A changing and developing environment , indeed, affects the organizational development of Indonesian National Police , called Polri in Bahasa . These environmental changes will affect the management of Indonesian National Police organization. The e xternal environmental factors that most influence organizational activities of Indonesian National Police consist of micro external environmental factors , including the personnel of Indonesian National Police and the public, as well as the macro external e nvironmental factors covering political and legal conditions in Indonesia. Organizational changes in Indonesian National Police institution have massively occurred since Indonesian National Police Reformation in 1999 - 2000 and due to the Bureaucratic Reform s launched by the government in 2010. The most prominent change from Indonesian National Police Reform is the organizational culture of Indonesian National Police , from previously having a military culture to fully become a police organization which protec ts and serves the community. Meanwhile, the changes due to the b ureaucratic r eform are implemented from the realization of programs and activities designed to improve the performance and the effectiveness and efficiency of Indonesian National Police ’s duties . By realizing and conducting these programs and activities, the level of public satisfaction with the services provided by Indonesian National Police has increased . This also shows an increase in the context of the image of Indonesian National Polic e in the eyes of the people . Improved governance at this time is encouraged through the implementation of bureaucratic reforms program that has entered the second stage (2010-2014). One considerable area of change in the bureaucratic reform that needs to be improved is public services, especially in the current era of regional autonomy nowadays where the regions have opportunity to innovate, be creative, and create the best model to achieve improved quality of service to the community. One important effort suggested by the author to improve the quality of public services is to do public service management reform, to fulfill completeness of organizational development, and implementation of zero management in public service activities. If this can be implemented, it is expected that people's satisfaction is achieved, which together will show the better performance of the government, and in the aggregate will show the successful implementation of bureaucratic reforms.Keywords : Bureaucratic reform, public service, regional autonomyPerbaikan tata kelola pemerintahan yang saat ini digalakkan melalui pelaksanaan program reformasi birokrasi sudah memasuki tahapan atau gelombang kedua (2010-2014). Salah satu area perubahan reformasi birokrasi yang cukup penting untuk ditingkatkan adalah pelayanan publik, terutama di era otonomi daerah saat ini yang memberikan kesempatan kepada daerah untuk berinovasi, berkreasi, dan menciptakan model terbaik demi pencapaian peningkatan kualitas pelayanan kepada masyarakat. Upaya penting yang disarankan oleh penulis untuk meningkatkan kualitas pelayanan publik adalah dengan melakukan pembenahan manajemen pelayanan publik, memenuhi kelengkapan pengembangan organisasi, serta penerapan manajemen zero dalam aktivitas pelayanan publik. Jika hal ini mampu dilaksanakan, maka diharapkan kepuasan masyarakat akan tercapai, yang secara bersinergi menunjukkan kinerja pemerintahan yang semakin baik, dan secara agregat menunjukkan keberhasilan pelaksanaan reformasi birokrasi. The purpose of this study is to analyze the assessment of Human Resources Development (HRD) Planning on the Government Organization Performance through Bureaucratic Reform Management. The Government Organization tasked with preparing public goods/services must be able to provide certainty of their performance capacity as an organization that is professionally organized and is non-excludability in providing an adequate level of service. This research is based on the performance of Government Organization that have not been maximized. The method used is the Second Order Structural Equation Modeling analysis method. The research results showed that HRD Planning had a significant influence on Organization performance through Bureaucratic Reform Management. Tests on the research model simultaneously proved that the model was fit with the fulfillment of all model fitting sizes indicated by the value of GFI = 0.925, CFI = 0.927, RMSEA = 0.075, and CMIN / DF = 1.995. The findings of this study prove that HRD Planning has a significant effect on Organization performance through Bureaucratic Reform Management. Based on these findings, the right strategy to strengthen Organization performance can be done by improving aspects of HRD Planning. Also, there is a need to pay attention to the management of strategic change by being more responsive and adaptive to environmental changes and HRD Planning.

The purpose of this research is to see the open selection mechanism in the government of Bantul district. Because the success of bureaucratic reform is a part of human resources within the government bureaucracy. Therefore it is necessary to have human resource management to realize a state of civil apparatus with integrity, professionalism and competence. In this study, researchers used qualitative approach methods. Where in the technique is done in-depth interviews to get information and gather other supporting documents on this research. Human resource management could be done by structuring employees through an open selection mechanism. The Government of Bantul District has conducted an open selection in structuring employees who are in their government. Because the open selection is considered a solution in the screening of the state civil apparatus. Moreover, the Bantul Government in the open selection process uses several stages including administration selection, competency tests, interviews, and paper presentations. With the existence of several stages carried out in the open selection process by the Bantul Government, it is expected to capture and create a state civil apparatus who are professional and competent in running of bureaucracy in the government. So the existence of the state civil apparatus competent then will be influenced in its performance.

The environmental situation for an organization is the environment in which an organization operates.It consists of multiple stakeholders such as governing board members, business competitors, suppliers,customers, the government, etc. They can influence the organization’s decision to adopt an innovation. The influence can ease the organization in adopting the innovation or it can block or affect negatively the organization’s decision to adopt the innovation. Dynamics of the market in which the organization operatesand business competitors will also influence the organization’s decision to adopt innovations.  Customers, Suppliers are sources who will exercise their powers and influence the organization’s decision. Governmentregulation is also equally important and will influence the organization’s decision to adopt innovation. In a nutshell, the environment will influence the organization’s decision to adopt innovations for its business operations.

