ABSTRACT The number of cases or disputes in the field of land, one of which is due to the existence of multiple certificates, in which this problem can be caused by good ethics and good ethics. This is because land has a close relationship with humans, both for housing and for business. Therefore, the law requires the owner of land rights to register their land, so that they have legal guarantees and guarantees of their rights. Double certificates occur in the case of land being abandoned by a certified owner, for a period of more than 20 years so that the land grows with a thicket, which is then controlled by someone else in good faith for more than 20 years, then the person increases his right of ownership. This is justified by law because the person has controlled the land for more than 20 years, in addition, because the land has been neglected for more than 20 years, the right to annul the land is controlled by the State. Banyaknya kasus/sengketa dibidang pertanahan, yang salah satunya adalah karena adanya sertifikat ganda, yang mana masalah ini dapat dikarenakan etikat tidak baik maupun etikat baik. Hal ini dikarenakan bahwa tanah mempunyai hubungan yang erat dengan manusia, baik untuk tempat tinggal maupun untuk berusaha. Oleh karenanya Undang- Undang mewajibkan sipemilik hak atas tanah untuk mendaftarkan tanahnya, agar mempunyai jaminan hukum dan jaminan haknya. Sertifikat ganda terjadi dalam hal tanah ditelantarkan oleh pemiliknya yang sudah bersertifikat, dalam jangka waktu lebih dari 20 tahun sehingga tanah tersebut tumbuh semak belukat, yang kemudian dikuasai oleh orang lain dengan itikat baik selama lebih dari 20 tahun, kemudian orang tersebut meningkatkan haknya menjadi hak milik.Hal ini dibenarkan oleh undang-undang karena org tersebut telah menguasai tanah tersebut selama lebih dari 20 tahun, selain itu karena tanah tersebut ditelntarkan selama lebih Dri 20 tahun, maka haknya hapus tanah dikuasai oleh Negara. PT. Pegadaian (Persero) as a state-owned company engaged in pawning, has given birth to various breakthroughs in order to answer and meet the needs of the community. To answer these needs, PT. Pegadaian gave birth to a new subsidiary called Pegadaian Syariah as an alternative for Muslims who want to free themselves from the practice of usury and interest in conventional pawnshops. The difference between sharia and conventional pawning is in terms of the legal basis where sharia pawning is based on the Qur'an, Hadith, ijma, and the MUI Fatwa, while conventional pawning according to the Civil Code, conventional pawn contracts are only 1 while in rahn 2 contracts, the determination of days on conventional pawns is determined per 15 days, while in rahn (sharia) the period of 10 days is determined for conventional pawns up to 3 months, while on rahn based on existing calculations, in the case of taking the money from the pawn auction, if within one year it is not taken the rest of the money then becomes the property of the pawnshop, while in rahn if the remaining money from the auction proceeds is not taken it will be handed over to the Amil Zakat Agency. Pegadaian (Persero) sebagai perusahaan miliki negara yang bergerak dibidang gadai, telah melahirkan berbagai terobosan dalam rangka menjawab dan memenuhi kebutuhan masyarakat. Untuk menjawab kebutuhan tersebut, PT. Pegadaian (Persero) melahirkan anak perusahan baru yang bernama pegadaian syariah sebagai alternatif bagi umat Islam yang ingin membebaskan diridari praktik riba dan bunga yang ada pada pegadaian konvensional. Perbedaan gadai gadai syariah dan konvensional, yaitu ditinjau dari dasar hukumnya dimana gadai syariah berdasarkan Al-Qur'an, Hadist, ijma, dan Fatwa MUI, sedangkan gadai konvensioal menurut KUHPerdata, akad gadai konvensional hanya 1 sedangkan pada rahn 2 akad, penetapan hari pada gadai konvensional ditentukan per 15 hari sedangkan pada rahn (syariah) ditentukan jangka waktu per 10 hari pada gadai konvensional hingga 3 bulan sedangkan pada rahn berdasarkan perhitungan yang ada, dalam hal pengambilan uang hasil lelang gadai, jika dalam waktu satu tahun tidak diambil sisa uangnya maka menjadi milik pegadaian, sedangkan dalam rahn jika sisa uang dari pegadaian hasil lelang tidak diambil maka akan diserahkan kepada Badan Amil Zakat. The world trade regime began in 1948 which began with the General Agreement on Tariffs and Trade (GATT). After experiencing several developments, a forum was formed namely the World Trade Organization (WTO). By ratifying the agreement on the WTO, Indonesia must adjust the existing regulations to the provisions or decisions made by the trade organization. In 2009, Indonesia was having a dispute about chicken importation with Brazil. This case arises when Indonesia implements policies that inhibit chicken export activities from Brazil to Indonesia. Indonesia claims that Indonesia only ensures that the chicken is healthy and halal for consumption. This dispute was then brought to the WTO Dispute Settlement Body with case number DS 484: Indonesia - Measures Meat Chicken Meat and Chicken Products. Rezim perdagangan dunia sudah dimulai sejak tahun 1948 yang diawali dengan adanya General Agreement on Tariffs and Trade (GATT). Setelah mengalami beberapa perkembangan, dibentuklah sebuah wadah yaitu World Trade Organization (WTO) yang merupakan organisasi perdagangan dunia. Dengan meratifikasi agreement tentang WTO, Indoensia harus menyesuaikan peraturan dan regulasi yang ada dengan ketentuan atau hasil keputusan organisasi perdagangan tersebut. Pada 2009, Indonesia terkena sengketa impor ayam dengan Brazil. Kasus ini timbul ketika Indonesia diduga memberlakukan kebijakan yang menghambat kegiatan ekspor ayam dari Brazil ke Indonesia. Sengketa ini kemudian dibawa ke Badan Penyelesaian Sengketa WTO dengan nomor kasus DS 484: Indonesia - Measures Meat Chiken