AbstractThe handling of the Greek crisis was not successful. Despite the sacrifices that the Greek people had to endure, the country’s structural problems both in the public sector and the economy have not been resolutely resolved. This chapter offers an explanation for this failure. The main idea is to connect the externally imposed policy conditionality, with the particular characteristics of Greece’s domestic political economy, seeking to integrate an analysis of impediments and opportunities for structural reform. While the literature on external institutional constraints emphasizes the possibility for achieving convergence, the institutionalist literature points towards divergence among national political economies, as institutional change and policy performance are conditioned by crucial intervening variables, namely, aspects of the domestic institutional infrastructure. In this context, Greece is a paradigmatic case of long-delayed or stalled reforms despite external pressures that promoted them. While most attention has been paid to the weaknesses of the EMU, this analysis’ emphasis is on the role of crucial domestic factors. The analysis takes place in three steps: (a) the outline of Greece’s institutional profile and growth trajectory based on an analysis of formal and informal domestic institutions; (b) the description and analysis of the design, implementation and impact of the adjustment programs; and (c) in view of (a) and (b) an assessment of whether the adjustment programs implemented in Greece took into consideration the characteristics of the country’s political economy, and how and to what degree the failure to do so accounts for their results.

By the 1980s and 1990s, neoliberal policies such as privatizations and deregulations transforming the minimal state model to regulative state model from the Keynesian social welfare state system made some structural and functional changes in the state mechanism, and the public administration has been in the first place due to the changing relationship between the state and the market. In fact, within this context, the new institutional economics (NIE) had a remarkable influence upon the debates upon the altering role of the state. Hence, the transformation of the state in this regard also revealed the argumentations on the governance paradigm along with the doctrinaire contributions of the new institutional economics. Therefore, this chapter will discuss the transformation of the state and the political economy of the governance together with a critical assessment of the new institutional economics in the public administration.

Comparative political economy has been transformed since the end of the 1970s. The explanatory value of class conflict, the power resources of social classes, and the social base of particular national models of political economy have been replaced by an emphasis upon the role of institutions in explaining both how contemporary political economies func- tion and their capacity to manage international economic integration. The fruits of this institutional turn have now emerged into a fully fledged new approach, as evidenced by the volume under review, by Continuity and Change in Contemporary Capitalism (edited by Herbert Kitschelt, Peter Lange, Gary Marks, and John D. Stephens, 1999), and by a forthcoming volume, Varieties of Capitalism, edited by Peter Hall and David Soskice. These three books overlap to a great degree in both theoretical approach and list of contributors.

In this chapter, Graham Murdock analyses the role of public service media in the contemporary times of crisis that have been shaped by connectivity, the climate crisis, and the COVID-19 crisis. Using lots of examples, the political economy of communication approach, and Habermas’s concept of the public sphere, the chapter points out that Public Service Media is not something of the past, but is needed for guaranteeing a vivid and democratic public sphere in the digital age. The chapter points out the potentials of public service media for creating and maintaining digital public spaces that advance information, education, entertainment, and participation. This chapter is a written and amended version of a talk by Graham Murdock that he gave on 15 February 2021 at a webinar that was part of the AHRC project “Innovation in Public Service Media Policy” (https://innopsm.net/) and its research focus on “Envisioning Public Service Media Utopias”. Vasif Adigozalov was one of the artists who attracted attention during the brilliant development of the Azerbaijani composition school in the 70 s of the XX century. Born in Karabakh, a fascinating sorner of Azerbaijan, in the family of the famous and talented singer Zulfu Adigozalov’s works reflected the priceless pages of the national music culture. The story-based opera “The Dead”, which entered the history of literature as a comedy, is also regarded as the first comedy opera in our music history. However, every Azerbaijani who knows the work realizes what a great tragedy is actually happening here. V.Adigozalov began writing this work after graduating from the conservatory. The play was performed at the Azerbaijan State Opera and Ballet Theater named after M.F.Akhundof, in 1963. In V.Adigozalov’s opera, the choir acts as one of the main characters in the dramatic development of the work. Each choral stage server as a driving force within, as well as conditioning the course of events. The choir also represents the image of the public and character that expresses the main idea of the work. In this respect, particular attention should be paid to women’s choir. Because women who are victims of this ignorance. Therefore, the screams, deep tragedies and dramas of the women’s choir are reflected. Another concrete example of the women’s theme is seen in the scenes with Nazli and her mother. In particular, choral scenes, which express Nazli’s belief in the return of his dead sister, eventually lost all hope, and the moaning of traumatized young girls, are the dramatic culmination of the tragedy in opera. When we look at the musical language of the choirs, national intonation and rhythmic features draw attention. The intonations of folk music, characteristic of the composer’s musical language, are clearly felt in all stages of the opera and in the choir. Considering the unique melodies of V.Adigozalov’s vocal music in the vocal and choral performance is important. This direction is also reflevted in other music and stage work, including the composer’s vocal music.

