrorism by non-state actors,and growing internal economic divisions do not allow a clear theory for guaranteed growth and abundance.Traditional political, religious and economic theories have not provided answers to a world which seeks solutions.The article discusses these factors and describes the difficulties facing Russia, China, and the United States.

In times of easily accessible technology and the Internet, the number of technology-assisted child sexual abuse (TA-CSA) is increasing. Anonymity, the multitude of victims that can be reached at the same time, as well as the variety of online abuse forms are in some way conducive to the perpetrators of sexual crimes in undertaking the act. Nevertheless, specialists in the field indicate that the phenomenon itself, as well as its consequences are not fully investigated. The aim of this article is to introduce the reader to the issues of TA-CSA by: 1) to present what the phenomenon of child sexual abuse is and what notions it entails, 2) to identify different types and forms of online sexual abuse (cyber grooming, sexting, sextortion and web-cam sexting), and 3) to take a close look at several selected research studies in the field, examining the consequences of technology-assisted sexual abuse on children. From previous reports of researchers investigating the causes and effects of child sexual abuse, including technology-assisted abuse, it can be concluded that the consequences of online abuse are very similar to those of offline sexual abuse, and even include additional factors that victims must face. Further research on this topic should therefore be looked at in order to better understand the nature of technology-assisted sexual abuse and not succumb to the illusion of this type of experience minor importance over the experience of offline sexual violence. Understanding the relevance and consequences of this phenomenon will allow for effective interventions in support services and educational activities.

AbstractTheoretical frameworks acknowledge the dynamic and evolving nature of technology transfer. However, there is a scarcity of empirical work in the field incorporating a dynamic and longitudinal perspective. Several literature reviews call for technology transfer research agendas to include longitudinal studies. In response to such calls, this special section comprises selected contributions to the 2018 Technology Transfer Society (T2S) Conference which address this gap from different angles. The three qualitative and three quantitative works chosen contain research questions and methodologies related to dynamic aspects of technology transfer. We argue that historical and processual studies offer additional new directions.

Friendly environment lowland rice management is an alternative way which can be implemented by farmers for getting a balance and sustainability of environment. However, challenges often faced by environmentally friendly agriculture such as the sustainability of its application after the technological innovation was disseminated. Some factors are thought to influence the sustainability of friendly environment rice management namely capacity of farmers and the nature of technology innovation. This study aims to determine the relationship between farmer capacity and the nature of innovation on the sustainability of the application of environmentally friendly rice technology in Central Sulawesi. Data collection was carried out through a survey using a questionnaire to 174 respondents. Data were analyzed descriptively and statistically quantitatively using multinomial logit regression. The results of the analysis show that the capacity of farmers and the nature of innovation that significantly affects the sustainability of the application of environmentally friendly lowland rice technology in Central Sulawesi is the relative cost advantage, relative price advantage, complexity in application, evaluation of farming, and knowledge of environmentally friendly lowland rice management. Therefore, there is a need to increase all significant variabels and to expand the dissemination of innovations in environmentally friendly lowland rice technology.

PurposeThe application of technology to higher education is contributing in many ways to create a highly adaptable, inclusive learning environment for all. This study intends to analyze the role of technology facilitation in creating an inclusive learning environment in the higher education institutions (HEIs), which would connect multi-ethnic students and academics effectively in the Sri Lankan context. Therefore, the primary aim of this study is to explore how technology facilitates inclusive learning in HEIs.Design/methodology/approachBased on the qualitative research approach, this study generated data from 30 undergraduates and 10 academics from 5 national universities in Sri Lanka to evaluate the effectiveness of technological facilitation in promoting inclusive learning. The data were then thematically analyzed using NVivo 10.FindingsThe nature of technology facilitation in HEIs and influencing factors such as the internet, search engines, mobile apps and software, cost involved, upgraded knowledge, time efficiency and technological devices. Further, the factors contribute to the HEIs and the benefits realized, such as information gathering, time-saving, cost reduction, information sharing, connective communication, easy learning and online services. On the other hand, challenges such as the involved parties’ resistance to technological change, inadequate infrastructure facilities, lack of technical knowledge, negative perceptions and behaviors, technical failures and health issues will also be assessed.Research limitations/implicationsImplications for policy and practice include a thorough understanding of the nature of technology facilitation in an inclusive environment. The researcher has recommended some strategies and mechanisms to the policymakers that will guide them to use technology as a tool to enhance the inclusive learning practices within HEIs.Originality/valueThis paper presents an original review and it contextualizes the technology facilitations in respect of the inclusive learning environment in HEIs.


This book synthesizes and interprets existing knowledge on technology upgrading failures as well as lessons from successes and failures in order to better understand the challenges of technology upgrading in emerging economies. The objective is to bring together in one volume diverse evidence regarding three major dimensions of technology upgrading: paths of technology upgrading, structural changes in the nature of technology upgrading, and the issues of technology transfer and technology upgrading. The knowledge of these three dimensions is being synthesized at the firm, sector, and macro levels across different countries and world macro-regions. Compared to the old and new challenges and uncertainties facing emerging economies, our understanding of the technology upgrading is sparse, unsystematic, and scattered. While our understanding of these issues from the 1980s and 1990s is relatively more systematized, the changes that took place during the globalization and proliferation of GVCs, the effects of the post-2008 events, and the effects of the current COVID-19 and geopolitical struggles on technology upgrading have not been explored and compared synthetically. Moreover, the recent growth slowdown in many emerging economies, often known as a middle-income trap, has reinforced the importance of understanding the technology upgrading challenges of catching-up economies. We believe that the time is ripe for “taking stock of the area” in order to systematize and evaluate the existing knowledge on processes of technology upgrading of emerging economies at the firm, sector, and international levels and to make further inroads in research on this issue. This volume aims to significantly contribute towards this end.
