This article analyzes the growing impoverishment and marginalization of the Roma in Bulgarian society and the evolution of Bulgaria’s post-1989 policies towards the Roma. It examines the results of the policies so far and the reasons behind the “poor performance” of the policies implemented. It is believed that Post-communist Bulgaria has successfully re-integrated the ethnic Turkish minority given both the assimilation campaign carried out against it in the 1980s and the tragic events that took place in ex-Yugoslavia in the 1990s. This Bulgaria’s successful “ethnic model”, however, has failed to include the Roma. The “Roma issue” has emerged as one of the most serious and intractable ones facing Bulgaria since 1990. A growing part of its population has been living in circumstances of poverty and marginalization that seem only to deteriorate as years go by. State policies that have been introduced since 1999 have failed at large to produce tangible results and to reverse the socio-economic marginalization of the Roma: discrimination, poverty, and social exclusion continue to be the norm. NGOs point out to the fact that many of the measures that have been announced have not been properly implemented, and that legislation existing to tackle discrimination, hate crime, and hate speech is not implemented. Bulgaria’s political parties are averse in dealing with the Roma issue. Policies addressing the socio-economic problems of the Roma, including hate speech and crime, do not enjoy popular support and are seen as politically damaging.

The paper discusses examples of corporal mutilation that accompanied intra-dynastic conflicts or clashes with real or potential pretenders to the imperial throne. Castration was a known but rarely applied measure in the political conflicts of the 7th and 8th century. Hence the two consecutive cases of castration of all sons of the deposed emperor Michael I Rhangabe (813) and the assassinated emperor Leo V the Armenian (820) deviated from the previous Byzantine practice. The paper establishes that in these cases the choice of castration as the most effective means of ensuring the future political disqualification of the princes and their families was a result of the strengthening dynastic principle, which was particularly noticeable in the cases of the descendents of Constantine V from his third marriage. It also highlights that castration was never used on the deposed emperor autokrator, but only on the bearers of imperial dignities (co-emperors) or simply princes with no imperial title. In examples where castration was used to ensure political disqualification, it was not a sanction for an individual wrongdoing (in other words, castration was not a penalty prescribed for a specific transgression); if these cases were a matter of punishment at all, the penalty was meant to sanction the entire bloodline (?????) rather than the (innocent) individual. Castration was a milder form of punishment compared to other forms of physical mutilation (severing of the nose, tongue or ears; blinding). Due to the ambivalent attitude of the Byzantine society towards eunuchs, castration did not necessarily lead to social marginalization. Hence, it was applied more frequently during the reign of the Macedonian dynasty, but prominent castrates were incorporated into the official hierarchy as members of an order of eunuchs (?????? ??~? ????????).

Academic and mainstream discourses have discussed Latino youth machismo in overwhelmingly negative terms, defining it as misogynistic, reckless, and violent. Even the sociological studies that have conceptualized machismo as a byproduct of social marginalization posit it as inherently destructive. Some emerging American literature has sought to consider the positive aspects of Latino masculinity through explorations of familism and caballerismo, but these have been set in opposition to, as opposed to a part of, machismo. This study aims to address post-structuralist calls for a more positive exploration of machismo by considering the ways in which Latino youth in Toronto conceive of their masculinities in relation to familism and social integration. Data emerging from focus group discussions suggest that these youth rely on machismo to assist in their integration into the Canadian labour market, their survival in the streets of their communities, and that there is a gendered basis to their adherence to familism.

Persons with mental and intellectual difficulties are the most stigmatized social groups of all. Consequences of stigma towards these people present themselves in a wide range including social withdrawal; feelings of loneliness; low self-esteem; failure to take care of oneself; avoidance of seeking help; low enrolment in any kind of treatment; financial poverty and total social marginalization. Although most of the attempts to overcome stigmatization towards this population have shown a very pessimistic perspective, it is important to overcome our own helplessness in treating this issue and continue with the efforts to combat stigma. The only way to succeed is through continuous and careful analysis of the factors that contribute to a human tendency to stigmatize that could then be utilized as the ground base in development of mechanisms to battle this issue. This paper summarizes ways that the stigmatization of persons with mental and intellectual difficulties is manifested as well as the negative influences it has on the people who are stigmatized. Factors that contribute to the stigmatization of persons are carefully considered, as well as possible mechanisms that could be utilized as part of efforts to combat stigma.

This chapter analyzes what happens to persons in two cases: the free person of property who commits a felony and undergoes civil death and the enslaved person, who, as bearer of “negative personhood,” has undergone social death. In most instances, though the person declared civilly dead has property to lose, the slave who never had property is property in fact, and can never have any independent relation to property. However, both of these characterizations possess juridical significance in so far as they recognize the individual as “a kind of civil ghost.” Rather than focus on the various and sometimes diffuse consequences of social marginalization, the chapter traces instead a developing logic in modern law. By the eighteenth century, Judeo-Christian antecedents and inchoate traditions of punishment were redrawn and fully articulated as a rationale appropriate to the needs of emerging modernity.
