The work contents a presentation of the main outcomes of an extensive historical-andragogical research, mainly based on the archival documents kept in Archives of Yugoslavia. An overview of adult education practice in Bosnia and Herzegovina is shaped from the documents data concerning the most signifcant institutions and activities organized as an attempt to contribute to general educational goals in Kingdom of Serbs, Croats and Slovenes – Yugoslavia between two wars, through andragogical educational activities: raising the general level of literacy and education of wide sections of the population. Institutional basis of adult education praxis at the time mostly rested upon literacy courses, people’s universities, cultural-educational societies, etc. This paper especially distinguishes andragogical activity of momentous and respectable Sarajevo-based cultural-educational establishments (People’s university, Gajret, Prosveta, Napredak), that were amongst the most signifcant and successful in Yugoslavia, and represented example of model work in adult education of the interwar period.

The paper is dedicated to the analysis of the effects from teacher trainings which were developed and applied in Bosnia in Herzegovina (B&H), as a project activity within the larger project titled ''Support for adult education: subsequent acquisition of elementary adult education'', which was implemented during 2012-2013 by the GIZ and the Institute for International Cooperation of German Adult Education Association (DVV International), Office in Bosnia and Herzegovina. The reasons for initiating this training and the analysis of its effects are considered in a specific socio-historical and educational-political context, in order to analyze not only the inherited problems of illiteracy, but also the conditions in which the capacity for their resolution and building of a system of adult education are developing today. The methodological approach and findings of the research are presented, which is based on estimates of the teachers on the effects of the training in which they participated. Bearing in mind the insight into the context and findings of the research, possible directions for improvement in this field are suggested.

A new economic trend in the financing of projects, start-ups, innovative projects and many other projects from various fields (music, film, games) is widespread today and its called crowdfunding or group financing. With the development of new technologies, and thus social networks around the world, it creates the possibility and potential advantage of associating around the world in raising funds in an alternative way. Crowdfunding can be organized in several forms or models. The basic division is the one that is carried out by the European Commission: Reward-based crowdfunding, Donation-based crowdfunding, Share-based crowdfunding and Investment-based crowdfunding. The crowdfunding market is constantly growing. As conditions for traditional funding become more stringent, crowdfunding could be a potential key to success. Prospects for the development of crowdfunding in Bosnia and Herzegovina and Croatia are reflected in the legal regulation of this method of financing, which would facilitate administrative work, reduce handling costs and create legal certainty. Following the established regulations, intensive attention should be dedicated to the promotion of crowdfunding and "raising awareness" of citizens, pointing out the possible benefits and advantages that it offers. This will take some time, so that in the foreseeable future, alternative financing of crowdfunding will gain in importance in Bosnia and Herzegovina and Croatia.

The paper deals with crime scene investigation as a measure of inquiry, conceptually and substantially, subjects of investigation, as well as their mutual relations. The analysis of the existing legal framework suggests that the current Criminal Procedure Code of Bosnia and Herzegovina offers the appropriate basis for the cooperation between prosecutors and law enforcement. However, previous practice indicates certain shortcomings in the cooperation and coordination between prosecutors and law enforcement. With this paper, the authors wanted to examine the opinions of direct actors on this matter. The results show that they are satisfied with the legal regulation of their mutual relations during investigations, and they express positive opinions in terms of their cooperation. Of course, the possibility of improving that cooperation is also noted, and the methods of achieving it should be identified in further research.

The paper presents an analysis of the key processes in the field of adult education in Bosnia and Herzegovina (BiH) referring to its socialist past and current tendencies dominantly motivated by the country’s aspiration towards accession to the European Union (EU). Any effort to offer a systematic overview of the history of adult education in BiH faces ambiguity and a lack of systematic data. Unlike other parts of the education system where historical accounts are to a certain extent preserved and subject to scholarly studies and investigations, adult education in BiH seems to be a field without a documented past. Based on critical discourse analysis, the paper intends to unravel the intricate socio-political texture that has shaped the key themes in adult education both in the country’s socialist past and its democratic present. The results of the analysis indicate several quite clear patterns: (a) the ambiguous treatment of the socialist past, from romanticising to annihilating its achievements and arrangements; (b) the rise of private institutions in adult education in the post-socialist period and the diversification of the education on offer; and (c) tensions between aspirations towards global and European trends on the one hand and insistence on localisation in terms of shaping adult education policy on the other.

Organisations/institutions for adult education, whether public or private, were among the frst ones to enter the education market. Terefore, they need to create conditions for efficient education process and efficient business practices, hence to fight for quality assurance respectively quality management. From the viewpoint of quality assurance in education, the key question is how well are they prepared to tackle the market determined by quality, regarding management resources. Only those organisations which are able to manage quality and meet quality standards according to users’ needs, will persist on the education market. Today, several quality management models are being applied in adult education organisations in Europe. In Bosnia and Herzegovina, as in our entire region, models of education quality management are primarily subject to theoretical discussions, while in the education practice there are still no attempts to apply some of those models. Based on critical elaboration and empirical research of applicability of the eduQua model, we intended to point out the possibilities of eduQua quality standard introduction in adult education organisations, and to defne recommendations and guidelines for quality assurance in adult education organisations in Bosnia and Herzegovina. Research results show that it is not possible to fully apply the standards of eduQua model in our conditions, but they enabled us to frame recommendations and guidelines for quality assurance in organisations for adult education in BiH.

The paper deals with the topic of collision between legal regulations on the protection of personal data and the legal regulations on archival work. The legal regulation applied by the Personal Data Protection Agency in Bosnia and Herzegovina often conflicts with the legislation that regulates archival work and lays down retention periods in the Records Schedule for given documentation. Due to this lack of uniformity of regulations, Archives has often been faced with requests for destroying the kind of records which have to be permanently retained. The paper also proposes possible solutions for overcoming this problem by both protecting the rights of individuals and remaining consistent to archival legislation.

Thanks to European integration, harmonization of policies, thus adult education policies as well, has become one of the inevitable andragogical topics. Due to its European commitment, but also because of its specific state organization, the process of harmonization of policies is of major scientific and practical importance for Bosnia and Herzegovina. the aim of the research, whose results we present here, is to determine whether and to what extent adult education policies in Bosnia and Herzegovina are harmonized. The results of the research, although generally indicating high level of harmonization, biasedly in some segments deviate from recommended umbrella document. The reasons for the identified discrepancies lie outside of adult education policy, in higher spheres of politics, and cannot be eliminated by applying solely educational intervention.

The institute of administrative contract was mentioned for the first time in the legislation of our country in the Preliminary Draft to the Law on Amandments of the Law on Administrative Procedure of Bosnia and Herzegovina from 2012. Although insufficiently, the first step is made towards fullfillment of the reform requirements in the area of admisitrative procedure on the way to the European integration and in accordance with the changed role of administration and the need for improvement of cooperation between the administration and citizens, or legal entities. In Bosnia and Herzegovina there is still no general legal regulation of administrative contracts, but administrative contracts are subjects to specific laws and as such already exist in the legal system. After some introductory remarks, the paper deals with the concept and characteristics of administrative contracts, and also presents legal regulation of administrative contracts highlighting their specificities and differences in relation to private law contracts. The importance of general legal norm governing administrative contracts is especially emphasized, as well as their importance for reform processes in our country. Accordingly, the importance of introducing a complaint as a legal remedy that a client can use if the public authority fails to meet contractual obligations is pointed out, but also the possibility of judicial protection in case of legal dispute.
