Natural disasters can generate millions of tons of debris and waste, which has an impact on the environment and poses direct risks to the health of the population, hence the need to analyze public policy and its consequences following the 2016 earthquake in Ecuador. Several in-depth interviews were conducted with individuals active in public service during the post-earthquake management period, together with fieldwork analysis of debris management and the institutional strategies for its recycling and reuse in three of the most affected cities: Pedernales, Portoviejo, and Manta. The environmental impact was examined, including its taxonomy of inconsistencies within public administration, alongside the processes of decentralization and shared decision-making. Similarly, the links between corporate social responsibility (CSR), public policy, and sustainability were analyzed at both the national and local level for their wider implications and ramifications. The study highlighted the gaps in the management of such a crisis, exposing a lack of ethics and the shortcomings of social (ir-)responsibility in the distorted processes of public welfare in the country, aspects that should rather work in concert to achieve full sustainable development.

The Implementation of CSR in Indonesia, most of them are not run in accordance with the existing theory because the government and society in CSR activities are not fully authorised to engage in these activities, due to the fact that private sector directly manages the CSR fund. Thus, the theory of governance puts three pillars as a principal provider of public service life, those are, (1) the state, (2) the civil society and (3) the private sector.  CSR has to involve all parts or elements which know about CSR, with a focus on the implementation of CSR has to be published and transparent;  the CSR Fund is administered by a forum / team through a memorandum of understanding facilitated by the government in accordance with its role as mandating, facilitating, partnering, and endorsing; the CSR forum consists of government, private sector, and society; the form of regional regulation on CSR by reference to Constitution Number 40 of 2007 on the Limited Liability Private sectors and Government Regulation Number 47 of 2012 on Corporate Social Responsibility so that CSR is considered as one of the important instruments in public administration.

The purpose of decentralization is to improve the welfare of local communities, public services, and regional competitiveness mandated by Law 32/2004 on Regional Government. However, in the context of good local governance, a task of achieving the public welfare is not only carried out by local governments, but also supported by two other pillars in good governance, the business community and civil society at the local level. Thus, in terms of good corporate governance, it is known as corporate social responsibility (CSR), a form of corporate responsibility to the local community. The experience of the East Kutai Regency - East Kalimantan is an inspiration for other regions to initiate the formation of multi-stakeholder corporate social responsibility (CSRMSH). Karenanya, dalam konteks pengelolaan perusahaan yang baik yang dikenal istilah tanggung jawab social perusahaan atau Corporate Social Responsibility (CSR) dalam bentuk pertanggungjawaban sosial perusahaan kepada masyarakat lokal di sekitar peruahaan. Pengalaman Kabupaten Kutai Timur - Provinsi Kalimantan Timur merupakan inspirasi bagi kabupaten lainnya dalam menginisiasi terbentuknya forum multistakeholder CSR (MSH-CSR).Kata Kunci : otonomi daerah, tanggung jawab sosial perusahaan, pengelolaan perusahaan yang baik.

We investigate the relationship of corporate social responsibility (CSR) (often assumed to reflect corporate voluntarism) and government (often assumed to reflect coercion). We distinguish two broad perspectives on the CSR and government relationship: the dichotomous (i.e., government and CSR are / should be independent of one another) and the related (i.e., government and CSR are / should be interconnected). Using typologies of CSR public policy and of CSR and the law, we present an integrated framework for corporate discretion for engagement with public policy for CSR. We make four related contributions. First, we explain the dichotomous and the related perspectives with reference to their various assumptions and analyses. Second, we demonstrate that public policy for CSR and corporate discretion coexist and interact. Specifically, we show, third, that public policy for CSR can inform and stimulate corporate discretion and, fourth, that corporations have discretion for CSR, particularly as to how corporations engage with such policy.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». Peru is a Latin American country with one of the most powerful and dynamic emerging economies in the world; however, it reveals considerable inconsistencies and socioeconomic inequalities. This research demonstrates that business ethics and corporate social responsibility are closely related with the welfare state of the country/region where a company is incorporated. Research work has been carried out on the case of the product “Pura Vida”, of the Gloria Company, implementing a mixed research method (documentary, quan and qual) in which a descriptive collection of data from different sources, in relation to the company and the crisis with Pura Vida milk, has been used; additionally, an ad hoc survey has been conducted on a sample of Peruvian citizens to know their insight in relation to the relevant aspects of business ethics and corporate responsibility and their opinion regarding the specific case being investigated; finally, in-depth interviews were held with the company’s management staff. It is shown that without a certain degree of welfare state, it is difficult to implement ethics and social responsibility in companies and in society as a whole. In addition, the main concerns of Peruvians regarding ethics and social responsibility can be observed.
