This study aims to determine and analyze public services for persons with disabilities in making Electronic Identity Cards and barriers to public services in making e-KTPs for persons with disabilities in the Department of Population and Civil Registration, Sukoharjo Regency. This research is descriptive empirical juridical legal research. The approach used by researchers is qualitative. The types of data used are primary data and secondary data. Persons with disabilities experience physical, intellectual, mental, or sensory limitations for a long time interacting with their surroundings based on equal rights. The Convention on the Rights of Persons with Disabilities guarantees accessibility of opportunities to participate in community life and public services fully. The implementation of public services at the Department of Population and Civil Registration of Sukoharjo Regency has not fully implemented the principles of public services; this is following the 2020 community satisfaction index, which shows poor quality. Making e-KTPs for disabilities in the psychosocial category provided with facilities in the form of a biometric essay policy, but this policy has not been regulating statutory regulations and standard operating procedures. The results showed that the disability facilities and infrastructure were inadequate due to limited budget. There is no data on the compulsory age for e-KTP (17 years) and data on ownership of e-KTP for disabilities, and the program for the pick-up service for making e-KTP for people with disabilities has not been maximizing. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi pelayanan publik bagi penyandang disabilitas dalam pembuatan Kartu Tanda Penduduk Elektronik dan hambatan pelayanan publik dalam pembuatan KTP-el bagi penyandang disabilitas di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukoharjo. Penelitian ini merupakan penelitian hukum yuridis empiris yang bersifat deskriptif. Pendekatan yang digunakan oleh peneliti adalah pendekatan kualitatif. Jenis data yang digunakan merupakan data primer dan data sekunder. Penyandang disabilitas merupakan setiap orang yang mengalami keterbatasan fisik, intelektual, mental atau sensorik cukup lama dalam interaksi lingkungan sekitar berdasarkan kesamaan hak. Convention on the Rights of Persons with Disabilities memberikaan jaminan aksesbilitas kesempatan untuk berpartisipasi penuh dalam kehidupan masyarakat dan pelayanan publik. Pelaksanaan pelayanan publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukoharjo belum sepenuhnya menerapkan prinsip-prinsip pelayanan publik, hal ini sesuai dengan indeks kepuasan masyarakat tahun 2020 yang menunjukkan kualitas kurang baik. Pembuatan KTP-el bagi disabilitas kategori sikososial diberikan kemudahan berupa kebijakan esepsi biometrik, akan tetapi kebijakan tersebut belum diatur dalam peraturan perundang-undangan dan standard operasional prosedur. Hasil penelitian menunjukkan bahwa sarana dan prasarana disabilitas yang belum memadai karena terbatasnya anggaran. Belum adanya data usia wajib KTP-el (17 tahun) dan data kepemilikan KTP- el untuk disabilitas serta belum maksimalnya program pelayanan jemput bola pembuatan KTP-el bagi penduduk disabilitas. Kata Kunci: Pelayanan Publik, Penyandang Disabilitas, Kartu Tanda Penduduk Elektronik (KTP-el).

This study examines the Quality of Electronic Identity Card Services at the Department of Population and Civil Registration of Palu City. The types of data used are primary data and secondary data. Data collection techniques, carried out through observation, interviews, and documentation. Informant withdrawal technique using purposive. The number of informants in this study amounted to 5 people. The theory used is the theory of Zethmal, Parasuraman and Berry, which consists of 5 (five) aspects : tangibles, reliability, responsiveness, assurance and empathy. Based on the results of research conducted, that the quality of Electronic Identity Card Services at the Population and Civil Registration Office of Palu City is not optimal. First; tangibles, namely inadequate facilities and infrastructure such as the lack of space for waiting rooms and limited available seats, as well as public toilets that look unclean. But in terms of the appearance of the apparatus is quite good. Second; reliability, namely the ability of the apparatus to use assistive devices is good, it's just that the services provided do not fully refer to the service flow. Third; responsiveness, namely the response of the apparatus who received the applicant's complaint was very good, but the speed of processing electronic identity cards was not maximized. Fourth; assurance, which is the guarantee given by the apparatus to the applicants that is not on time. However, the permit fee charged is in accordance with applicable regulations. Fifth; empathy, namely the service provided is not discriminatory and the apparatus always provides courteous and friendly service. Thus, from the five aspects of service quality above, there are still several things that need to be addressed, so that the quality of service provided can be maximized.

