Electron microscopy (EM), with the advent of computer control and image analysis techniques, is rapidly evolving from an interpretative science into a quantitative technique. Electron microscopy is potentially of value in two general aspects of environmental health: exposure and diagnosis.In diagnosis, electron microscopy is essentially an extension of optical microscopy. The goal is to characterize cellular changes induced by external agents. The external agent could be any foreign material, chemicals, or even stress. The use of electron microscopy as a diagnostic tool is well- developed, but computer-controlled electron microscopy (CCEM) has had only limited impact, mainly because it is fairly new and many institutions lack the resources to acquire the capability. In addition, major contributions to diagnosis will come from CCEM only when image analysis (IA) and processing algorithms are developed which allow the morphological and textural changes recognized by experienced medical practioners to be quantified. The application of IA techniques to compare cellular structure is still in a primitive state.


During his lifetime, Nikolai Rimsky-Korsakov (1844–1908) was a composer whose work had great influence not only in his native Russia but also internationally. While he remains well-known in Russia—where many of his fifteen operas and various orchestral pieces are still in the standard repertoire—very little of his work is performed in the West today beyond Scheherezade and arrangements of The Flight of the Bumblebee. In Western writings, he appears mainly in the context of the Mighty Handful, a group of five Russian composers to which he belonged at the outset of his career. This book finally gives the composer center stage and due attention. In this book, Rimsky-Korsakov's major operas, The Snow Maiden, Mozart and Salieri, and The Golden Cockerel, receive multifaceted exploration and are carefully contextualized within the wider Russian culture of the era. The discussion of these operas is accompanied and enriched by the composer's letters to Nadezhda Zabela-Vrubel, the distinguished soprano for whom he wrote several leading roles. Other chapters look at more general aspects of Rimsky-Korsakov's work and examine his far-reaching legacy as a professor of composition and orchestration, including his impact on his most famous pupil Igor Stravinsky.

Subject. The article updates the scientific view of the environmental protection greening and the special land use regime as a special city planning means of passive sanitary protection of people from the adverse aerial and technological impact and the recovery of the environment we live in. Objectives. I identify the specifics of designing and efficient operation of environmental protection greening as an inseparable part of the urban ecosystem. The article justifies the technique for strategic positioning of respective infrastructure projects in order to ensure the protective effect. Methods. The study relies upon general methods of analysis, systematization of existing viewpoints and published findings, graphic and logic analysis, matrix-based tools to choose an administrative strategy. Results. I analyzed the air-holding capacity of economic activity in regions and the outcome of air quality monitoring as a risk factor for public health. The article pinpoints operational difficulties in the environmental protection greening facilities and strategic approaches to addressing the issues in order to improve the environmental security of industrial zones. I determine new aspects of public relations and groups of criteria to assess the effectiveness of green infrastructure projects. The article provides the rationale for fiscal incentives for investors and public-private partnership of stakeholders. Conclusions and Relevance. Considering national projects, such as Ecology, Demography, Convenient Urban Environment, I emphasize the relevance of recovering and rehabilitating obsolete environmental protection greening facilities situated in industrial zones of industrially developed cities. Green projects should indeed comply with a set of progressive results of fundamental studies carried in various scientific areas. There should be fiscal incentives in terms of taxes and depreciation on special assets as the basis for the private-municipal partnership in green assets management in order to enhance the environmental security of industrial zones.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.
