This study aims to describe how the form and function of the higher education public relations promotion strategy in the Society 5.0 era. The research approach used in this study is a descriptive approach. The researcher describes the form and function of the higher education public relations promotion strategy in the Society 5.0 era. The type of research used is qualitative research. The results and discussion of the study indicate that the strategy for promoting higher education public relations in the Society 5.0 era is more in response to competition between higher education institutions and to accelerate access to technology and information in carrying out its promotional strategy. In its implementation, it is carried out with a direct strategy and an indirect strategy. The fact that the number of new students starting from 2016 to 2019 tends to continue to decline, so STKIP PGRI Pasuruan must immediately turn into a university. These changes are a form of adaptation to the demands of environmental changes and government policies. What are the strategies, constraints and solutions for changing STKIP PGRI Pasuruan into university? The purpose of this study si : to explain the best practice of changing from STKIP PGRI to university. This study uses a qualitative approach to see the phenomenon of organizational change at STKIP PGRI Pasuruan. The Change Task Force Team is a key informant. Data collection by in-depth interviews (Depth interview). While the researchers themselves as the main instrument in data collection. Furthermore, the data analysis used is “interactive data analysis”. In the end of study, The results of the research are explained as follows: The preparations and strategies carried out are formulating a vision of change that reads GO TO UNIVERSITY and forming a solid task force team and choosing the right consultant (Coach). Leaders identify and consolidate resources that are and are not available, design the implementation of changes so that they can run well and are conducive. Whereas resistance at the organizational level is the formation of a new culture with new values ​​as implications of the new organizational structure and hierarchy, the individual level of resistance appears insecurity and discomfort as implications of changes in organizational structure and hierarchy. Freedom of Learning - Independent Campus (Merdeka Belajar Kampus Merdeka, MBKM) activity program must be immediately implemented by universities, this activity program provides its own challenges for university managers. Is the Higher Education Manager ready to carry out the MKBM activity program? The method used in this study is the library research method. The results of the study show that the MBKM program provides its own challenges for higher education managers, but apart from the challenges there is hope that it can encourage the implementation of MKBM with the MBKM grant from the Ministry of Education and Culture. This study aims to determine the effectiveness of the Freedom of Learning - Independent Campus (Merdeka Belajar Kampus Merdeka, MBKM) program at Panca Marga University, especially in the Management Study Program and the Industrial Engineering Study Program. The MBKM policy is one of the policies of the Minister of Education and Culture of the Republic of Indonesia that must be supported and implemented according to the guidelines issued by the Directorate of Belmawa, Director General of Higher Education, Ministry of Education and Culture 2020. This program is very interesting and provides its own challenges for Education Providers in its implementation, because it involves many parties in its implementation, both students who are the main goals of the program, managers at the University, Faculty, Study Programs, Partners in the business/industry world, other universities, government and society. Quantitative descriptive method is used to measure the effectiveness of program implementation by collecting online survey data using a questionnaire via google form. The results showed that the MBKM program was considered effective in achieving the goals according to the respondents' views from students, lecturers, organizers, and partners.
