Innovation holds an important role in the economic development process. The competitive potential of national and regional economies is based on the ability to manage the changing technological process. Economic competition does no longer exclusively depend on the factor costs, which vary geographicaly, because technology can now eliminate the territory disadvantages. Productivity is the crucial element in the competitive capacity of any economy. Productivity, as can easily be proved, is deeply dependent on technological development; this is only possible if there is constant innovation. This paper starts with a brief discussion on the theoretical issues regarding innovation in relation to regional economies. In the second section the Portuguese R&D system is analised in terms of finance and human resources. Particular attention is paid to the entrepreneurial R&D effort, namely in manufacturing activity. Finally, some limitations of the innovation policy in the EU are pointed out, together with its consequences for the least favoured regions.

After being an economic backwater, the southeastern Austrian border region enjoys economic boom today. The decisive factor for the turnaround was a regional development process that had its first steps in 1995. The region was suffering from low education, had the national lowest income rate, no industrial development, no infrastructure, little self-esteem and a lack of job opportunity. The initiators of the project were thinking of a different way of measuring progress and started imagining a future built on different standards. Due to profound research activities, the initiators came to the conclusion that mega projects won’t entail sustainable solutions or future-competence. Hence, they turned their focus to their habitat – their region. To in-valuate the living space, a new identity that was representative, gained recognition and reinforced the peoples self-confidence. In 2001 the new identity ‘Steirisches Vulkanland’ was born. The vision throughout the entire development process was to transform the border region with little chances into an innovative, worth living region ‘Steirisches Vulkanland’ within a period of 15 years. In 2010 their vision seems to be achieved, 79 municipalities together promote successfully local, green, self-sustaining businesses. Yet, the development process is still going on, heading for new, courageous, challenging visions like achieving energy independence by the year 2025.

This paper aims at analysing activities, and some of the causes of deindustrialization of Kosovo’s economy, and the stage of initial establishment of the private sector in Kosovo. The purpose of the paper is to present the current situation and development orientations, namely to review some of the obstacles from the perspective of entrepreneurs, with a view of eliminating such obstacles and fostering development. The paper shall provide a comparison of exports and imports, with a special focus on obstacles to Kosovo’s SMEs. This paper shall prove an overview on the situation of SME development and its sectors, and it is an effort to mirror the main obstacles preventing competitiveness and development of the sector. The analysis in this paper represent an effort to inform stakeholders with the sector, and help interested parties to take necessary action in improving the situation in the sector, and to assist sectors in benefitting from business opportunities, by creating a business development conducive environment, so that the changes occurring in the sector feed economic development, foster employment and help in attracting foreign investmentsThe main goal of the paper is to provide a basis for informing various actors involved in industrial development policy making in Kosovo.On the other hand, it is also an effort to contribute in consolidating information and statistical records, with a view of providing an accurate overview on Kosovo’s industry.

The paper examines the place of financial markets in the development process in Nigeria. The paper used descriptive approach and discovered that financial markets play fundamental role in the development process. However, the overall performance of the Nigeria’s financial market despite some expansion in recent times has been below its potential. In particular, as propellers of economic development, the markets have not been able to meet their goals such as accelerating industrial development, promoting the rate of investment, generating employment opportunities, providing services that help accelerate poverty reduction, promoting human capital development, and accelerating agricultural productivity. Some of the challenges confronting the Nigeria’s financial markets include; dearth of instruments and lack of market breadth and depth, the oligopolistic structure of the markets, dependence on government, slow growth of the secondary market and information gap and asymmetry. It was therefore recommended that the financial markets should be reformed and effectively harnessed as tools of economic development, and policy makers should create the enabling environment for financial markets to thrive to propel Nigeria to the path of development with a view to achieving Vision 20:2020.

This article explores the changing of community development process that conducted by a private sector in Dusun Kalongan. As a consequence, empowerment cannot be realized, when the society still considered as a unit program in empowerment process. For instance, this study uses qualitative method for demonstrating its transformation of community development procedure that was applied. Data was collected through interviews that its validity was examined by triangulation technique. Findings feature the society that able to recognize the local potentials and it also generates consciousness to develop the processing of banana product in which gives benefit for economy sector. This product necessarily becomes a new business potential for residents. In fact, these commodities were not developed very well both the capacity of society to manage processing bananas that are restricted and the ways of creating new product to increase commodity for new business. This happens because people are not able to map the potential and marketing segmentation of their product. This means that people are given full strength to know their potential but are not able to market the product that have been made. It has been counterproductive to the term powerfulness in the community. Therefore, this research recommends the evaluation of programs taking into account the cognitive and effective aspects of the training and community organizing process.Paper ini mengeksplorasi proses perubahan pemberdayaan masyarakat yang dilakukan oleh sektor swasta di Dusun Kalongan. Sebagai konsekuensinya, pemberdayaan tidak dapat berjalan jika masyarakat masih dianggap sebagai sasaran program (obyek). Untuk itu, studi ini menggunakan metode kualitatif untuk membuktikan adanya perubahan proses pemberdayaan yang telah dilakukan tersebut. Data dikumpulkan melalui proses wawancara dengan pengujian validitasnya menggunakan teknik trianggulasi. Hasil studi ini menunjukkan bahwa masyarakat mampu mengenali potensi lokal dan dapat menciptakan kesadaran untuk mengembangkan olahan produk pisang sehingga memiliki daya jual. Produk ini dapat menjadi potensi bisnis masyarakat lokal. Namun faktanya, komoditas tersebut tidak dapat berkembang dengan baik karena kemampuan masyarakat masih terbatas pada cara mengolah pisang sebagai bahan utama pembuatan komoditas bisnis baru. Hal ini terjadi karena masyarakat tidak mampu memetakan potensi dan segmentasi pemasaran dari hasil produknya. Ini artinya, masyarakat diberikan kekuatan penuh untuk mengenal potensinya namun tidak mampu memasarkan produk yang telah dibuat. Ini telah mengalami kontraproduktif dengan istilah powerfulness di dalam komunitas. Untuk itu, riset ini merekomendasikan evaluasi program dengan mempertimbangkan aspek kognitif dan afektif dari proses pelatihan dan pengorganisasian masyarakat.

This article aims to review the resolution of environmental disputes outside the court based on Law Number 32 of 2009 concerning Environmental Protection and Management (UUPPLH). The problem is focused on efforts to protect and restore environmental damage. The method used in this research is normative or doctrinal legal research. Data is collected through a literature approach and analyzed qualitatively. The rapid development of the industry, requires natural resources in the form of raw materials and energy sources that are very large as well. The consequence of the industrial development process is the increase in waste produced by the industry. This is very possible for friction between the surrounding communities, which in turn can lead to conflict or dispute. This study concludes that resolving environmental disputes outside the court is considered more beneficial because if it takes a case in court it takes a long time. By shortening the process the impact of environmental damage can be more quickly addressed so that the ecosystem can soon recover and social, economic and cultural life can proceed as it should.