This research aims to determine the management procedures, incoming and outgoing mail in the Department ofPopulation and Civil Registration Tanah Datar. This research was a descriptive research with qualitative methods.The types of data used in this study were a primary data and secondary data. Data collection techniques used:observation, interviews, and documentation. Technique authenticity of data used triangulation techniques.Determination of informants of this research used purposive sampling technique. The results of this research weremanagement procedures, incoming and outgoing mail was not optimal for the management of the mail was not inaccordance with the guidelines used by the Department of Population and Civil Registration Tanah Datar. Obstaclesencountered in the management letter that was often receive supplementary letter, the rediscovery of the archiverequires a long time, and archival storage room was not yet available. From these results Office of Population andCivil Registration Tanah Datar, it is advisable to carry out management activities in accordance with the letter of theguidelines have been used, as well as an effective complementary equipment in the rediscovery of the archives, andheld a special space for archive storage.Keywords: Procedures, Inbox, and Outgoing Mail

Public service is a very crucial and interesting issue to discuss because it always exists in a state where the state and the administration stands. The implementation of public service is still far from the ideal expectation of the public. The identification of the unexpected services is visible in terms of the waiting and public services which often face uncertainly. It is very difficult to estimate when the services can be obtained, and on the other side it sometimes needs some unofficially fee to undergo the process of getting the services. This research aims to find out the quality of public services at the office of population and civil registry in Bengkulu Tengah regency. This research uses a descriptive qualitative approach. The data used in this research is secondary and primary data. In the data collection, the researcher uses triangulation technique and the researcher uses informants by purposive sampling technique.  The data process and analysis were carried out by means of data reduction, presentation, and making conclusion. From the research results and discussion, the poor quality of public services in Bengkulu Tengah was caused by; 1) low level of consistency between the waiting time and the processing time, 2) common mistakes about the accuracy of the services especially regarding errors in the printing of the document, 3) lack of courtesy and hospitality of the employees as well as lack of mutual respect of the clerk, 4) the employees have weak sense of responsibility in providing services, especially regarding discipline employees, 5) the administration wares of making identity cards shows that it is easier to get, but it is different from the wares of making the family cards, in which it shows some more difficult, 6) it is still rather difficult to get the services, the frequent discriminatory attitudes, the lack amount of employees, and moreover the wares such as computer and other facilities are still limited, 7) no variation of service model, 8) the low level of personal services provided by the officers, 9) there is no comfort in obtaining the services, 10) the unavailability of supporting facilities, clean environment and enjoyable circumstance. Then, the environment also has lack of regularity, neatness, tidiness and cleanliness. Based on the conclusion above, the government should develop the human resources in both the quantity and the quality in order to be able to improve the services including the employees’ discipline enforcement, improving apparatus’ mental through the provision of punishment and reward, and structured of the standard of procedure operational, the increase in the means of supporting driven computerized technologies and a more adequate office lies in a strategic area and circumstance.Keywords : quality of public services, civil registry

What is the philosophical meaning contained in Ngompen Ningkeb Ceremony at Banjar Kebon, Pakraman Blahbatuh Village, Blahbatuh District, Gianyar Regency? With the aim of research can implement the science of religion obtained in the life of the community and know in general about the Procession, Functions and Meaning philosophical related Ngaben Ningkeb Ceremony.</em></p><p><em>This research is discussed using several theories, among others, Religious Theory, is used because this research includes the research of Religion, Structural Functionalism Theory, used to dissect the problems related to Ngaben Ningkeb Ceremony, and Symbol Theory, is used to study the meaning of Philosophy. A. The initial procession Ngaben ningkeb ceremony, among others: Nyamuh, Matur Piuning, Mapajati, Ngulapin and Nyiramin. B. Ningkeb peak procession among others: Nedunin Sawa, Towards Setra, Sprinkle various types Tirta, Ngeseng Sawa, and last Ningkeb. C. The process after the implementation of Ngaben Ningkeb, among others: Mapegat and Mecaru. 2). Function Ceremony Ngaben Ningkeb include: A. Sustainability Function, where Ngingken ningkeb ceremony can be practically can be a ceremony that deserves to be preserved because in every process is something sacred and different with Ngaben in general. B. The return function of Sanghyang Panca Mahabhuta, which outlines the elements of Panca Mahabhuta in this great realm and usher Atma (Spirit) into Pitra nature by deciding Atma's love with his world. C. Purgatory function, in this case, purification is intended as a main foundation that should be put forward in the process Ngaben ningkeb ceremony. 3). And the meaning contained in Ngingken ningkeb ceremony is a philosophical meaning, where the conception of sarira is used as the meaning of philosophy Ngaben ningkeb is the conception of Sarira according to Wrhaspati Tattwa. Analysis of Expense Standards (ASB) is a guideline used to analyze the reasonableness of workload or cost of each activity undertaken by the Unit (SKPD) in one fiscal year. The purpose of this research is to develop ASB especially for activity provision of stationery (ATK). The data used in this research is secondary data obtained from the DPA-SKPD Sungai Penuh City government. The primary data of interviews with leaders and some of the staff as well as the relevant officials. Data analysis method used is a simple regression. Simple regression analysis is a method of forecasting which will predict the cost standards for ATK activities. This activity is affected by the triggering factors (cost drivers) is the amount of activity. The results of this study in the form of equations where the standard shopping ASB ATK influenced by the activity of providing fixed expenditure and expenditure variables. Shopping variable for this activity is influenced by the amount of activity. To create a model for the analysis of expenditure standard ATK activity is grouped into nine (9) functions of government services consisting of the economic service./unction, the function of health care, educational services, protective services, public services, tourism services and security, public services and housing facilities, service districts, and village services. Verify the reasonableness of calculations based on the formulation of the model ASB shopping on 9 functions of government services shows that the value of expenditure contained in each DPA SKPD can be approved based on the criteria of fairness shopping. However, there are obstacles in the processing of data in the form of data on some SKPDs DPA form the basis of ASB which included incomplete and the allocation of its budget is too high thus affecting the results of the formulation ASB. It is hoped that this study provides an overview to the team of local government budgets to increase performance budgeting in the future.

