The issue of bureaucratic neutrality is a serious problem that continues to recur in implementing local elections (Pilkada) in Indonesia. Reflecting on what happened in the 2015 and 2017 North Sumatra Simultaneous Pilkada, this study aims to revive bureaucratic and political relations. Public services. This study uses a qualitative approach with data obtained through in-depth interviews with bureaucratic apparatus in the local government, The North Sumatera Election Provincial Commission (KPUD), The North Sumatera Election Supervisory Agency (Bawaslu), Independent Monitoring Institutions, Lecturer of Public Administration Universitas Sumatera Utara, observation and documentation. The results of this study emphasize the importance of State Civil Apparatus (ASN) to return to neutrality in increasing public trust in the bureaucracy. The results of this study emphasize the importance of ASN to return to neutrality in improving public confidence trust in the bureaucracy. This article argues for collaborative supervision conducted by various elements of government and society as an alternative strategic step to maintain the neutrality of State Civil Apparatus.

This study aims to determine the role of the Ombudsman of the Republic of Indonesia in North Sumatra Representative in the Supervision of Population and Civil Registry Service in Medan City. This study uses a qualitative approach with descriptive methods describing information about the data obtained from the field in the form of written and oral data from the parties studied. Data is collected based on interviews and documentation. The results of this study indicate that the role of the Ombudsman of the Republic of Indonesia in North Sumatra was carried out in the form of external supervision. External supervision is supervision carried out by the Ombudsman of the Republic of Indonesia Representative of North Sumatra to the Medan Population and Civil Registry Service. Actions taken in the supervision process are incoming reports, follow-up of the first report and follow-up of the report. Based on the research that has been carried out, it has been concluded that the role of the Ombudsman of the Republic of Indonesia in the North Sumatra Representative in supervising the service provider of the Population and Civil Registry services is carried out in the form of external supervision. In supervising the handling of public reports of alleged poor service in the area of population administration, it has been effective, with several efforts to handle reports such as: (1) Clarification; (2) Investigation; (3) Recommendations; (4) Monitoring.

This study aims to analyze the communication strategies and barriers of the proactive socialization team in capturing high-achieving Polri candidates at the North Sumatra Regional Police in 2020. The research method used a qualitative approach with the phenomenological method. Data collection techniques in this study were interviews and observations, then checking the validity of the data by using triangulation techniques. The results of the study show that the communication strategy created is an attempt by the National Police to be able to provide early notification to the public regarding Polri's acceptance and as a means of keeping people from exploiting the situation of acceptance for personal gain. Obstacles to the socialization team, including the inadequate budget support to be able to visit all schools in the North Sumatra province, the lack of support from the incumbent leadership (Kabag Sumda) at the time of proactive socialization activities in October 2019, Not making or compiling materials that should be made to be presented to students so that the students 'understanding and attention are more focused on what goals will be conveyed, the difficulty is to be able to coordinate with the school to be able to fill the time with expected proactive socialization activities and students' low enthusiasm and trust in the message what the socialization team wanted to convey regarding clean, transparent, accountable and humanist recruitment.

The Interim Replacement between the time (PAW) mechanism of six legislators of Riau at 2014-2016 periodthrough the long mechanism and give rise to polemics both at the elite level and on the society. Strating from theproposal for dismissal by the regional council (DPD) of political parties, approval at the meeting of DPRD,verification of the KPUD of Riau Provinces, the letter proposal that then forwarded to the Minister for issuedofficial announcement of PAW. Delays in the Minister’s decree related determination replacement PAW of the sixlegislators Riau who participate in 2015 election implication for the vacancy delegation in constituency of thesix legislators who resigned. This is administratively highly influential DPRD of Riau in decision making and forthe local elections also will impact to reduced their delegations in government. This research used the turnoverbetween the time (PAW) concept and theory of political delegation institutions. This research type is descriptivewith qualitative approach, the data collection technique used depth interviews and documentations.The results showed that the mechanism of the six legislators Riau PAW 2014-2019 period after the enactmentinto regional head candidates in the elections of December 2015 the dynamics of the level of Parliament andpolitical parties Bearers and take quite long. That condition has implications for vacancies in representativeinstitutions (parliament) Riau province where administratively is not full members of Parliament in decisionmakingso that the delay in setting the budget Riau in 2016.

