Coordination among stakeholders has been considered as a significant influential factor in providing teachers with quality Professional Development (PD) opportunities. The importance of coordination intensifies when a variety of PD providers work on the capacity building of teachers in the same region such as in some rural areas of Pakistan. The current research explored the nature of coordination among various stakeholders while designing and implementing PD programs for teachers in rural Pakistan. To achieve this aim, qualitative case study approach was used and data were generated through focused group interviews from PD providers, education managers, school leaders, and teachers. The results indicated a limited coordination among the stakeholders leading to a variety of issues such as overlapping programs, conflicting expectations from teachers, and selection of irrelevant teachers for PD. Drawing on the experience of the stakeholders who participated in this research, the paper suggests a model of coordination which the educational reformers, especially the PD providers and education managers, should consider while designing and implementing the capacity building programs for teachers.

Abstract National consciousness within educational institutions could enhance effective management of education for sustainable development. This study examines the existing relationship between cultural integration, sports activities, gender equality and management of secondary education for sustainable development in Nigeria. Stratified random sampling technique was used to select 175 principals from a population of 310 principals and 364 teachers from a population of 6,894 teachers in public senior secondary schools in Kwara State, Nigeria with the use of Research Advisor (2006) table to determine sample size of a known population making a total of 539 participants. Data were collected using the National Consciousness and Management of Education for Sustainable Development Questionnaire (NCMESDQ), and analyzed using descriptive statistics and Pearson Correlation. The results revealed that there were positive and significant relationships between cultural integration, sports activities, gender equality and management of secondary education for sustainable development in Nigeria. The findings imply that education managers should improve cultural integration by finding more common grounds in the cultural practices of the people in respect to dressing, festivals and the likes, furthermore, education managers should pay more emphasis on sport activities as a means of bringing students of various schools together as well as improve on gender equality in order to maintain effective management of secondary education for sustainable development in Nigeria. The article considers the question of the features of the training future education managers, their manage skills, the structure of which provides knowledge and experience in using the electronic educational environment. This problem is important, especially now, in the context of the coronavirus pandemic, when educational institutions work mainly in a distance format. Now every manager of an educational institution must be competent not only in the field of information technology and have appropriate digital competence but also knowledgeable in the implementation of the electronic educational environment of the institution, in particular, to resolve certain management issues. During literature analysis, we found that there are many studies that describe the use of ICT in the process of forming the managerial competence of future education managers. But, there are few studies that describe the features of the work of the manager in the electronic learning environment (ELE) and solve the problem of their training in this context. To obtain objective information about the level of managerial competence in future heads of higher pedagogical education, we organized a survey that found that future education managers do not have a clear idea of ELE and do not understand its potential for management. During the study, we developed levels of managerial competence of future managers, to which we added skills related to the use of ELE. The training of students lasted from 2017 to 2020 according to the methodology that took into account the structure of managerial competence knowledge and skills of using ELE. We conducted an experimental study that determined the effectiveness of the methodology for the formation of managerial competence of future heads of educational institutions in the context of ELE. This study found that such training contributes to the formation of the future manager, develops his managerial skills, allows to solve the problem of developing managerial competence in future education managers using ELE, is an effective means of implementing educational programs at the university.

The current state of economic and social development requires from a professional the ability not only to operate with a certain set of professional knowledge obtained in higher education, but also the formed creative opportunities, the ability to self-realization in further independent activity. Therefore, higher education institutions face an important problem of developing the creative potential of youth, which in turn involves the organization of the educational process taking into account the psychological patterns of development of the entire system of personal qualities in student age. Therefore, the problem of identifying the degree of formation of the creative and innovative potential of future managers and checking the effectiveness of the psychological and pedagogical conditions for their acquisition of professional competencies in this direction in the educational process is urgent. Taking this into account, the main purpose of the study is to find new ways to develop and stimulate the innovative and creative potential of future education managers. For this, the methods of theoretical analysis were used. As a result of the research, the basic principles of development and stimulation of the innovative and creative potential of future education managers were generalized and systematized.

