Bài báo xác định lưu lượng dòng chảy theo thời đoạn dựa vào mô hình HEC-HMS, số liệu mưa từ ảnh vệ tinh CHIRPS của NASA và Hệ thống thông tin địa lý (GIS) trong mô phỏng dòng chảy lũ tháng 12 năm 2016 tại lưu vực sông Lại Giang, lưu vực lớn thứ hai của tỉnh Bình Định (sau lưu vực sông Kôn) và có vai trò quan trọng về phát triển kinh tế-xã hội ở phía Bắc của tỉnh. Kết quả mô phỏng dòng chảy lũ rất đáng tin cậy, lưu lượng dòng chảy lũ đạt đỉnh 2542,6 m3/s tương ứng với với tần suất lũ 5%. Chỉ số kiểm định mô hình NSE với giá trị là 0,93; hệ số R2 đạt 0,78 sai số PBIAS khoảng 24% và sai số đỉnh lũ PEC = 52,01.  ABSTRACT The paper aimed to introduce the application of the HEC-HMS hydrological model combination with the CHIRPS (Climate Hazards Group Infrared Precipitation with Station) and GIS to restore flood flow data in the Lai Giang river basin in 2016. The Lai Giang river basin is the second largest basin of Binh Dinh province (after the Kon river basin), it plays an important role in socio-economic development in the North of Binh Dinh province. The simulation results of flood peaks reached 2542,6 m3.s-1 (P=5%). Model test indices such as NSE = 0.93, the correlation coefficient reached 0,78; the percentage of PBIAS error was about 24%, and peak error (PEC) was 52,01.

An understanding the linkage between human development and poverty in general and economic development in particular is very imperative in emerging economies in the globe. The objective of this paper is to study the regional variation and causality between human development and poverty in the north-east India. The major finding of this paper is that there exists significant regional variation between human development and poverty in the north eastern states of India. While human development is substantially high in Mizoram and Manipur, it is low in other states. On the contrary, poverty is very low in Mizoram and Manipur, while it is considerably high in other states. The estimated results confirmed that human development (and its individual indicators) has a significant role to alleviate poverty in the north east India.

With the emergence of globalization, economic integration among nations has become a necessity. Cross border trade is the most important medium of the current wave of globalization. In this process, knowingly or unknowingly the North East economy has emerged in to a new dimension of cross border trade (informal trade) with neighboring nations and that increases Social Welfare of the poor masses of the region. But the formal arrangements, like ‘Look East Policy’ stumbles the social welfare of the region. Border trade is the first and foremost important component of globalization and informal trade is multiple times more than the formal trade in this region. By this process, sustainable development is generated and it is visible now in this region. With the help of primary and secondary data, this paper tries to analyze the impact of globalization or cross border trade in the North East India (NEI). How far this globalization through cross border trade increases social welfare or generates sustainable economic development of the region is the core issue of this paper. For this purpose, the author has selected Nagaland as an area of study. Of late, the Government has initiated several pro-active measures to strengthen its economic growth further. In this direction, India’s Look East Policy is worth mentioning. Under this policy, India seeks economic cooperation with ASEAN and other neighbouring countries through the gateway of the North-Eastern Region. Despite initiatives of economic development, still the process is not heading towards the right direction. There are some institutional lacunae in this process. This paper is the modest attempt to highlight these lacunae and tries to recommend some feasible suggestions to overcome in this direction.

Цель исследования – определить особенности социально-экономического развития северо-восточной части Оренбургской губернии в первой половине XIX века. В статье рассматривается ресурсы и сдерживающие факторы развития товарно-денежных отношения населения, а также становление торговли и участники торгового процесса в Оренбургской губернии. Научная новизна исследования заключается в том, что рассматриваемая в статье проблема частично освящена в исторической среде. На основе изученных фактов автор приходит к выводу, что произошел кризис используемого способа производства, крепостническая система начала в полном объеме преобразовываться – от аграрного к капиталистическому строю, развитию товарно-денежных отношений в свою очередь способствовало становление Центрального промышленного региона, где концентрировались помыслы и промышленные точки страны.

The presented study addresses the problems of accessibility of high-quality services provided by the housing and utilities system for the population from the perspective of achieving the strategic goals of creating a comfortable and safe environment, including those formulated as national objectives by the President of the Russian Federation.Aim. The study aims to determine trends in the funding of the housing and utilities system from the consolidated budget of Russian regions in comparison with the dynamics of paid services in the field of housing and utilities, and to identify approaches to solving the problems of accessibility of highquality services and reducing regional disparities in the provision of these services.Tasks. Through the example of the North-West macro-region, the authors examine the goals, objectives, and priorities in the housing and utilities sector reflected in regional socio-economic development strategies; identify the expenditure pattern of the consolidated budget of the North-West macro-region; determine the dynamics of expenses on housing and utilities from the consolidated budget of the constituent entities of the Russian Federation located within the North-West macro-region and paid services in this field; determine the amount and dynamics of unit expenses on housing and utilities from the regional consolidated budget and compare it with household expenditure; draw a conclusion regarding the directions for improving the accessibility of high-quality services provided by the housing and utilities system for the population.Methods. Based on the statistical analysis of the 2012–2018 dynamics of the structure and absolute amount of expenditure from the consolidated budgets of the constituent entities of the Russian Federation located within the North-West macro-region and the dynamics of household expenditure on the paid services of the housing and utilities system, this study identifies the major trends and inter-regional imbalances in the funding of the housing and utilities system as a factor of realization of national priorities in ensuring a comfortable and safe environment.Results. The study shows that a number of problems persist in the regional housing and utilities systems despite the efforts made by the government, regional and municipal authorities. The constituent entities of the Russian Federation integrate guidelines for the development of this system in their socio-economic development strategies and prioritize increasing the accessibility and quality of housing and utilities services, which is reflected in regional socio-economic development strategies. One of the reasons for the persisting problems in regional housing and utilities systems and low accessibility of services for the population is the lack of a unified approach to the budgetary funding of this system. Different regions, particularly in the Russian North-West, exhibit multidirectional trends in the funding of the housing and utilities system and its support from the consolidated budget of the region. This generates and amplifies the differences between regions in the amount of budgetary funding of this system, creating unequal conditions for the population of the respective regions in terms of access to high-quality housing and utilities services. Thus, it becomes obvious that a more grounded regional budget policy is required — one that would make allowance for the existing imbalances in the funding of such services.Conclusions. To solve the identified problems, it is advisable to develop a more grounded regional budget policy that would make allowance for the existing imbalances in the funding of housing and utilities services. Mechanisms for overcoming the existing inequality of access to housing and utilities services for the population should be established not only during the development and adjustment of regional socio-economic development strategies, but also during the formation of strategy at the level of a federal district.