This research was conducted by looking at the condition of public service in South Halmahera Regency which always expands various problems both public services, public goods and public administration, besides that the role of the ombudsman as an oversight agency for public services is also still weak. Therefore, the task and authority of the Ombudsman in South Halmahera Regency is a study in order to address the existing maladministration issues. This study aims to determine the North Maluku Ombudsman in carrying out its role as a public service supervision institution in South Halmahera Regency, then to examine what are the determinant factors of the North Maluku Ombudsman in carrying out its role as a supervisor in South Halmahera Regency. This research uses a qualitative approach to the type of case study (case study). Data used through observation, interviews and documentation. The results showed that the role of ombudsmna in South Halmahera Regency was not maximal, as seen from the process and stages of receiving reports, clarification, infestigation, mediation and recommendations, then the low level of innovation carried out, both socialization, cooperation, then its human resources, supporting facilities, budget and knowledge Public.

It is important for the state to maintain and increase public confidence in the Public Administration. This trust grows and is kept in public only when civil servants, officials, perform duties with integrity, impartiality and fairness. Ethics is being discussed very recently and it is becoming an extremely mention topic for the business, public administration and in social private environments. Unethical and corrupt behaviour can not only be prevented by punitive measures, from inside and outside analysis, it has a negative perception on corruption in state institutions. Every day in the media, we can encounter information about the bad behaviour of public administration officials regarding corruption, Kosovo is ranked in unsatisfactory positions regarding this phenomenon. It is important to prepare the self-public manual institution guide, which should rely on international standards and policy implementation in practice.The question is whether only legal and sublegal acts are enough to keep this problem under control ? In this paper we will study the legislation, covering the field of ethical behaviour and good practices of combating these negative phenomena.

Since initiating political reform in 1998, Indonesia has sought to restructure its political institutions and processes as a means of reinforcing public autonomy. This article explores the three direct gubernatorial elections that have occurred in North Sumatra since the process was first implemented, namely in 2008, 2013, and 2018. We interviewed key actors, including gubernatorial candidates, political party leaders, and electoral agents, and analyzed the cultural practices of corruption and bribery. The first three local elections' examinations of North Sumatra reveal that transactional politics occurred through the practice of corruption and exchange of public offices, thereby having a deleterious effect on public services of the North Sumatra Provincial Government. Moreover, local culture tends to accept to provision and receipt of bribes and gratuities during local elections. This study contributes to the discourse on the beliefs and practices that go against the values of democracy and threaten established political systems.

Gross Regional Domestic Product (GRDP) is the gross addedvalue (NTB) of all goods and services produced from a domesticarea arising from economic activity in a certain period regardlessof whether the production factors are owned by residents or nonresidents. This study aims to analyze the GRDP in North SumatraProvince from the side of the business field. This study uses adescriptive qualitative approach by using secondary data that isreviewed in the literature from various sources such as BPS(Central Statistics Agency), and Bank Indonesia as data analysisfor the Province of North Sumatra in the first quarter and thesecond quarter of 2021. This study looks at the existing variables.on Gross Domestic Product in terms of business fields. The resultsof the analysis of this research are the North Sumatran economybased on the amount of Gross Regional Domestic Product (GDP)based on current prices in the first quarter of 2021 reached Rp207.00 trillion and based on constant prices in 2010 reached Rp133.67 trillion. North Sumatra's economy in the second quarter of2021 compared to the previous quarter grew by 1.83% (q-to-q).

The stakeholder analysis on the underwater archeological relics of Berakit village is an integrated part of the Research Program of Balai Arkeologi Medan, North Sumatra, entitled The Archeological Survey on the North Coast of Bintan Island, Bintan Regency, Riau Islands Province, that is conducted in 2018 in Berakit Village, Teluk Sebong District, Bintan Regency. The raised issue is the potential management of underwater relics in Berakit Village based on its stakeholder analysis. This study aims to obtain the policy of underwater archeological relics management based on the potential conflict that occurs among the stakeholders. The applied methods are in-depth interviews and Focused Group Discussion (FGD) with the stakeholders related to the underwater archeological relics in the research location. The stakeholders are classified into three groups, i.e. government, society, and academics. Issues on the underwater archeological relic management that give general descriptions about the potential conflicts of that archeological relic management are raised in the in-depth interviews and FGD. The potential is then analyzed using one of the conflict-analysis tools, i.e. onion analysis. The result of the stakeholder analysis shows a common need that becomes the knot of the conflict, i.e. the land utilization.
