AbstractLocal administrations play a key role in delivering adaptation to climate change. To do so, they need to address collective action. Based on transaction costs economics, this paper explores the role of so-called integrative and segregative institutions in the way local administrations adapt – whether their different functional branches respond to climate change collectively rather than independently. Through a comparative analysis of 19 climate-sensitive local administrations in Germany, the paper shows that variation in the way local administrations structure their internal coordination determines the way they approach climate adaptation. Under integrative institutions, local administrations adjust prior coordination structures to accommodate adaptation. Under segregative institutions, administrations move towards integrative institutions in order to adapt, provided they already ‘feel’ climate change.

The systematization of European experience in the formation of food safety through research and analysis of European regulations and strategies. The key principles of the European Green Deal on food safety were analyzed, namely the implementation of the principle of sustainability of food systems and policies for adaptation to climate change. The levels of food safety of Ukraine and Poland were compared according to the main components: food availability, access to food, food safety conditions. According to the results of a sociological study, the level of food safety of Ukraine in terms of the introduction of the land market was assessed. A portrait of a landowner was formed, and the presence of a land plot affects the state of food supply. Based on the analysis of the main provisions of the European Green Deal and food safety policy (on the example of Poland), the areas of increasing the level of food safety in Ukraine were identified: completion of land reform and lifting the moratorium on the sale of agricultural land; ensuring the production of value-added products; adaptation to climate change, development, and implementation of a national program for rural development.

Agriculture remains critical to Africa’s socioeconomic development, employing 65% of the work force and contributing 32% of GDP (Gross Domestic Product). Low productivity, which characterises food production in many Africa countries, remains a major concern. Compounded by the effects of climate change and lack of technical expertise, recent reports suggest that the impacts of climate change on agriculture and food systems in African countries may have further-reaching consequences than previously anticipated. Thus, it has become imperative that African scientists and farmers adopt new technologies which facilitate their research and provide smart agricultural solutions to mitigating current and future climate change-related challenges. Advanced technologies have been developed across the globe to facilitate adaptation to climate change in the agriculture sector. Clustered regularly interspaced short palindromic repeats (CRISPR)-CRISPR-associated protein 9 (Cas9), synthetic biology, and genomic selection, among others, constitute examples of some of these technologies. In this work, emerging advanced technologies with the potential to effectively mitigate climate change in Africa are reviewed. The authors show how these technologies can be utilised to enhance knowledge discovery for increased production in a climate change-impacted environment. We conclude that the application of these technologies could empower African scientists to explore agricultural strategies more resilient to the effects of climate change. Additionally, we conclude that support for African scientists from the international community in various forms is necessary to help Africans avoid the full undesirable effects of climate change.

AbstractLocal communities around the world are directly exposed to impacts of climate change. It is also clear that many local governments are politically and economically constrained in their capacity to implement needed adaptations. These constraints can restrict adaptation options to incremental, or even maladaptive, practices. At the same time, necessary transformational actions may remain out of reach for local actors. Building on five years of collaborative research with the city of Flagler Beach (FL, USA), we draw on political process theories to describe how incremental adaptation activities that are possible within current constraints can serve to build local capacity for instigating reforms at higher scales of social organization. We use the concept of a collective action strategy to conceptualize how context-specific barriers to adaptation can be overcome. From our analysis, an idealized multi-step process for designing collective action strategies is presented. The study advances scholarship on limits to adaptation beyond the diagnosis of barriers to action by taking steps towards developing context-specific strategies for overcoming these barriers.

Climate change is projected to have a profound effect on natural ecosystems, biodiversity, and societies both in the Baltic region and globally, particularly so through agriculture and food systems. The Baltic region has a vast potential for the development of bioeconomy due to the existing opportunities for biomass production and advances in microbiology leading to process- and product innovations in biomass production and utilization. The development of sustainable bioeconomy in the Baltic region, however, requires a flexible and timely adaptation to climate change. Based on an overview of the relevant state-of-the-art literature, the article explores the implications of the development of bioeconomy for the adaptation to and the mitigation of climate change in the Baltic region. The paper elaborates on actions that may facilitate the sustainability of bioeconomy in the region. It concludes that scientific collaboration across borders in the Baltic region can accelerate innovations to successfully adapt bioeconomy to climate change. Sustainable development of bioeconomy can provide considerable opportunities for mitigating consequences of climate change.