Meat and Chiken Products. This research aims to determine the implementation of archiving birth certificates at the Department Population and Civil Registration of Sukoharjo Regency, and obstacles and solutions for the Department of Population and Civil Registration of Sukoharjo Regency in the implementation of archiving birth certificates. This research is a descriptive juridical empirical legal research were carried out by interview, observation, and document study, with qualitative data analysis techniques. The approach uses a qualitative approach with primary and secondary data source. The author concludes that Department of Population and Civil Registration of Sukoharjo Regency in carrying out birth certificate archiving has not run optimally. Due to a change in the system from using digital archives to conventional archives. Each of digital and conventional archiving has obstacles and solutions to overcome. Penelitian ini bertujuan untuk mengetahui pelaksanaan pengarsipan akta kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukoharjo serta hambatan dan solusi bagi Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukoharjo dalam pelaksanaan pengarsipan akta kelahiran. Penelitian ini merupakan penelitian hukum yuridis empiris bersifat deskriptif dengan mengumpulkan data melalui wawancara, observasi dan studi dokumen. Pendekatan menggunakan pendekatan kualitatif dengan sumber data primer dan sekunder, Penulis menyimpulkan bahwa Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukoharjo dalam melaksanakan pengarsipan akta kelahiran belum optimal. Adanya perubahan sistem dari arsip digital menjadi konvensional. Dalam pengarsipan secara digital maupun konvensional masing-masing memiliki hambatan dan solusi untuk mengatasinya. This study aims to determine and analyze the existence of international agreements in the era of globalization. This research is a descriptive normative juridical law research. The approach used is a qualitative approach. In international relations, many countries experience problems in carrying out their relationships. This makes the role of international treaties very important, in order to regulate various matters that become agreements between countries in carrying out relations with other countries. For this reason, the role of international agreements in the era of globalization is an important topic to discuss. It aims to measure how far the country's compliance in carrying out international agreements. The implementation of international treaties well by the countries involved is the goal of the establishment of the international agreement.

This study aims to determine and analyze public services for persons with disabilities in making Electronic Identity Cards and barriers to public services in making e-KTPs for persons with disabilities in the Department of Population and Civil Registration, Sukoharjo Regency. This research is descriptive empirical juridical legal research. The approach used by researchers is qualitative. The types of data used are primary data and secondary data. Persons with disabilities experience physical, intellectual, mental, or sensory limitations for a long time interacting with their surroundings based on equal rights. The Convention on the Rights of Persons with Disabilities guarantees accessibility of opportunities to participate in community life and public services fully. The implementation of public services at the Department of Population and Civil Registration of Sukoharjo Regency has not fully implemented the principles of public services; this is following the 2020 community satisfaction index, which shows poor quality. Making e-KTPs for disabilities in the psychosocial category provided with facilities in the form of a biometric essay policy, but this policy has not been regulating statutory regulations and standard operating procedures. The results showed that the disability facilities and infrastructure were inadequate due to limited budget. There is no data on the compulsory age for e-KTP (17 years) and data on ownership of e-KTP for disabilities, and the program for the pick-up service for making e-KTP for people with disabilities has not been maximizing. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi pelayanan publik bagi penyandang disabilitas dalam pembuatan Kartu Tanda Penduduk Elektronik dan hambatan pelayanan publik dalam pembuatan KTP-el bagi penyandang disabilitas di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukoharjo. Penelitian ini merupakan penelitian hukum yuridis empiris yang bersifat deskriptif. Pendekatan yang digunakan oleh peneliti adalah pendekatan kualitatif. Jenis data yang digunakan merupakan data primer dan data sekunder. Penyandang disabilitas merupakan setiap orang yang mengalami keterbatasan fisik, intelektual, mental atau sensorik cukup lama dalam interaksi lingkungan sekitar berdasarkan kesamaan hak. Convention on the Rights of Persons with Disabilities memberikaan jaminan aksesbilitas kesempatan untuk berpartisipasi penuh dalam kehidupan masyarakat dan pelayanan publik. Pelaksanaan pelayanan publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukoharjo belum sepenuhnya menerapkan prinsip-prinsip pelayanan publik, hal ini sesuai dengan indeks kepuasan masyarakat tahun 2020 yang menunjukkan kualitas kurang baik. Pembuatan KTP-el bagi disabilitas kategori sikososial diberikan kemudahan berupa kebijakan esepsi biometrik, akan tetapi kebijakan tersebut belum diatur dalam peraturan perundang-undangan dan standard operasional prosedur. Hasil penelitian menunjukkan bahwa sarana dan prasarana disabilitas yang belum memadai karena terbatasnya anggaran. Belum adanya data usia wajib KTP-el (17 tahun) dan data kepemilikan KTP- el untuk disabilitas serta belum maksimalnya program pelayanan jemput bola pembuatan KTP-el bagi penduduk disabilitas.