      It is estimated that the judicial system will not be able to meet the increasingly complex needs of society. This estimate is based on facts in the field. Dispute resolution through courts is considered too convoluted, takes a long time, and is inefficient for businesses that emphasize efficiency and effectiveness. Besides, the court's decision does not satisfy the parties. The principle of simple, fast, low-cost justice is still only a slogan.      Answering this problem, a study is conducted using the empirical normative legal research method with a study approach based on statutory regulations, conceptual approaches, and case approaches. Types and sources of data used in this study are primary data and secondary data with data collection techniques through document study and interviews, where the data obtained will be analyzed qualitatively deductively. Based on the results of research and discussion, it was found that mediation as a solution to the settlement of cases, both in court and outside the court, is cooperative

This study aims to determine how the Department of Industry and Trade of Palangkaraya City in implementing Regional Regulation No. 23 of 2014 to the Palangkaraya Alcoholic Beverage Seller. The method used is qualitative. The researcher wants to describe the Implementation of Regional Regulation No. 23 of 2014 from the Department of Industry and Trade of Palangka Raya City to the Seller of Alcoholic Beverages. The author uses 4 (four) indicators of policy implementation namely Information, Policy Content, Community Support and Potential Distribution. The data source consists of primary data, namely the results of interviews with Dinas Perindustrian dan Perdagangan, Alcoholic Beverage Sellers and the people of Palangka Raya City, while secondary data sources are in the form of official Regional Regulation Number 23 of 2014. the results of research on the Implementation of Regional Regulation No. 23 of 2014 are still not optimal due to the difficulty of some Alcoholic Beverage Sellers to be present on time to attend socialization activities and the difficulty of Alcoholic Beverage Sellers in requesting identity cards to teenage buyers. For this reason, the researcher recommends 1) giving a warning to the Alcoholic Beverage Sellers who are late in participating in the Socialization activities and 2) reaffirming the provision of information regarding the Regulations on the prohibition of selling alcoholic drinks to students or under 17 years of age.

