The analysis presented here offers a possible framework for understanding when sub-state actors behave prudently and more strategically in their foreign relations, and when other priorities might instead heighten the chances of seemingly irrational, erratic, or dangerous, foreign policies. Using a case study of the Kurdistan Regional Government of Iraq to illustrate the argument, the author attempts to show how “regime consolidation” plays a key role in allowing such actors to prioritise policies aimed at grappling with external challenges, threats and opportunities. Internally legitimate, consolidated regimes can better present “one face” to the outside world and behave more strategically in the international arena.  Political systems lacking consolidation or internal legitimacy, in contrast, turn to the external environment in search of resources to help them with domestic threats and challenges. This may lead to seemingly erratic, unpredictable and risky foreign policies on their part. <p class="Abstrak">Sistem Informasi Geografi (SIG) dengan layanan informasi pengelolaan lahan yang cocok sehingga lahan akan bernilai ekonomi, oleh karenanya penelitian ini membahas pemetaan dan pengkajian potensi sumber daya lahan pesisir dalam mendukung usaha budidaya, pariwisata, konservasi, dan daerah tangkapan ikan yang berkelanjutan. Metode penelitian secara deskriptif memakai pendekatan survei untuk pengamatan wilayah penelitian dan pengumpulan data sekunder serta pendekatan analisis spasial untuk parameter dan kriteria kesesuaian lahan. Teknik pengolahan dan analisis data ini menggunakan <em>software</em> SIG yakni <em>ArcGIS</em> 10.1 dengan model <em>skorin</em>g dan <em>overlay</em>. Hasil penelitian dengan studi kasus Kepulauan Padaido ini dapat disimpulkan bahwa saat ini dengan adanya SIG yang dibangun, Pemerintah Daerah Biak Numfor sudah dapat mengolah lahan pesisir untuk dimanfaatkan sesuai dengan potensi lahan yang seharusnya, seperti potensi lahan untuk usaha budidaya rumput laut seluas 13.269,41 ha atau 94%, untuk budidaya teripang seluas 7.069,91 ha atau 83%, sebagai aktifitas pariwisata pesisir seluas 7.778,45 ha atau 86%, sebagai kegiatan konservasi seluas 2.957,54 ha atau 163%, untuk daerah tangkapan ikan karang seluas 2.078,92 ha atau 80%, dan sebagai daerah tangkapan ikan pelagis 1.585,61 ha atau 87%.</p><p class="Abstrak"> </p><p class="Abstrak"><em><strong>Abstract</strong></em></p><p><em>Geographic Information System (GIS) with suitable land management information services so that the land will be of economic value, therefore this study discusses the mapping and assessment of the potential of coastal land resources in supporting sustainable aquaculture, tourism, conservation, and fishing grounds. The descriptive research method uses a survey approach for observation of research areas and secondary data collection as well as a spatial analysis approach for land suitability parameters and criteria. This data processing and analysis technique uses GIS software namely ArcGIS 10.1 with a scoring and overlay model. The results of the study with the Padaido Islands case study can be concluded that currently with the GIS being built, the Regional Government of Biak Numfor has been able to cultivate coastal land to be used according to the potential of the land that should be, such as the potential land for seaweed cultivation business area of 13,269.41 ha or 94%, for sea cucumber cultivation covering 7,069.91 ha or 83%, as coastal tourism activities covering 7,778.45 ha or 86%, as conservation activities covering 2,957.54 ha or 163%, for reef catchments covering 2,078.92 ha or 80%, and as a pelagic catchment area 1,585.61 ha or 87%.</em><em></em></p><p> </p>

This article aims to examine the issue of infrastructure development in Papua Province, Indonesia. This article specifically discusses the problems confronted during the process of infrastructure development in Jayapura and the challenges in expanding them. The method used in this study is the qualitative method with a case study approach, wherein the infrastructure development case selected is the Papua Bangkit Stadium and Holtekamp Bridge located in Jayapura. Both infrastructure development cases serve as sample cases that show the extent of infrastructure development impact in Papua, and the issues that were confronted, starting from the development process up to the expansion. The study results indicate that although previous studies have shown positive correlation between development and welfare, in reality, there are several problems occurring in Papua’s infrastructure development. Preparedness of human resources, cultural issues, and weak coordination between every level of regional government institution, these are the main problems in Papua’s infrastructure development. This article is expected to assist in resolving the issues found in Papua’s infrastructure development, and to provide recommendations for resolving those issues.

