AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.

Natural disasters can generate millions of tons of debris and waste, which has an impact on the environment and poses direct risks to the health of the population, hence the need to analyze public policy and its consequences following the 2016 earthquake in Ecuador. Several in-depth interviews were conducted with individuals active in public service during the post-earthquake management period, together with fieldwork analysis of debris management and the institutional strategies for its recycling and reuse in three of the most affected cities: Pedernales, Portoviejo, and Manta. The environmental impact was examined, including its taxonomy of inconsistencies within public administration, alongside the processes of decentralization and shared decision-making. Similarly, the links between corporate social responsibility (CSR), public policy, and sustainability were analyzed at both the national and local level for their wider implications and ramifications. The study highlighted the gaps in the management of such a crisis, exposing a lack of ethics and the shortcomings of social (ir-)responsibility in the distorted processes of public welfare in the country, aspects that should rather work in concert to achieve full sustainable development.

Climate change risk reduction requires cities to undertake urgent decisions. One of the principal obstacles that hinders effective decision making is insufficient spatial knowledge frameworks. Cities climate adaptation planning must become strategic to rethink and transform urban fabrics holistically. Contemporary urban planning should merge future threats with older and unsolved criticalities, like social inequities, urban conflicts and “drosscapes”. Retrofitting planning processes and redefining urban objectives requires the development of innovative spatial information frameworks. This paper proposes a combination of approaches to overcome knowledge production limits and to support climate adaptation planning. The research was undertaken in collaboration with the Metropolitan City of Venice and the Municipality of Venice, and required the production of a multi-risk climate atlas to support their future spatial planning efforts. The developed tool is a Spatial Decision Support System (SDSS), which aids adaptation actions and the coordination of strategies. The model recognises and assesses two climate impacts: Urban Heat Island and Flooding, representing the Metropolitan City of Venice (CMVE) as a case study in complexity. The model is composed from multiple assessment methodologies and maps both vulnerability and risk. The atlas links the morphological and functional conditions of urban fabrics and land use that triggers climate impacts. The atlas takes the exposure assessment of urban assets into account, using this parameter to describe local economies and social services, and map the uneven distribution of impacts. The resulting tool is therefore a replicable and scalable mapping assessment able to mediate between metropolitan and local level planning systems.

Abstract This article assesses the field of public administration from a conceptual and methodological perspective. We urge public administration scholars to resolve the ambiguities that mire our scholarship due to the inadequate treatment of levels of analysis in our research. Overall, we encourage methodological accountability through a more explicit characterization of one’s research by the level of analysis to which it relates. We argue that this particular form of accountability is critical for effective problem solving for advancing theory and practice.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Nuanced explanations of the factors underpinning the mafia’s movements across territories have recently been proposed. However, more light must be shed on the mechanisms through which mafiosi try to infiltrate the legal economy in non-traditional territories. Accordingly, this study aims to micro-found interactions and exchanges that mainly involve mafiosi, politicians and economic actors in expansion areas. Focusing on the local level, we will show how the misuse of several administrative tools generates a profitable opportunity structure for mafiosi. To this end, we present an in-depth comparative case study of three events involving the construction industry that took place in Northern Italy. The main findings show that: (i) mafiosi are skilled at smoothing social relations, enlarging and consolidating opaque networks predating their arrival; (ii) they give rise to different types of mutual exchanges and network structures.

AbstractIn recent years, public administration has been targeted by multiple reform efforts. In multiple instances, such initiatives have been ideologically couched in public-choice perspectives and entrenched beliefs that government is the problem. One unavoidable consequence of this continued bout of criticism is the fact that government currently has a noticeably decreased capacity of boosting creation of public value. Within this context, there certainly is an important need for approaches that would counterbalance the loss of public value induced by market fundamentalism. This article suggests that leadership, as a concept of theory and practice, due to its partial immunity to the private-public dichotomy, can provide a pragmatic avenue for nurturing public interest and public value within the devolution of governance, a declining trust in government and a diminished governmental capacity to propagate the creation of public value. While this article critically examines and assesses the capacity of different leadership perspectives in terms of creating and maximizing public value, its primary scope is not the provision of definite answers but rather the instigation of a much necessary discussion.

The article explores the phenomenon of lifelong learning as one of the key priorities for the development of a European educational partnership. The importance of lifelong learning as a recognized theory and practice of the concept, which is the benchmark of broad modernization processes in the European Higher Education Area, is demonstrated. The main interrelated areas of action (defining strategic priorities for development, outlining key competencies of lifelong learning, identifying forms of lifelong learning, funding and investment efficiency) are considered.The potential of lifelong learning a mechanism for promoting social stability and cultural convergence at the beginning of the third millennium is conceptualized. Productive links between lifelong learning and the processes of building a knowledge economy have been demonstrated. The methodological basis of the study was the analysis of the European Commission’s educational policy (conceptual, regulatory and programmatic documents) in the field of lifelong learning. The results obtained in the study may be useful to both domestic researchers and practitioners in the field of public administration of higher education, university staff, involved in international cooperation.
