High-tech internationalization touches on two aspects impacting entrepreneurship: openness of the economy and its level of innovativeness. Both of them might positively or negatively affect the process of new company creations, as suggested by the concept of entrepreneurial regime with creative destruction or by the concept of routinized regime with creative accumulation. The aim of the article is to assess the impact of high-tech internationalization on the start-up process of new company creation. Cluster analysis and panel modeling for European Union countries in 2009–2018 were conducted. The research results distinguish clusters of European Union countries with a different level of high-tech internationalization. The impact of high-tech internationalization on start-up rates is significant in the case of both clusters; however, it is stronger in the cluster of countries with a relatively higher level of high-tech international openness. The high-tech intra-EU import and extra-EU high-tech export negatively affect the rate of new enterprise creation in both clusters. Additionally, extra-EU import in clusters with a relatively higher level of high-tech internationalization also negatively impacts start-up rates. The only aspect supporting the start-up process is the level of intra-EU export in clusters with higher levels of high-tech internationalization. The results suggest that in European Union countries, creative accumulation is the dominant phenomenon.

The International Colloquium of Social Sciences and Communication ACUM (NOW) took place in Brasov in between 17th and 19th of October 2019, over three sunny autumn days. The event was organized by the Faculty of Sociology and Communication of the University Transylvania and by the Society of Sociologists of Romania. The keynote speakers were: Bogdan Voicu (R.I.Q.L.) with a communication about migration as a double osmosis, Robbie Gilligan (University of Dublin), with a paper about working with vulnerable young people, Sylvie Huet, (University of Clermond), who investigated the “glass ceilings”, and Mihai Burlacu, from the Bucharest Polytechnic, with a reconsideration of the anthropological space as heterotopia. The colloquium organized by SSR is already part of a local university tradition of national and international openness. Slowly but steadily, a real international character of scientific manifestations in Romania is formed, much less cosmopolitan than similar conferences in the global West, but with a constant presence of foreign guests and participants who bring a much needed diversity of perspectives and research themes. During the works, we received a very careful reception from colleagues in sessions that put together various contributions, from long-term individual research topics to recent exploratory research. The event was one that confirmed its success over the years, thus strengthening Brasov's place on the map of social sciences in Romania.

AbstractThe hegemony of the Western higher education institutions in the global university market is being challenged by China. The top Chinese universities have significantly improved their international ranking positions. When it comes, however, to the ability of universities to attract foreign students and faculty, the Chinese higher education institutions' performance raises questions. The International Outlook scores of these universities, although showing an increasing trend, are still lacking behind the U.S. or Western European top universities. China is primarily a student ‘exporter.’ It also became a leading destination country for students from Asia or Africa, but it is still far from reaching the ‘international openness’ level of the U.S. or the UK universities. The publication networks of the top Chinese higher education institutions indicate that these universities prefer to publish with other Chinese institutions or the U.S. universities.

In a modern environment, during the evolution of international activities, from mobility to international education hubs, universities are searching for new internationalization tools to implement those undertakings more effectively in terms of finance and time. Co-operation with other regions of the world and international openness are the key factors in the development of the European Higher Education Area. To illustrate the situation arising from student mobility of studying technological sciences, the paper analyses information about student mobility in the fields of mechanical engineering and mechatronics for the period 2009–2013.