<p style="text-align: justify;">The Coronavirus disease (COVID-19) pandemic has increased anxiety and stress among teacher education managers and has given rise to the question of whether they have the competencies to execute their operational responsibilities productively. The theories of resilience and transformational leadership underpin this study in which teacher education managers’ resilience and their responsiveness to the well-being of staff executing their operational practices in an open distance e-learning context were explored. A qualitative approach was adopted and virtual video conferencing interviews with teacher education managers were used to explore how they mitigated their strategic and operational roles and their managerial functions to ensure the well-being and organisational performance of staff working from home. Results revealed the experiences of distance managers to have been positive in that they implemented organisational strategies to mitigate the challenges faced to ensure wellness and performance among staff working from a distance. Further research applying a mixed-method design should be undertaken to determine how resilient managers and staff working from home are. That may yield different results.</p>

Abstract. The article is devoted to the problem of formation and diagnostics of the levels of innovation and entrepreneurship competence of the futuremanagers of education in the conditions of the knowledge economy. The purpose of the research is theoretical substantiation and experimental verification of the system of formation and diagnostics of innovation and entrepreneurship competence of the future managers of education in a higher education institution in the conditions of the knowledge economy. The authors define the innovation and entrepreneurship competence of education managers as mastering a certain level of developed knowledge, skills, values, attitudes, experience and qualities. The research is a system that includes an assessment technology outlining the assessment matrix containing a description of the levels, criteria and indicators of innovation and entrepreneurship competence of the future education managers. Necessary condition for solving the problem of preparing the education managers for their future professional activity presupposes the formation of motivational-value, cognitive, activity, personality and evaluative-reflective components being the components of their innovation and entrepreneurship competence. The results of practical application of innovation and entrepreneurial competence showed that a large proportion of students try their hand at starting and registering their own business. Raising the level of registered enterprises by students in 2008—2018 by more than 30 times is evidence not only of the introduction of digital technologies in education, but also of the growing availability of information technology and the Internet. The share of students who plan to start their own business after graduation reaches 50%, but a little more than 10% achieve the planned goals. Only 2.5% of students plan to join the family business, this share may increase to 4.5% in the future. The application of the system has provided a positive dynamic of the formation of innovation and entrepreneurship competence in the prospective education managers in all its structural components. The results of the implementation of this system have confirmed its effectiveness and expediency for application in the educational process of higher education institutions. The main purpose of the study is to characterize and analyze the characteristics of the creative and innovative potential of students and future education managers. The preparation of future education managers for professional development and creative activity in educational institutions is an urgent issue of higher education. Along with scientific qualifications in the activities of education managers, the professional component is becoming increasingly important, which needs constant updating, replenishment and improvement of psychological, pedagogical, managerial knowledge, skills and abilities, personal qualities, development of abilities and creative potential. In this regard, it is important to study the activities of the education manager and, on this basis, determine the requirements for the system of his professional training. As a result of the study, the features of the creative and innovative potential of students and future education managers were identified.

The subject of the article is the analysis of the ideas of the pedagogical community and education managers in the Russian region, in comparison with neighboring regions, about the meaning and significance of the phenomenon of "inclusive education", about the prospects for its further development. The object of the research is the policy of inclusive education and the main directions of its improvement both at the regional and interregional levels. The purpose of the article is to determine the leading trends of the expert community's ideas about inclusive education in Russian society based on the results of a representative sociological survey. The tasks proceeding from the goal are based on the study of the ideas of employees of the education system and management about the meaning of inclusive education, about the knowledge of its international and domestic regulatory framework, about its federal and regional aspects.

The article examines the features of the innovative and project activities of future education managers. The authors focus on project technology as one of the forms of innovative methodological technologies for training future education managers, describes the elements of project technology, defines the basic principles of work on a project and the specifics of attracting future education managers to participate in them. The fact is emphasized that future education managers can be active participants in the process of creating a project, develop their own view of information, identify goals, objectives and look for ways to solve them. The purpose of this article is to focus on innovation project activities as one of the forms of innovative methodological learning technologies, to describe the elements of project technology, to highlight the basic principles of work on a project and the peculiarities of attracting future education managers to participate in them.