The increasing number of regions proposing themselves to form new autonomous regions since the enactment of Law Number 32 of 2004 concerning "Regional Government", aims to improve economic development and the welfare of the people in each region. The purpose of this study was to analyze the impact of regional expansion on the economic growth of North Toraja Regency. The Technik of data collection in this study uses the documentary Technik, which is in the form of reports from relevant agencies. The analysis technique used is by using the independent sample T-test. The results of the study show that regional expansion has an impact on the economic growth of North Toraja Regency.

Purpose E-court systems automate court processes and provide better case administration with more effective and efficient justice delivery. This paper aims to present the e-court system in the Sulaimaniyah Appellate Court in the Kurdistan Region of Iraq as a case study. It identifies significant improvements after adopting the system. Design/methodology/approach This study used a qualitative approach with an exploratory case study design. Data collected from a triangulation of three sources through structured expert interviews with 30 stakeholders, personal observations by two of the authors, supported by analyzing current relevant literature. R package for Qualitative Data Analysis was the analysis tool. Findings Findings showed 10 improvements that enhanced court efficiency and effectiveness concerning better case administration, a more transparent process and increased court case security. Research limitations/implications This research is limited to improvements after adopting an e-court system. Practical implications This research provides a foundation for practitioners who are on the way to implement the e-court system and serves the decision-makers in the Kurdistan Regional Government to plan future expansion in the region. Originality/value This research focuses on the e-court system in the Kurdistan Region of Iraq. It is implemented as a first e-service to be a pilot for a broader plan to integrate all appellate courts in other cities in the Kurdistan of Iraq, hence, stepping toward the implementation of e-government.

Chapter 4 analyses the possible legal recognition of insurgent justice by other actors, using the judicial practice of three independent Kurdish non-state armed groups in the Middle East as a case study. The Partiya Karkerên Kurdistan (PKK, Kurdistan Workers’ Party) has been engaged in a bitter armed struggle with Turkey since 1984, with rear bases in northern Iraq and Syria. The Partiya Yekîtiya Demokrat (PYD, Democratic Union Party) is a Kurdish insurgent group that joined the anti-Assad uprising of 2011 and now controls parts of the north-east part of Syria, in a precarious coexistence with the Syrian government. Finally, the Kurdish Regional Government (KRG) has operated independently since 1991 and remain in a military standoff with the central Iraqi government. All three Kurdish groups operate courts at trial and appeal levels, for civil and criminal matters. The chapter considers the possible application of the principle of complementarity under the Rome Statute in relation to a prosecution before the courts of a non-state armed groups. Likewise, the right or duty of third states under international law to give recognition to the operation of insurgent courts is examined. More radically perhaps, there is a possibility that even the territorial state might in some cases give legal effect to rebel court decisions. Finally, the Kurdish courts offer examples in which one non-state armed group is confronted with the need to determine the validity of the decisions of courts of other armed insurgents.

The research question in this chapter is whether clusters are good entrepreneurial ecosystems to enhance social and responsible behavior in SMEs at regional level. We will address institutional efforts in Corporate Social Responsibility carried out in the Autonomous Region of Extremadura in Spain as case study because the regional government, with the aim of promoting business cooperation to enhance competitiveness, decided to develop a clustering policy for SMEs in the region. Additionally, since 2010 the region has developed its own plan for the promotion of responsibility at regional level. To answer the question we have carried out focus groups with representative businesses´ managers belonging to the existing and operative clusters in Extremadura at the moment.

Engineering infrastructures require regular maintenance and/or repair activities that have important social, environmental, and economic impacts. Despite their growing importance, few studies have focused on fully integrated analyses. This work presents a general methodological approach to design databases of engineering maintenance activities for their assessment. This methodology was applied to the case of dredging projects in the ports managed by the Andalusian Regional Government (Spain). The resulting database contains 87 fields of information obtained from the analysis of 70 activities performed between 1993 and 2015. This database is free, public, and available to the scientific community, and it was implemented in PostgreSQL using the PostGIS extension for spatial data; therefore, it can be integrated in a GIS. The assessment of deviations from the initial projects and the comparison between locations enhanced our methodology, which represents a valuable tool not only for scientists and managers to improve the decision-making process when planning future strategies, but also to evaluate the environmental impacts.
