This s tudy aims to investigate the Influence of Technology Information Competence and Organizationals Support on The Performance of Members “Satpas 920” of Police Of Barelang Region in Implementing Online “Sim” Programs. The survey was conducted for 33 personels of “Satpas 920”, by analisys data of multiple regression using SPSS with result shows that there is an effect of Information Technology Competence and Organizational Support even partially and simultaneously on performance. This evidence supported by data that Regarding productivity, 69.7% of the members of the Satpas 920 Polresta Barelang at work has its own way in accordance with the applicable system to provide services quickly. Regarding quality, 75.8% of the members of Satpas 920 Polresta Barelang fee l talented in doing their job. In terms of punctuality, 72.7% of Satpas 920 Polresta Barelang members can always complete the target set. Regarding cycle time, 69.7% of the members of Satpas 920 Polresta Barelang provide accurate information so that every service user will perform correct administrative procedures when administering SIM Online. In utilizing resources, 57.6% of the members of the Satpas 920 Polresta Barelang can build good cooperation with colleagues. Papua’s development m us t be considered in developing Indonesia. It is the unity in Bhineka Tunggal Ika. The equality and justice in striving the people’s prosperity is also important for Indonesian people. Pancasila is the basis of the nation, which explains the five principles that have a power in developing Indonesia towards a “Mutual Cooperation ( Gotong Royong )” society. The fifth principle, the justice for all Indonesian people shows that it is Soekarno’s idea of how the people can relish the existence of justice and prosperity in both formal and non - formal fields which leads to mutual cooperation. It is implemented in Jokowi’s era which is building and developing the marginalized areas, from Sabang to Merauke, esp ecially the neglected areas. This is the time to realize the real action for Papua to gain justice although the challenges and obstacles that will be faced are not easy. Injustice, marginalization, and sub - culture are often being the starting points of var ious crimes and violences in Papua. The Violence Armed Group ( Kelompok Kekerasan Bersenjata ) uses those three variables as the reasons for committing various forms of violences and politically frame it with the desire to escape from Indonesia. The governme nt and the ruling regime are in charge to keep increasing the development in Papua. It is all for the sake of justice, equality, and prosperity for Papua’s people. The study aims at exploring the policing in preventing conflicts of managing economical wastes in the jurisdiction of BMPR Resort (BMPR). Such conflicts, occurring in Bekasi Industrial Area (BIA), have occurred since 1990. The conflicts are the phenomena of problems between community groups related to their economic interests in competing for economical resources coming from industrial wastes. The study aims to explore policing efforts in preventing such conflicts conducted by BMPR. The research employs qualitative approach. The results of the research reveal that such conflicts increase along with the development of BIA in 1990. Such conflicts have occurred since the community began to know the value of the industrial wastes and began fighting over the resources of the economical industrial wastes. Bekasi Metropolitan Police Resort—in preventing such conflicts—has put forward the function of Community Partnership (Binmas). However, the door to door system strategy in increasing the awareness and alertness of potential conflicts is still not optimal in preventing such conflicts. Therefore, BMPR needs to apply the concept of e-polmas (community policing) in preventing the conflicts so that prevention efforts can run optimally. Keywords: conflict, economical, policing, waste

The dismiss al of Hizbut Tahrir Indonesia (HTI) by the Indonesian government through a decree by the Jakarta Administrative Court N umber 211/G/2017/PTUN.JKT — if it is related to freedom of association — is considered by some groups as a form of violation against citizens’ rights which are protected by the 1945 Constitution. However, before dismissing HTI , the Indonesian government had carried out various and in - depth studies as well as taken considerations based on several views , such as (1) HTI had the potential to threaten the stability of the state , Indonesian democratic politics , and Indonesian political parties ; (2) HTI had the potential to t hreat en the s ecu rity s tability by triggering rampant acts of terrorism and radicalism in Indonesia as well as demonstrations against policies issued by the government ; and (3) HTI had the potential to threat en the existence of the integrity of the Republic of Indonesia by promoting the radical ideologies in which HTI has interest by replacing the state ideology with Islamic ideology in the form of k hilafah I slamiyah or I slamic state. A changing and developing environment , indeed, affects the organizational development of Indonesian National Police , called Polri in Bahasa . These environmental changes will affect the management of Indonesian National Police organization. The e xternal environmental factors that most influence organizational activities of Indonesian National Police consist of micro external environmental factors , including the personnel of Indonesian National Police and the public, as well as the macro external e nvironmental factors covering political and legal conditions in Indonesia. Organizational changes in Indonesian National Police institution have massively occurred since Indonesian National Police Reformation in 1999 - 2000 and due to the Bureaucratic Reform s launched by the government in 2010. The most prominent change from Indonesian National Police Reform is the organizational culture of Indonesian National Police , from previously having a military culture to fully become a police organization which protec ts and serves the community. Meanwhile, the changes due to the b ureaucratic r eform are implemented from the realization of programs and activities designed to improve the performance and the effectiveness and efficiency of Indonesian National Police ’s duties . By realizing and conducting these programs and activities, the level of public satisfaction with the services provided by Indonesian National Police has increased . This also shows an increase in the context of the image of Indonesian National Polic e in the eyes of the people . Performance can be interpreted as an extra role such as cooperation, helping colleagues and superiors, and contributing to organizational goals. Culture in an organization can improve performance, because it can create positive motivation to give the best ability to the organization. This study is looking at the influence of organizational culture and work motivation on performance. Organizational culture is defined as the way a person behaves in an organization, and work motivation is the achievement that someone produces because of a drive to complete work in the most possible effective and efficient time to get better results and be able to adjust to the work climate. The purpose of this study is to determine the effect of organizational culture and work motivation on the performance of the members of Bhabinkamtibmas (a police sergeant responsible for establishing and maintaining security and public order in a village) of Resort Police. This research uses quantitative approach with survey method. T he popul ation in this study are 53 members of Bhabinkamtibmas of Bungo Resort Police , using total sampling. Th e data collection technique uses questionnaire consisting of 45 - statement items, which are from 9 indicators, and the measurement uses Likert scale with the answer ran ge of 1 to 5. The results show that organizational culture has a significant effect o f 93.7% on performance variable and w ork motivation has a significant effect of 87.4% o n the performance variable . The re fore, it can be explained that the organizational culture variable (X1) has a greater influence on the performance variable (Y) than the motivation variable (X2). Organizational culture and motivation simultaneously provide a significant influence o f 94.1% on the p erformance. Performance can be improved if the organ izational culture is healthy, thus can increase the motivation of members. Key words: corruption, culture, motivation, performance