Soil is an important aspect in construction planning. Where on the land is the establishment of a building. Therefore, it is very important to pay attention to the stability factor of the land. One method used to control the stability of the soil so that it does not experience landslides is by building a retaining wall. The construction of a retaining wall aims to maintain infrastructure and infrastructure plans to remain safe against rolling, shearing and carrying capacity of the land along the wall lines of the land for a long time (structurally strong) is a demand that must be carried out to protect the infrastructure from its failure. This research was carried out in several stages, starting from the preparation stage, collecting primary data, namely survey methods, measurements, documentation, laboratory experiments (soil types) and secondary data namely work drawings, location maps, list of unit prices needed in the analysis. Data analysis and steps in this study are: determining location, collecting data, through primary data and secondary data in supporting literature such as collecting and processing data, determining the type of soil, determining the type of retaining wall, determining the dimensions of the retaining wall, calculate the stability of rolling, shear and bearing capacity of the soil, calculate the budget plan against the dimensions of a stable retaining wall, draw details of the planned retaining wall planned. From the results of analysis of calculations and discussion of the Width of the Cantilever Type Ground Retaining Wall on street Brigjend Abdul Manan Wijaya, Pujon Subdistrict, Malang Regency can be concluded as follows: height (h) = 7.00 m, width of width (b) = 2 , 5 m, the width of the retaining wall = 0.4 m, foundation depth = 1 m, total height = 8.00 m and the total cost design for the construction of cantilever type retaining wall = Rp. 226,000,000.00.  ABSTRAKTanah merupakan aspek yang sangat penting dalam perencanaan konstruksi, dimana pada tanah tersebut berdirinya suatu bangunan. Oleh sebab itu, harus diperhatikan faktor daya dukung tanah tersebut. Salah satu metode yang digunakan agar stabilitas tanah tidak terganggu adalah dengan membangun perkuatan dinding penahan tanah. Perencanaan  dinding penahan tanah, mempunyai tujuan guna menjaga bangunan tersebut aman terhadap guling, geser dan daya dukung tanah sepanjang garis dinding penahahan tanah tersebut. Penelitian ini dilakukan dalam beberapa tahapan, mulai dari tahap persiapan, pengumpulan data primer (survei, pengukuran, dokumentasi, analisis tanah di laboratorium) dan data sekunder (gambar kerja, peta lokasi, daftar harga satuan) yang di perlukan dalam analisis. Analisa data serta langkah – langkah dalam penelitian ini adalah : menentukan lokasi, pengumpulan data. Data primer dan data sekunder diperlukan guna mendukung penelitian ini seperti mengumpulkan dan mengolah data, menentukan jenis tanah, menentukan jenis dinding penahan tanah, menentukan dimensi dinding penahan tanah, menghitung stabilitas tanah, menghitung rencana anggaran biaya terhadap dimensi dinding penahan tanah yang stabil, gambar detail dinding penahan tanah yang direncanakan. Dari hasil analisa dan pembahasan mengenai lebar alas dinding penahan tanah tipe kantilever di Jalan Brigjend Abdul Manan Wijaya, Kecamatan Pujon, Kabupaten Malang dapat disimpulkan bahwa: tinggi (h) = 7,00 m, lebar pandasi (b) = 2,5 m, lebar atas dinding penahan = 0,4 m, kedalaman pondasi = 1 m, tinggi total = 8,00 m dan total dana yang dibutuhkan untuk perencanaan dinding penahan tanah tipe kantilever = Rp. 226.000.000,00. Kata Kunci : studi efisiensi; dinding penahan; tipe kantilever

All local governments have the same responsibility and obligation in positioning themselves as institution that are friendly to persons with disabilities, including Central Lampung Regency in Lampung Province. There are two important questions from the research which is the basis of this study; (1). What are the efforts made by the Central Lampung Regency government towards groups with disabilities? (2). What are the problems that occur in the management of disability groups in Central Lampung Regency?. The type of this research is descriptive with a qualitative approach. The data used by researchers in this study are sourced from primary and secondary data. In this study, primary data obtained through interview techniques was carried out by giving several questions related to the problem issues in research to the informants who had been determined. Informants in this study was collected with a purposive sampling technique. The key informants in this study were 9 heads of local government organizations, 10 representatives of community organizations, and 5 members of the regional parliament. All of them play a role in data collection activities which include focus group discussions, in-depth interviews, observation, and documentation. Meanwhile, data analysis was carried out using interactive data analysis techniques. In the last three years, the number of people with disabilities in Central Lampung has increased. However, the increase in the number of people with disabilities in Central Lampung is due to the expansion of the meaning and scope of disabilities in Indonesia regulation. It is known that several actions at the level of local government organizations in facilitating groups with disabilities can be designed in a more focused manner in the design of programs and policies covering the government, population and civil registration, social, health, education, employment, and transportation, and public infrastructure sectors.

This research aims to know the attitude of consumers, the level of satisfaction, and what product attributes that are considered consumers before buying the broiler carcass in traditional market of Samarinda City. The data retrieval research conducted during November 2016. The basic method of research is using descriptive method, and it’s implementation with the technique level. The location of the study was chosen intentionally in Samarinda City by taking 3 traditional markets as a sample. The determination of the number of samples is done proportionally and the technique of determining the sampling method by chance (Accidental sampling) with the number of samples of 50 respondents. The type of data used is primary data and secondary data with data collection techniques by observation, interview, and recording. The analysis used is Fishbein Multi Attribute attitude analysis and to analyze satisfaction using Customers Satisfaction Index. The result of the research based on analysis of Fishbein Multiatribut known to consumer attribute value toward color attribute 16.80, weight (16.48), aroma (15.76), skin hygiene (14.57) and price (13.11). Based on Costumer Satification Index the level of customer satisfaction on broiler carcass is 77.11%. Result of research based on analysis of Fishbein Multi Attribute known consumer attitude toward carcass is “positive” which means consumers are well-receptive to broiler carcass in traditional markets with most attributes considered in the purchase decision of chicken carcasses in traditional markets of Samarinda City is the color of broiler carcasses. The order of attributes from the most considered to the least considered is color, carcass weight, aroma, skin hygiene and broiler carcass price. Based on Customer Satisfaction Index of consumer satisfaction level against broiler carcass is 77.11% who are satisfied category.
