AbstractThe main goal of the research presented in this paper is to point to the benefits of a balanced regional development, as well as the mechanism of its implementation, based on the analysis of the current situation relating to the regional development of the Republic of Serbia, which is characterised by the greatest regional disparities in Europe, that even show the tendency of further deepening. The importance of a consistent and comprehensive development strategy of the country that would include reindustrialisation and full employment policy as a means of initiating dynamic economic growth and achieving sustainable development of the national economy and its regions is emphasised. This position is justified, primarily, due to the fact that, despite its crucial importance, regional development has never been understood as an integral part of the overall socio-economic development, therefore, this issue, owning to a lack of institutional and systemic approach is constantly being marginalised. In the analysis of the key aspects of a balanced regional development in Serbia, based on the study of different theoretical views and practical experiences regarding this important social and economic development issue, the method of the analytical description was primarily used.

In 2019, a textbook “Macroeconomics” was published in London, on the pages of which the authors presented a new monetary doctrine — Modern Monetary Theory, MMT, — an unorthodox concept based on the postulates of Post-Keynesianism, New Institutionalism, and the theory of Marxism. The attitude to this scientific concept in the scientific community is ambiguous. A smaller part of scientists actively support this doctrine, which is directly related to state monetary and fiscal stimulation of full employment, public debt servicing and economic growth. Others, the majority of economists, on the contrary, strongly criticize MMT, arguing that the new theory hides simple left-wing populism, designed for a temporary and short-term effect. This article considers the origins and the main provisions of MMT, its discussions with the mainstream, criticism of the basic tenets of MMT, and also assesses possible prospects for the development of MMT in the medium term.

How to provide for full employment and equitable distribution of incomes and wealth are the keenest issues of the U.S. society. The Democratic and the Republican Parties have elaborated opposing views on economic policy, though both parties are certain that the problems may be resolved through the reform of the federal tax and budget systems. Globalization demands to increase incentives for labor and enterprise activity and for savings to secure proper investment rate. Tax rates for labor and enterprise incomes are to be low, but tax rates for consumption, real estate and land should be progressive.

Transactional Approach

The article develops a transactional approach to studying science. Two concepts play a particularly important role: the institutional environment of science and scientific transaction. As an example, the North-American and Russian institutional environments of science are compared. It is shown that structures of scientific transactions (between peers, between the scholar and the academic administrator, between the professor and the student), transaction costs and the scope of academic freedom differ in these two cases. Transaction costs are non-zero in both cases, however. At the same time, it is hypothesized that a greater scope of academic freedom in the North American case may be a factor contributing to a higher scientific productivity.

The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. In this article the significance of wellbeing research in the regional level in Lithuania has been analyzed, the advantages and disadvantages of the objective and subjective wellbeing research have been evaluated. The results of the analysis of wellbeing research reveal that the wellbeing research in the regional level is poorly amplified, the wellbeing research in the social sciences is not marked, the wellbeing is investigated in other fields not in social sciences or according to the aims of the researher and more often causes and outcomes of social economical inequality for regional development are emphasized. Scientific studies show that wellbeing research can have big influence for shaping the future of regions because it concerns local people, their choices and overall wellbeing of a particular region. Findings from foreign countries good practice disclose that wellbeing is currently widely used as a key factor and trend for the development policy evaluation. Accordingly in this article big attention is drawn to wellbeing research possible effect for policymakers. It can be concluded that wellbeing research should become an important discussion object in the regional development context because it reveals the situation about people overall wellbeing and particular life domains. The main aim of this article is to analyse the importance of wellbeing research to regional level in Lithuania. The research problem of this article is the fact that the poor experience of wellbeing research in Lithuania insufficiently reveals the wellbeing expression and use in the regional level. In the research common research methods like analysis and synthesis of the scientific literature, analysis of documents and comparative analysis have been employed.
