The issue of bureaucratic neutrality is a serious problem that continues to recur in implementing local elections (Pilkada) in Indonesia. Reflecting on what happened in the 2015 and 2017 North Sumatra Simultaneous Pilkada, this study aims to revive bureaucratic and political relations. Public services. This study uses a qualitative approach with data obtained through in-depth interviews with bureaucratic apparatus in the local government, The North Sumatera Election Provincial Commission (KPUD), The North Sumatera Election Supervisory Agency (Bawaslu), Independent Monitoring Institutions, Lecturer of Public Administration Universitas Sumatera Utara, observation and documentation. The results of this study emphasize the importance of State Civil Apparatus (ASN) to return to neutrality in increasing public trust in the bureaucracy. The results of this study emphasize the importance of ASN to return to neutrality in improving public confidence trust in the bureaucracy. This article argues for collaborative supervision conducted by various elements of government and society as an alternative strategic step to maintain the neutrality of State Civil Apparatus.

This article described the various phenomena of violations by the State Civil Apparatus in the momentum of the democratic party in Indonesia and aimed to determine the extent to which Malay Cultural Values ​​can maintain the neutrality of the State Civil Apparatus. This study used an exploration-oriented literature review method. Then, data were obtained through documentation techniques by reviewing and exploring several journals, books, and other related documents. To analyze the data, the content analysis method was used to get valid conclusions based on the context. The results showed that some Malay cultural values ​​that must be possessed by the State Civil Apparatus were the principles of honesty, justice and truth, hard work and perseverance, shame, and compassion. All the principles taught can maintain the neutrality of the State Civil Apparatus if each individual has high awareness and commitment to do so. Thus, the values ​​taught by the Malay Culture have an essential meaning in maintaining the neutrality of the State Civil Apparatus.

This article will examine and explore the urgency of the state's civil apparatus to be neutral in the simultaneous local election. State civil apparatus is an apparatus that works to serve the public interest rather than serve a particular group. That is why the need for the construction of constitutional law in an effort to create regulations in order the state civil apparatus has to be neutral. The construction by progressive constitutional law is by looking for new ways or role breaking and innovative breakthroughs, if the normal way and normative unable to immediately realize the objectives of the simultaneous local elections. There are three ways: First, to revoke the right to vote of state civil apparatus in the general election. Second, models political apointee  bureaucracy in the local government. Third, change the model of career guidance state civil apparatus fom government regional autonomy to the central government by rank or class.

Subject Corporate social responsibility. Significance In his first weeks as US president, Donald Trump has shown a clear stance against environmental, social and governance responsibilities being required of business. At the same time, companies increasingly recognise that a record of social responsbibilty, environmental stewardship and corporate ethics makes for good business. During the campaign, scrutiny of the corporate social responsibility (CSR) initiatives of Trump’s business empire indicated that the primary beneficiaries seemed to be his businesses, raising questions for the philanthropic and social sector, as to whether Trump will continue the White House's past advocacy for CSR. Impacts Causes will become more politicised with contributions increasingly carrying a clear stance for or against issues. The scope and breadth of public-private partnerships may shift from contained pilots and demonstration programmes to larger initiatives. Advancing CSR within companies for employees, through policies such as parental leave and child care, will gain prominence. A worry for the philanthropic sector is whether the politicisation of immigration and welfare may threaten the neutrality of state agencies.

Governance and development efforts to implement national and local levels can run smoothly largely depends on the perfection of the State apparatus, which in its function must be professional and neutral character of the influence of all groups and political parties, and does not discriminate in providing services to the community in order to realize the welfare of society. To realize the neutrality of the State Apparatus, the central government is trying to give a neutral space of the apparatus of government both at central and local levels, however, the reality is often found to realize it is not easy. Various allegations of lack of neutrality of State Apparatus including regional secretary still often expressed by the public, especially during the General Election of Regional Head and Deputy Head of the candidates came from previously elected regional head (incumbent). It is not separated from the vagueness of the norm (vogue norm), associated with the filling of the post of secretary of the province are included in the Position Leader High as stipulated in Article 19 paragraph (3) of Law No. 5 of 2014 on the Reform of Civil State, stating for High leadership positions defined competency requirements, qualifications, rank, education and training, track record position and integrity, as well as other necessary requirements. The above provisions are not clear in stating the requirements that must be met by candidates for secretary of the province to ensure neutrality. This study is a normative law research that examines the ingredients literature that primary legal materials and secondary law. This study uses the approach of legislation and approach the concept. In the data collection is done by steps searches theories, concepts, principles, and an inventory of rule of law relating to the research problem. The conclusion relating to the cases in this study, namely charging Position Leader Higher done in an open and competitive among Civil Servants by taking into account the requirements of competence, qualifications, rank, education and training, track record positions, and intergitas and other requirements needed in accordance with the legislation reflects to realize the secretaries of provincial officials were neutral.
