Global-Integration and Local-Responsiveness (IR) framework with four pairs of external environment and appropriate international strategy types has contributed significantly to international business management. Nevertheless, the framework is still incomplete and lacks dynamic features. To deal with such limitations and enhance the theory, this paper, therefore, brings dynamic features regarding both environment and strategy into the IR grid. Under a dynamic capability angle with three steps of sensing, seizing and transforming [30], the dynamic global integration and local responsiveness framework – a new concept building for international business – would be explicated.

In Chile and Ecuador, multiple hazards and dynamic processes in vulnerability pose a high risk. Spatial planning and emergency management can contribute to disaster risk management but they follow different goals. However, global goals, such as from UN-ISDR (United Nations International Strategy for Disaster Risk Reduction) and UN SDGs (Sustainable Development Goals) can potentially support cities and regions in defining concerted action. This paper aims at measuring the performance of Chile and Ecuador in regard to the aforementioned policy goals. Although both countries show considerable progresses in the implementation of the UN strategies, it is doubtful that the existing global monitoring approach is appropriately designed for measuring the real situation on the ground. Our paper is based on a desktop research combined with stakeholder workshops and expert interviews. Overall, both countries made considerable progress in regard to disaster preparedness and monitoring. However, multi-risks are rarely considered and there is still increasing vulnerability due to the expansion of informal settlements. The risk management is characterized by an imbalanced distribution of financial resources and institutional capacities between the metropolitan regions and smaller municipalities, and by low public participation and hardly community-based approaches. The paper underlines the importance for more qualitative, in-depth studies on the root causes of disaster risk which could complement the global monitoring which is very much focused on quantitative data and shows inconsistency between input and output indicators.

Abstract Background The UK’s transition from the European Union creates both an urgent need and key opportunity for the UK and its global collaborators to consider new approaches to the regulation of emerging technologies, underpinned by regulatory science. This survey aimed to identify the most accurate definition of regulatory science, to define strategic areas of the regulation of healthcare innovation which can be informed through regulatory science and to explore the training and infrastructure needed to advance UK and international regulatory science. Methods A survey was distributed to UK healthcare professionals, academics, patients, health technology assessment agencies, ethicists and trade associations, as well as international regulators, pharmaceutical companies and small or medium enterprises which have expertise in regulatory science and in developing or applying regulation in healthcare. Subsequently, a descriptive quantitative analyses of survey results and directed thematic analysis of free-text comments were applied. Results Priority areas for UK regulatory science identified by 145 participants included the following: flexibility: the capability of regulations to adapt to novel products and target patient outcomes; co-development: collaboration across sectors, e.g. patients, manufacturers, regulators, and educators working together to develop appropriate training for novel product deployment; responsiveness: the preparation of frameworks which enable timely innovation required by emerging events; speed: the rate at which new products can reach the market; reimbursement: developing effective tools to track and evaluate outcomes for “pay for performance” products; and education and professional development. Conclusions The UK has a time-critical opportunity to establish its national and international strategy for regulatory science leadership by harnessing broader academic input, developing strategic cross-sector collaborations, incorporating patients’ experiences and perspectives, and investing in a skilled workforce.

The global Human Genome Project (HGP) promises dramatic advances in biomedical science and in identifying and treating diseases and illnesses that exact an enormous toll on people throughout the world. The HGP portends a conceptual revolution in health care: many foresee a new “predictive medicine” based on the development of genetic screening, testing and gene therapy.Although advances in genetic science create the potential for dramatic progress against disease in rich and poor states, they also pose profound national and global policy concerns, including the potential impact of the scientific developments on human rights and public health. The development of more precise genetic information raises the specter of genetic discrimination by public and private sectors in all nations with access to the new technologies. In addition, nations will grapple increasingly with the appropriate balance between screening for and treatment of genetic diseases in order to promote public health and protect individual rights to privacy and confidentiality. Genetic screening and services also raise human rights questions relating to equitable resource allocation and the protection of public health.

