AbstractIn order to assess the potential impact from oil spills and decide the optimal response actions, prediction of population level effects of key resources is crucial. These assessments are usually based on acute toxicity data combined with precautionary assumptions because chronic data are often lacking. To better understand the consequences of applying precautionary approaches, two approaches for assessing population level effects on the Arctic keystone species polar cod (Boreogadus saida) were compared: a precautionary approach, where all exposed individuals die when exposed above a defined threshold concentration, and a refined (full-dose-response) approach. A matrix model was used to assess the population recovery duration of scenarios with various but constant exposure concentrations, durations and temperatures. The difference between the two approaches was largest for exposures with relatively low concentrations and short durations. Here, the recovery duration for the refined approach was less than eight times that found for the precautionary approach. Quantifying these differences helps to understand the consequences of precautionary assumptions applied to environmental risk assessment used in oil spill response decision making and it can feed into the discussion about the need for more chronic toxicity testing. An elasticity analysis of our model identified embryo and larval survival as crucial processes in the life cycle of polar cod and the impact assessment of oil spills on its population.

In January 2021 the UK government granted an application for authorisation to use thiamethoxam, a neonicotinoid pesticide, to protect commercial sugar beet crops from attack by viruses transmitted by aphids. This was the first time such an authorisation had been granted in the United Kingdom (UK) and there were concerns that it signalled a weakening of environmental standards now that the UK was no longer part of the European Union. In fact, similar authorisations had been granted by several European Member States in the last 2 years, despite the ban on the use of neonicotinoids introduced in 2018. Nevertheless, the reasons for granting the authorisation do suggest that the balance between adopting a precautionary approach to environmental protection and taking emergency action to protect economic interests may have shifted. It was acknowledged that the proposed mitigation to safeguard bees and other wildlife was not entirely satisfactory. In the end, due to unforeseen weather conditions it meant that the pesticide is not necessary, which in itself demonstrates that short-term emergency measures are unsuitable for dealing with the problem. If the sugar beet industry is to continue to prosper in the UK, it will need to be managed in a way that provides resistance to virus infection without the use of controversial chemicals.

The article is an analytical review of English-language articles on contemporary ethical issues related to the coronavirus epidemic. Such principles of biomedical ethics as respect for the freedom of the patient, non-harm are analyzed. A precautionary approach is formulated, the main norms of which are practicality, impartiality, proportionality and justification. It is emphasized that public health advice and action should be part of a broader effort to gain and maintain confidence in the action taken. Reasonable trust requires a serious attitude to the ethical problems associated with the implementation of the intended ethical principles.

Stock-recruitment relationship of Bali sardine was investigated based on Beverton-Holt model by assuming inter-specific competition. Model is modified to incorporate the effect of fishing pressure that is density-independent to population dynamic by developing scenario fishing on adult and/or juvenile population. The results show that harvested adult the dramatic decline of recruitment supply. However, harvested juvenile is led to the positive response to population size, as an increase in fishing mortality rate will reduce competition mortality rate. Precautionary approach required by considering bipartite life cycle.
