Drivers of Migration in the Trans-Mediterranean Region: The Likely Role of Climate Change and Resource Security in the Geopolitical Context

<p>The Mediterranean region is a semi-arid climate zone, subject to droughts, where water resources are scarce and observational data and climate models suggest a tendency towards greater aridification. Moreover, the Mediterranean region is an area of social and political instability and, in the Middle East, open warfare, which might be further stressed by climate change. The North Atlantic Oscillation (NAO) is the dominant mode of winter climate variability in the North Atlantic sector, playing the leading role in driving Mediterranean hydroclimate variability from seasonal to multidecadal timescales, whereas the influence of sea surface temperatures (SSTs) remains unclear. Nevertheless, the mechanism underlying the NAO is still under debate, and the possibility for coupled ocean-atmosphere decadal interactions, for which several mechanisms have been proposed, would support the role of SST. Based on observations and reanalysis, we conduct a statistical-observational analysis to explore the decadal drivers of Mediterranean hydroclimate variability for the winter half-year (October-to-March) wet season. Our results put forward the uneven intraseasonal influence of the decadal NAO, being the leading driver during the winter peak season (December-to-March), while decadal Atlantic-Mediterranean SST variability exhibit a consistent link for the first months of the wet season (October-to-January). These results emphasize the need to further explore the ocean-atmosphere feedback mechanisms and their possible modulations under climate change. Understanding these mechanisms is essential to improve predictability of hydroclimate in the Mediterranean region, leading to adaptation strategies that mitigate the effect of climate change on the vulnerable population.</p>

Abstract. Extreme precipitation events in the Mediterranean region during the cool season are strongly affected by the export of moist air from tropical and subtropical areas into the extratropics. The aim of this paper is to present a discussion of the major research efforts on this subject and to formulate a summary of our understanding of this phenomenon, along with its recent past trends from a climate change perspective. The issues addressed are: a discussion of several case studies; the origin of the air moisture and the important role of atmospheric rivers for fueling the events; the mechanism responsible for the intensity of precipitation during the events, and the possible role of global warming in recent past trends in extreme weather events over the Mediterranean region.

Abstract. This paper presents a review of a large number of research studies performed during the last few decades that focused on the investigation of cold season extreme precipitation events (EPEs) in the Mediterranean region (MR). The publications demonstrate the important role of anomalously intense transports of moist air from the tropical and subtropical Atlantic in the occurrence of EPEs in the MR. EPEs in the MR are directly or indirectly connected to narrow bands with a high concentration of moisture in the lower troposphere, i.e., atmospheric rivers, along which a large amount of moisture is transported from the tropics to midlatitudes. Whereas in a significant fraction of the EPEs in the western MR moisture is transported to the MR from the tropical Atlantic, EPEs in the central, and especially the eastern, MR are more often associated with intense tropical moisture transports over North Africa and the Red Sea. The moist air for the EPEs in the latter part of the MR also mainly originates from the tropical Atlantic and Indian oceans, and in many cases it serves as a temporary moisture reservoir for future development. The paper is supplemented by the results of a test for a possible connection between declining Arctic sea ice and the climatology of intense precipitation in the eastern MR. Based on the results of the evaluation supporting those from the earlier climate change analyses and modeling studies, it is concluded that a further anthropogenic global warming may lead a greater risk of higher rainfall totals and therefore larger winter floods in western and central parts of the MR as a consequence of stronger and more numerous Atlantic atmospheric rivers, possibly accompanied by a decline in the number of EPEs in the eastern part of the MR.

Climate change is a politically-polarised issue, with conservatives less likely than liberals to perceive it as human-caused and consequential. Furthermore, they are less likely to support mitigation and adaptation policies needed to reduce its impacts. This study aimed to examine whether John Oliver’s “A Mathematically Representative Climate Change Debate” clip on his program Last Week Tonight polarised or depolarised a politically-diverse audience on climate policy support and behavioural intentions. One hundred and fifty-nine participants, recruited via Amazon MTurk (94 female, 64 male, one gender unspecified, Mage = 51.07, SDage = 16.35), were presented with either John Oliver’s climate change consensus clip, or a humorous video unrelated to climate change. Although the climate change consensus clip did not reduce polarisation (or increase it) relative to a control on mitigation policy support, it resulted in hyperpolarisation on support for adaptation policies and increased climate action intentions among liberals but not conservatives.

This chapter introduces the role of development as a self-interested policy pursued by industrialized states in an increasingly connected world. As such, it is differentiated from traditional geopolitical accounts of interactions between industrialized and developing states as well as from assertions that the increased focus on development stems from altruistic motivations. The concept of targeted development—pursuing development abroad when and where it serves the interests of the policymaking states—is introduced and defined. The issue areas covered in the book—foreign aid, trade agreements between industrialized and developing countries, and finance for climate change adaptation and mitigation—are introduced. The preference for bilateral, rather than multilateral, action is discussed.