Abstract The plenary will continue the debate on The future of Public Health in Europe introduced in the previous plenary, tackling the role of the EU and its institutions in ensuring that health is addressed in all EU policies. The EU is firmly committed to implementing the 2030 Agenda and the Sustainable Development Goals through its range of institutional mechanisms. Incoming Commission President von der Leyen has pledged to refocus the European Semester ‘to make sure we stay on track with our SDGs’. These developments, together with the broad recognition of the central role of health in the SDGs and the momentum given by the new EU policy cycle presents a unique window of opportunity to critically reappraise the role of health in the EC, which, at least, on paper makes for an ideal Health in All Policies institution. The first keynote by Director General Anne Bucher, DG SANTE, will draw on the ‘hot of the press’ results of the November 2019 State of Health in the EU exercise, including the EU Country Health Profiles and the Commission Staff Companion Report. She will highlight the main health and health system challenges faced by EU Member States—ranging from the burden posed by preventable mortality to the vaccination crisis and the resilience of the health workforce. Prof. Scott Greer’s keynote will contend that to tackle these challenges we need to go beyond Public Health Article 168 and its subsidiarity corset. He will speak to the need to proactively employ the much stronger (health) policy tools within the large body of EU law underlying the internal market and to draw on the EU’s newfound role in fiscal governance such as through the European semester. Prof. Greer will draw on the innovative results of the new edition of the seminal study ‘Everything you always wanted to know about European Union health policies but were afraid to ask’ which will be distributed to participants. The following panel will debate on the practical implementation and political economy questions arising from the plenary’s postulates. Prof. John Middleton, ASPHER’s president, will address the implications for the Public Health profession such as training in public health leadership, overhauling public health competencies or indeed the understanding of the public health profession itself. The second panellist will address the political economy implications of bringing health across EU policies and how to bypass the complexities of working across policy sectors in the EU institutions. In this interview, Karim Eid-Sabbagh and Ulrich Ufer discuss how the case of the public infrastructure crisis in Lebanon highlights the importance of including analytical dimensions of critical political economy and global financial dynamics in technology assessment alongside a technology-society-governance perspective – in particular when focusing on the Global South. The Lebanese crisis has built up through long-term structural problems that include the legacies of colonialism, the country’s peripheral position in global capital relations, elite nepotism, sectarian strife, and the state’s dependency on international donor funding to build and maintain public infrastructure. These have coincided with short-term disintegration and disaster events over the past two years: mass migration, countrywide anti-government protests in fall 2019, the outbreak of the Covid-19 pandemic in early 2020, the destruction of large parts of the country’s capital by the devastating explosion in the port of Beirut in August 2020, and the spiraling devaluation of the Lebanese currency.

Abstract:A variety of plants were distributed across Jamaica from the island's botanical gardens during the second half of the nineteenth century. This work became increasingly important over the period dating from 1846 to the end of the century when succeeding superintendents (subsequently directors) eagerly promoted the scheme. Yet, each head differed in their reasons to send out this ‘useful’ flora. In this article I consider the three men in charge of the public gardens from 1846 to 1886 and the context in which they decided that local plant distribution was important to pursue. Diversification of economic crops occurred, despite the plantocracy arguing that sugar and a few other plantation plants were the be all and end all of the Jamaican agricultural economy. By contextualising this activity we can tentatively start to unpick the role of minor officials in colonial life and the development of an aim to enrol the island's petty agriculturalist in particular economies calibrated around ideas of free trade, class and ‘race’.

This article examines debates about national identity in the media landscape of post-referendum and post-independence South Sudan. Having never existed as a sovereign state and with its citizens being a minority group in Sudan, collective action among South Sudanese has historically been shaped in response to external pressures: in particular, the aggressive nation-building pursued by successive Khartoum governments that sought to Arabize and Islamize the South. Today, in the absence of a clear-cut enemy, it is a major challenge for South Sudan to devise a common identity that unites the putative nation beyond competing loyalties to ethnicity, tribe and family. Analysing opinion pieces from South Sudanese online media and placing them in the context of contemporary African nationalism, this article gives an initial overview of the issues that dominate the public debate on national identity: fear of tribalism and regionalism, commemoration of the liberation struggle, language politics, and the role of Christianity.

AbstractRecent concern with the institutional underpinning of the international financial architecture has intersected with broader debates concerning the possibility of achieving an adequate deliberative context for decisions involving transnational economic governance. Scholars working within traditions associated with international political economy, deliberative democracy, cosmopolitanism and critical theory have informed this broader debate. This article uses this debate to ask whether the structure of financial governance at the global level exhibits the necessary conditions to support deliberative democracy. In particular, it considers the extent to which publicness and a public sphere have become part of the broader structure of financial governance. Although in some ways financial governance is a hard case for this debate, an argument can be made that a public sphere has emerged as an important element of the international financial architecture. At the same time, the analysis of the role of the public sphere in financial governance reveals important lessons which public sphere theorists and deliberative democracy advocates need to consider in order to extend their analysis into the realm of global political economy.
