Much of the recent debate on the labor market issues of developing countries has revolved around the interaction of the labor market with stabilization and structural adjustment policies, introduced mostly in conjunction with the IMF and the World Bank. In particular, there is a growing body of literature on the interaction between structural adjustment policies and employment performance in these countries.According to the dominant view in this literature, the favorable employment effects of these policies stem basically from the shift of industrial trade strategy from state-led import substitution towards market-based export orientation.

This article presents the first part of the work on how instruments and methods of the growth promotion should change as a country approaches the level of advanced economies in terms of welfare and the quality of institutions. We describe the evolution of economic policies in Western countries and also in countries that became known as "economic miracles" during their catch up development. Our analysis allows to trace the major directions of such evolution: from import substitution to export orientation, from regulation of import tariffs to non-selective policy of the real exchange rate undervaluation, from import of technology to domestically based research and development, from creation of large companies to support of small and medium-size firms.

AbstractThe paper discusses the main characteristics of Turkey's experience of neoliberal industrialization since 1980. We suggest that Turkey has been a “successful follower” in the sense that it has achieved structural transformation in manufacturing output and exports, while its mode of articulation with the global economy has remained intact. To follow our premise, we first provide a comparative overview of the dynamics of growth, productivity, employment and trade in the post-1980 period. We focus on the manufacturing industry because it has evolved as the leading sector in the restructuring of the economy away from domestic demand-oriented import substitution towards export orientation and integration with global production networks. To analyze the direction of structural change in a comparative perspective, we also offer a synopsis of divergent patterns of development in Turkey and Korea. Our brief comparison emphasizes that, while Korea has rapidly changed the structure of its industry and mode of articulation with the world economy with the sense of direction provided by a pro-active state and a far-reaching industrial policy, Turkey has remained a follower ever trying to reach its moving target.


In terms of the modern geopolitical and economic realia, import substitution is one of the strategic means for ensuring sustainability and competitiveness of Russian companies. Import substitution is a state program, and a special government commission is responsible for the monitoring of its implementation. However, the results of this program that are currently obtained do not provide an insight into its potential. This research aims to devise recommendations for improving the import substitution program as a strategic means for ensuring the sustainability and competitiveness of Russian companies. In this research, we have used the systematic approach, statistical analysis, and the dialectical method of cognition. The article provides a complex analysis of statistical data on the results of the import substitution program implementation in the Russian Federation on the example of the Volgograd region. Consequently, this analysis has enabled us to devise suggestions on how to increase the efficiency of the aforementioned program in order to ensure the sustainable and competitive development of Russian companies. We have come a conclusion that it is crucial to reach a balance between import substitution and export-orientation since it will help eliminate some disadvantages of import substitution and, consequently, help overcome the limitations of the domestic market, create new production facilities, optimize business processes, and decrease the volume of monopoly and corruption

Subject: the subject of the study are low-power generator sets with a power of up to 30 kW.Materials and methods: in this paper, the main domestic legislative documents regulating the requirements for products. An assessment is made of the current state of Russian engine building.Results: the detailed analysis of the modern domestic market of power generating units with a capacity of up to 30 kW is made, the main problems in the field of domestic production of  electric power generators in the range up to 30 kW are revealed, and the prospects for import substitution of gasoline and diesel engines are noted.Conclusions: almost complete absence of the market of domestic low-power generating sets is established, insufficient measures taken to support domestic producers are noted, measures are  proposed for the development of domestic production of power units in the range of up to 30 kW.

The article examines the state of production capacity of Russian industry. It is shown that in spite of certain positive shifts, the rate of technological modernization in recent years has been insufficient for marked progressive changes in the capacity structure and quality. In contrast to the industrial growth after the crisis of 1998 that took place in the presence of significant reserves of capacity, the current level of idle capacity is much lower. The lack of mass input of modern and high-tech industries objectively limits the possibilities of import substitution and economic growth.
