Abstract The COVID-19 pandemic disproportionately impacted residents, families, and staff of nursing homes and senior care communities. Even with federally mandated emergency planning, the pandemic highlighted the lack of preparation to meet the daily challenges faced in senior care. In response, the federal CARES Act including funding for a nationwide network of nursing home cohorts led by academic health centers to disseminate clinical guidance in infection control and pandemic mitigation strategies. We present a case study of a successful diffusion model as implemented in Minnesota with seven cohorts comprised of 242 nursing homes and 544 employees. Experts in geriatric care, long term care regulatory management, and public health led ninety-minute sessions held over the span of sixteen weeks. The session format included foundational evidence-based practices in pandemic management (including infection control, social isolation, leadership, and other topics), individual case studies, peer to peer knowledge diffusion, and expert guidance.

Purpose The conflict between the burden from regulations and the desire to introduce new offerings to the market is a concern for both researchers and business managers alike. Over the last 10 years significant increases in resources required to comply with regulations have been observed. The use of technology solutions to manage complex regulations (a.k.a. “Regtech”) is emerging as a potential solution to the compliance demand. This paper poses the question, “Which support do current Regtech solutions offer?”. Design/methodology/approach This study analyzed a global set of 550 providers to understand what support Regtech solutions provide. Findings The analysis shows how regulatory compliance work is supported as well as specific examples of firms providing support and which regulations are covered. Results highlight that the main focus in the current Regtech industry is on supporting internal and operations tasks rather than external and analytical activities. Practical implications Recommendations to business managers are to combine regulatory support with a clear strategic vision, carefully plan integration scenarios, and to look for the support of broader regulatory management rather than individual functions or specific regulations. Social implications If RegTech providers, financial services firms, regulators, and researchers look towards a future where the balance of proactive regulatory management and efficient compliance is achieved, there are substantial benefits for customers of the industry. The result will be increased transparency and quality in all industries. Originality/value The result from this study is one of the first specific illustrations of the nature of “RegTech,” which can serve as a basis for further research into aspects of technology and capabilities.

AbstractFloodplain inundation poses both risks and benefits to society. In this study, we characterize floodplain inundation across the United States using 5800 stream gages. We find that between 4% and 12.6% of a river’s annual flow moves through its floodplains. Flood duration and magnitude is greater in large rivers, whereas the frequency of events is greater in small streams. However, the relative exchange of floodwater between the channel and floodplain is similar across small streams and large rivers, with the exception of the water-limited arid river basins. When summed up across the entire river network, 90% of that exchange occurs in small streams on an annual basis. Our detailed characterization of inundation hydrology provides a unique perspective that the regulatory, management, and research communities can use to help balance both the risks and benefits associated with flooding.
