The article examines the issue of legal regulation of traffic queue management in front of international road border crossings in European countries on the example of the Republic of Estonia. It is emphasized that carriers and shippers, waiting for several days in a live queue on the state border of Ukraine with the European Union, resulting in economic losses and other inconveniences. The reasons for the queues of vehicles in front of international road checkpoints across the state border are identified and ways to solve them are proposed. The positive and negative aspects of using the electronic queue of vehicles in front of international road checkpoints across the state border of Estonia are analyzed. The procedure for booking a seat in the electronic queue, including the priority one, the procedure for paying for a seat reservation, the procedure for crossing the border using the electronic queue and the features of using the waiting area in front of the checkpoint are revealed. The grounds and procedure for canceling a place in the electronic queue are determined. It is concluded that, as a result of the introduction of a single electronic information system for booking time of crossing the border (GoSwift) in Estonia, Estonian checkpoints are now almost unloaded. Such electronic queues make it possible to streamline a significant part of the processes and add more comfort when crossing it. It is summarized that in order to implement the system of electronic queue of vehicles entering checkpoints across the state border in Ukraine, a number of tasks need to be solved. First of all, assess traffic flows by different modes of transport in the context of the actual capacity of checkpoints, study the local specifics of export-import operations, open temporary pedestrian checkpoints, increase the number of border guards, allocate territory in front of checkpoints and equip waiting areas for developed funds. Which requires additional funding from the state budget, as well as standardization of this issue at the legislative and departmental levels.

Government Information System is an electronic information system regarding general data information about relevant government agencies that can be accessed freely via the internet. According to the 1945 Constitution, the Government is obliged to provide access to information regarding Regional Government in the form of development information or regional facilities and regional financial information. This is contained in Article 391 paragraph (1) of Law Number 23 of 2014 concerning Regional Government, and Minister of Home Affairs Regulation (Permendagri) Number 70 of 2019 concerning Regional Government Information Systems.

Background. In present publication we generalized and analyzed deeply the experience of some biosensors studying in biophysical experiments with aim to incorporate them further to electronic information systems. Output biosensor electrical signals were input ones to electronic information system making their connection into joined bioinformation system. Materials and methods. Methods of comparative analysis of the characteristics of input and output electrical information signals of biosensor were applied; its physical and mathematical models were developed. For biosensor properties studies the methods of transmembrane electric currents recording in voltage-clamp mode as well as patch-clamp on hippocampal neuronal membranes were used. Results. Biosensor concept and their general characteristic were given, corresponding prototypes were observed. The physical model of biosensor was developed and some test results of this device were suggested. The biosensor was examined as abstraction in consistent unity of its functions: signal receiver — filter — analyzer — encoder/decoder. A brief mathematical description of biosensor functioning was given as well as corresponding algorithm. As a result of performed works the possibilities of this biosensor incorporation to bioinformation electronic systems were substantiated and the example of such system «EcoIS» was observed. Conclusion. In conclusion following results of the works were summarized. The detailed description of technical devices — biosensors as elements of biomedical information systems were done as well as analysis of electrical information signals at output of biosensor, its ability to encode information and detailed analysis of the possibility to incorporate this biotechnical device into electronic information systems due to biosensor output electricals signals.

Este artigo teve como objetivo realizar uma análise das estratégias adotadas pelo poder executivo do Estado de Pernambuco a partir do processo de implantação do Sistema Eletrônico de Informações (SEI) em diferentes órgãos e entidades. Trata-se de um estudo de caso e para obtenção dos dados utilizou-se da técnica de entrevista semiestruturada, realizando duas entrevistas presenciais e individuais, gravadas em áudio e posteriormente transcritas para a análise. Os resultados indicam que a estratégia de implantação do SEI por entidade foi fator determinante para o sucesso do projeto. Também contribuíram para o êxito do projeto a utilização do conhecimento e mão-de-obra dos próprios servidores bem como o uso destes na função de multiplicadores para treinar a maior quantidade possível de usuários. A despeito da implantação do SEI ter sido considerada bem-sucedida pelos entrevistados, um ponto elencado por eles que precisa ser melhorado é o apoio da alta administração. A principal resistência esteve na questão cultural, devido a mudança de sair do papel para o processo eletrônico.

Abstract Problem Public concern about the possible health risk of the impact to electromagnetic fields (EMF) is growing strongly. International organizations propose specific policy approach to be implemented. Bulgaria has very restrictive legislation concerning EMF which further complicates the implementation of these recommendations. Description of the Problem Legislation in Bulgaria implements two-stages of control: on the base of documentation for calculation of the safety zone, measurements of the EMF values. Many problems arise Exposure assessment; Implementation of new technologies, even more the new 5G standard; Problems standing in front of experts, control bodies and administration. Results Following steps are taken to resolve the Issues: A proposal for changes in the legislation has been prepared.A communication program of establishing a dialogue with the population has been developed and implemented.An Expert Consultative Body has been created by the Ministry of Health which includes experts, industry and administration.An electronic information system of the telecommunication sources located on the territory of the country has been established. Its purpose is to provide detailed information on the EMF values for the population and to support the expert evaluation of the sources and the control.Annual monitoring of the telecommunication sources is carried out, providing data for the electronic information system. Lessons Combined efforts of experts, industry and administration lead to successful solving the problems and decision-making for implementation of the European practices and policies to protect the public health. Implementing the date of the monitoring carried out by the control bodies into electronic system, we manage to provide information of the population. Key messages Implementation of the European legislation in the country in line with the contemporary challenges of new technologies and ensuring public health. Providing information of the EMF exposure to population.
