Abstract An assessment of the degree of the development of the digital economy in Poland in comparison to chosen European countries is the main purpose of the paper. The methodology of the conducted research is based on the analysis of secondary sources and applying statistical methods. In order to make the comparison in methodically correct manner, synthetic measures of the development of the e-economy were used in the form of two indexes: NRI (Networked Readiness Index) and DESI (Digital Economy and Society Index). On the basis of available statistical data, four European countries were confronted with Poland. Results of the analysis indicate a relatively unfavorable situation of Poland.

The relevance of research: The relevance of the problem under study is evidenced, first, by an active scientific discourse among lawyers on the impact of migration flows on modern law, and, second, by the necessity to elaborate the integral concept of legal culture in the information society. The research objective is to analyze the legal effects of migration on legal culture of European countries and to distinguish new features of legal culture that have appeared in the digital era. Research methods: The main approaches to investigation into the problem were the analysis, modeling and comparative linguistics, as well as the content analysis of the key scientific theories on legislation. To study the topic, the authors applied comparative and structural-logical approaches that allow considering the law in terms of the influence of virtual environment, where the set of new component parts is observed. Results of the research: the paper traces the process of formation of new characteristics of component parts of legal culture in the society in the age of digital economy. The authors conclude that despite a number of contradictions observed in the process of law development in European countries, new features have appeared in law and legal culture of modern Europe in the context of digital economy. According to the authors, these features are the following: the increased influence of religious views on emotional-and-figurative and logical-and-statutory aspects of legal awareness; development of antagonistic relations between native Europeans and people belonging to different religious denominations; strong discontent of those natives who want to preserve their identity, which surely affects their legal behavior. The number of administrative offences and crimes has significantly increased. All these factors negatively affect the state of legal culture of the society. The paper analyzes the key problems related to implementation of the principle of the religious right provided to refugees, and some common violations of religious and legal regulations. Practical importance: The proceedings provided in this paper may be relevant when fulfilling scientific and educational tasks on legal theory and constitutional law.

The COVID-19 pandemic has become a challenge for the global community, it has affected many areas of our lives and exposed a number of drawbacks to the modern economy and tax system. In the context of the pandemic, many states needed to attract additional financial resources, and they saw this additional source of funding in the taxation of digital giants, some of these companies in 2020 increased their revenues. Therefore, this study is extremely acute in the current conditions. The practical significance of the study is the identification of the advantages and disadvantages of the introduction of a digital tax and waiting for a unified approach to digital taxation from the OECD for Russia. In addition, the experience of European countries that have already introduced a digital tax will be thoroughly studied in the article.

The article reveals the European experience of ensuring national security in the digital economy. Two key areas have been identified: strengthening the technological power of European countries with the aim of an integrated system that unites digital infrastructure on earth and in space; creation of special organizations to combat cyber violations.

The purpose of this study is to evaluate, based on official statistical data, Romania's situation on SME marketing adaptation to the digital economy compared to 25 other European countries. The chapter will consist of three parts: Part 1, “Digital Economy”; Part 2, “Marketing of SMEs in the Context of the Digital Age”; Part 3, “The Analysis of the Degree of Digitisation of SMEs and the Creation of Favourable Conditions for this Process in the EU: Application - Hellwig's Classic Taxonomic Method.” The situation created by the COVID-19 pandemic will also be included. The author presents the main aspects of SME marketing and the new characteristics and trends of their marketing in the 'digital age'. This paper aims at the following objectives: 1) to show how the economy is influenced by new technologies and 2) to highlight Romania's position among other European countries in the application of electronic marketing techniques among SMEs.

AbstractThe paper analyzes the Digital Economy and Society Index (DESI), which characterizes the development of digital economy. Based on the data of 28 European countries for 2013–2018, using the panel regression, we studied the influence of the consumption index growth by the purchasing power parity and unemployment among the active population on the structural units of DESI. It is shown that a 1% increase in the consumption index results in about 0.2 increase in the DESI, and an increase in unemployment by 1% leads to about 0.2 DESI decline. It is also shown that the 98% value of DESI is actually determined by its previous trends, and therefore it is impossible to increase this index rapidly. Some reflections and conclusions are made on the perspective of the developing states, i.e., Ukraine, that is not yet assessed in DESI ranking.