Purpose This paper aims to explore the level of hibah knowledge among Muslims in Kedah and investigate its determinants, consisting of education level, education stream, religiosity, social influence and social media. Design/methodology/approach This study is quantitative in nature. Questionnaires were distributed to collect data from Muslims in Alor Setar, Kedah. In total, 195 questionnaires were collected and data were analyzed using descriptive analysis, correlation analysis and multiple regression analysis. Findings The study finds that Muslims in Alor Setar, Kedah have good knowledge of hibah. Further, education stream, religiosity, social influence and social media were identified as significant factors that influence their knowledge of hibah. Research limitations/implications The first limitation is its narrow focus in surveying Muslims only in Alor Setar, Kedah. The second limitation is the limited number of determinants used in investigating hibah knowledge among Muslims and the techniques used in analyzing the data. Despite these limitations, the study’s findings provide invaluable insights into the factors influencing hibah knowledge among Muslims in Alor Setar, Kedah. Practical implications This study provides insights regarding the significant personal factors and environmental factors to increase Muslims’ knowledge of hibah. The link between the Islamic education stream and hibah knowledge provides a clear indication that Islamic education can curb the economic problems caused by the substantial amounts of frozen and unclaimed assets in Malaysia. A significant relationship between the environmental factors (social influence and social media) and hibah knowledge also implies that the government and private agencies related to Islamic estate planning and management may use these significant determinants as part of the marketing strategy to increase the usage of hibah as an alternative tool for estate planning. Originality/value This study contributes to a better understanding of Muslims’ knowledge about hibah. The government and related agencies in Islamic estate planning and management can now gain better insights into Muslims’ level of knowledge about hibah and the factors influencing their knowledge of hibah as an effective tool for Islamic estate planning and management. Hence, more effective strategies can be recommended to enhance the knowledge of Muslims on hibah. The findings of this study should be of value to the government in its effort to address the increasing number of frozen estates in Malaysia.

Odonata species are sensitive to environmental changes, particularly those caused by humans, and provide valuable ecosystem services as intermediate predators in food webs. We aimed: (i) to investigate the distribution patterns of Odonata in streams on a nationwide scale across South Korea; (ii) to evaluate the relationships between the distribution patterns of odonates and their environmental conditions; and (iii) to identify indicator species and the most significant environmental factors affecting their distributions. Samples were collected from 965 sampling sites in streams across South Korea. We also measured 34 environmental variables grouped into six categories: geography, meteorology, land use, substrate composition, hydrology, and physicochemistry. A total of 83 taxa belonging to 10 families of Odonata were recorded in the dataset. Among them, eight species displayed high abundances and incidences. Self-organizing map (SOM) classified sampling sites into seven clusters (A–G) which could be divided into two distinct groups (A–C and D–G) according to the similarities of their odonate assemblages. Clusters A–C were characterized by members of the suborder Anisoptera, whereas clusters D–G were characterized by the suborder Zygoptera. Non-metric multidimensional scaling (NMDS) identified forest (%), altitude, and cobble (%) in substrata as the most influential environmental factors determining odonate assemblage compositions. Our results emphasize the importance of habitat heterogeneity by demonstrating its effect on odonate assemblages.

Two very different cases of small-scale farm development in the Commonwealth Caribbean are reviewed. One is Jamaican small farming, which responded little to considerable efforts made for its improvement by the Government agencies. The other is market gardening at Aranjuez, Trinidad where production grew at an extremely rapid rate in the face of intense and antagonistic competition between the market gardeners and without significant direct assistance by official agencies. The conclusions include a number of possible strategies for farm development, comprising individual or collective persuasion, coercion, creation of new farms, and environmental changes. T. A. This study intended to explore the school environmental factors influencing female pupils’ academic performance in public primary schools at Iringa Municipality. A cross-sectional study design was used where structured questionnaire using open and closed ended questionnaire as well as interviews to participants were used to collect primary information from 123 girls’ pupils and 36 key informants from seven selected public primary schools. Data analysis was done through descriptive statistics (SPSS). The study findings revealed that harsh environmental factors contributing to poor academic performance through sexual harassment by pest teachers, longer distance of a female pupils form schools that affect pupils attendance and drop out, Shortage of teaching and learning resources as well as facilities i.e. text books, library and shortage of latrines  while teaching and learning it is difficult for them to deriver pedagogical principal of teaching following large class size 68-80, and the bias attitude of the teacher towards subject matter that girls are always do performs poor in science subjects than boys. Finally, the study recommends that the government should build hostels for standard six and seven female pupils for solving the issue of long distance and drop out. Good and enough latrines should be built for girls and boys. Teachers should be well trained in order to handle girls well and also government should organize regular workshops for teachers. Either girls pupils should all the time helped by both male and female teachers in their problems and academic matters openly to avoid bias and mistrust among male teachers.

On the basis of biostratigraphic data known at present some preliminary attempts are made to evaluate graptolite dynamics, that is changes in graptolite diversity in time and space within pelagic fades of Si­lurian and Early Devonian age. For the comparative studies of diversity fluctuations versus some major environmental changes a standard graptolite zonation is used. Several critical and more or less well stu­died stratigraphical intervals are chosen; among them the Ordovician/Silurian, Sheinwoodian/Gorstian and Gorstian/Ludfordian boundary beds. For each level the most complete reference sections are analy­zed. Special attention is given to the graptolite extinction, specification and radiation events within these time intervals. They might have been partly connected with or influenced by the environmental factors as a result of eustatic sea-level and climate changes, alteration of anoxic conditions, migration of carbonate sedimentation in pelagic direction, and other globally detectable events. The graptolite evolution during the time of monograptid existence can be subdivided into three phases using the comparison of the ampli­tude of the extinction-origination events and repeatability of the synphasic cycles.