AbstractNEOShield is a European-Union funded project coordinated by the German Aero-space Center, DLR, to address near-Earth object (NEO) impact hazard mitigation issues. The NEOShield consortium consists of 13 research institutes, universities, and industrial partners from 6 countries and includes leading US and Russian space organizations. The project is funded for a period of 3.5 years from January 2012 with a total of 5.8 million euros. The primary aim of the project is to investigate in detail promising mitigation techniques, such as the kinetic impactor, blast deflection, and the gravity tractor, and devise feasible demonstration missions. Options for an international strategy for implementation when an actual impact threat arises will also be investigated.The NEOShield work plan consists of scientific investigations into the nature of the impact hazard and the physical properties of NEOs, and technical and engineering studies of practical means of deflecting NEOs. There exist many ideas for asteroid deflection techniques, many of which would require considerable scientific and technological development. The emphasis of NEOShield is on techniques that are feasible with current technology, requiring a minimum of research and development work. NEOShield aims to provide detailed designs of feasible mitigation demonstration missions, targeting NEOs of the kind most likely to trigger the first space-based mitigation action.Most of the asteroid deflection techniques proposed to date require physical contact with the threatening object, an example being the kinetic impactor. NEOShield includes research into the mitigation-relevant physical properties of NEOs on the basis of remotely-sensed astronomical data and the results of rendezvous missions, the observational techniques required to efficiently gather mitigation-relevant data on the dynamical state and physical properties of a threatening NEO, and laboratory investigations using gas guns to fire projectiles into asteroid regolith analog materials. The gas-gun investigations enable state-of-the-art numerical models to be verified at small scales. Computer simulations at realistic NEO scales are used to investigate how NEOs with a range of properties would respond to a pulse of energy applied in a deflection attempt. The technical work includes the development of crucial technologies, such as the autonomous guidance of a kinetic impactor to a precise point on the surface of the target, and the detailed design of realistic missions for the purpose of demonstrating the applicability and feasibility of one or more of the techniques investigated. Theoretical work on the blast deflection method of mitigation is designed to probe the circumstances in which this last line of defense may be the only viable option and the issues relating to its deployment. A global response campaign roadmap will be developed based on realistic scenarios presented, for example, by the discovery of an object such as 99942 Apophis or 2011 AG5 on a threatening orbit. The work will include considerations of the timeline of orbit knowledge and impact probability development, reconnaissance observations and fly-by or rendezvous missions, the political decision to mount a mitigation attempt, and the design, development, and launch of the mitigation mission. Collaboration with colleagues outside the NEOShield Consortium involved in complementary activities (e.g. under the auspices of the UN, NASA, or ESA) is being sought in order to establish a broad international strategy.We present a brief overview of the history and planned scope of the project, and progress made to date.The NEOShield project (http://www.neoshield.net) has received funding from the European Union Seventh Framework Program (FP7/2007-2013) under Grant Agreement no. 282703.

Purpose The study draws on the resource-based view and the contingency view of strategy. The purpose of this paper is to contribute to international strategy literature by extending the current understanding of foreign subsidiary’s competitive strategy in terms of cost leadership and product differentiation. Design/methodology/approach Hypotheses concern associations between corporate support building on product and skills relatedness and subsidiary strategies. Also, it is hypothesized that strategies are due to the type of local competitive intensity. The hypotheses were tested on wholly owned subsidiaries of Swedish industrial firms in Germany, the UK and the USA. Findings Product and skills relatedness between the subsidiary and the corporate core unit are positively associated with the subsidiary’s emphasis on cost leadership. Also, a positive association was found between skills relatedness and product differentiation, and extensive competitive intensity strengthens the relationship. Research limitations/implications The study specifies what business relatedness is needed for a subsidiary’s competitive strategy; skills relatedness is more important than product relatedness; the type of local competitive intensity is important; corporate support and local strategy operate simultaneously. Practical implications Management is advised to implement a foreign subsidiary’s competitive strategy by recognizing the mechanisms identified in this study. Originality/value In a unique way, the study captures the role of corporate support of a foreign subsidiary’s competitive strategy relying on business relatedness and the importance of aligning the strategy with competitive intensity.
