Brigadier General Richard C. “Rich” Gross is the US Army Legal Counsel to the Chairman of the Joint Chiefs of Staff. He attended the Military Academy at West Point and was commissioned in the US Army as a second lieutenant in the Infantry. He also attended the University of Virginia School of Law and the US Army Judge Advocate General's Corps. He holds a Master's degree in strategic studies from the US Army War College. Prior to his current position, he served as the Chief Legal Adviser for the Joint Special Operations Command, the International Security Assistance Force (ISAF), US Forces-Afghanistan (USFOR-A) and at US Central Command.The scope of application of international humanitarian law (IHL) is a deceptively simple concept; broadly speaking, it is where, when and to whom the IHL rules apply. Although this has always been a precondition for discussing IHL issues, the outer limits of the law's applicability remain unsettled. To open this issue on the nuances of the scope of the law's application, Brigadier General Gross gave the following interview providing the US perspective on the circumstances in which IHL applies, and the challenges that lie ahead in light of the ongoing evolution of the way war is waged.

In the American Academy of Pediatrics' "Report of the Task Force on Circumcision" (Pediatrics. 1989;84:388-391), on page 389, "Urinary Tract Infections," the second sentence should read: "Beginning in 1985, studies conducted at US Army hospitals involving more than 200 000 infant boys [not men] showed a greater than tenfold increase in urinary tract infections in uncircumcised compared with circumcised male infants;. . . ." This article identifies different operational codenames adopted by the Nigerian military in special domestic operations from 1966-2019 and examined whether the operations were executed in line with the codenames. In Nigeria, the military has an established tradition of codenaming special operations, in both internal and foreign missions. Since 1966, the Nigerian military has been involved in internal security management and codenamed all the operations using both English and local language names. The aftermath of the first military coup d'état on 15th January 1966, was the beginning of military involvement in domestic security operations in addition to their constitutional responsibility of defending the territorial integrity of the country. The Effect Perspective (TEP) is adopted as the theoretical framework which gives proper nuance to the study. Methodologically, data were elicited through in-depth interviews. The findings explain why several military operations have failed to achieve the objectives of their codenames. It concludes that there is no correlation between the operational codenames and their outcomes of special military operations in Nigeria because the desired results of restoring peace have not been achieved within the specific time frame given when they were launched. The paper concludes that the majority of special military operations launched in Nigeria failed below expectations and unable to restore peace in their country in line with the operational codenames as a result of factors identified in the study.

This concluding chapter demonstrates that under state management, Starved Rock State Park grew in popularity. The park provided specialists from the US Army Corps of Engineers with a training area to master the military art of pontoon bridge assembly in preparation for the Allied invasion of Germany in World War II. Equally important, the park was where locals came to work and to relax in the 1950s and 1960s, and it is where today over two million people come to hike, camp, picnic, fish, hunt, and enjoy nature every year. However, the very geologic composition of Starved Rock and its environs has created a new challenge for the twenty-first century. Sand companies now mine silica sand near the park. The challenge is one of balance between protection of the park's fragile natural resources versus the competing interests of local governments and residents desiring new employment opportunities. In addition, the Starved Rock Dam, completed in 1933, raised the level of the Illinois River above the dam about ten feet. Nevertheless, the Illinois Department of Natural Resources employees at Starved Rock State Park are dedicated to preserving and maintaining the park and to serving park visitors.

Budgetary constraints and emerging advances in weapons technology have resulted in a substantial reduction in the sizes of contemporary military forces. The US Army, at less than 500,000 soldiers, is a fraction of its size of a generation ago, yet the demands for it to deploy in a variety of missions around the globe have only increased. This chapter reviews current and emerging strategies that may aid in optimizing soldier performance. Developments in human physiology, genetics, nutrition, neurotechnology, sleep, noncognitive amplifiers, and leader development are described. Currently available strategies are identified, as are approaches to human performance optimization that are likely to emerge in the near future. Extrapolations of human performance optimization protocols to other contexts beyond the military are considered.

Abstract Introduction Obesity and overweight, defined as body mass index (BMI) of 30.0 and above or 25.0–29.9, respectively, are of significant concern to the military population, due to their associated comorbidities and potential for impaired readiness. In 2016, the US Army reported a prevalence of 17.3% obesity and 52.9% overweight among soldiers, despite both physical demands of the job and Department of Defense (DoD) guidelines which recommend separation from service for those unable to meet body composition standards. This study examines the health service utilization of active duty, male Army soldiers in order to determine the prevalence of obesity and overweight and to estimate the effects of these conditions on readiness. Materials and Methods This was a cross-sectional study utilizing fiscal year (FY) 2015 TRICARE claims and military treatment facility (MTF) encounter data obtained from the Military Health System Data Repository (MDR), for 467,732 US Army male Soldiers on active duty. We obtained basic demographic information (age, race, and rank) from the Defense Enrollment Eligibility Reporting System (DEERS). Next, we calculated BMI for this cohort by matching patients to their vital statistics of height and weight measurements. Finally, we obtained their health service utilization by querying and matching patients to their healthcare claims in 2015 by major diagnostic category. Findings More than half (51.2%) of subjects had overweight, 28.9% had normal weight, 19.7% had obesity, and less than 1% had underweight. Soldiers with overweight and obesity were most common among the 25–34 years age range and enlisted ranks. Normal weight and underweight soldiers had a median of 7 healthcare visits in FY 2015, compared with 8 for soldiers with overweight and 12 for those with obesity. Soldiers with obesity, but not overweight, had a disproportionately greater number of healthcare encounters for diagnostic categories including musculoskeletal; mental health; ear, nose, and throat; and endocrine system. In contrast, soldiers with obesity had disproportionately fewer healthcare encounters for multiple significant trauma and for infectious and parasitic diseases. Conclusions More than 70% of soldiers had overweight or obesity in FY 2015, showing the highest prevalence yet measured for these conditions. Previous reports of lower prevalence may be due to the inclusion of circumference-based body fat assessments, which have been criticized for inaccuracy. In our study, disproportionately high health service use by soldiers with obesity suggests decreased readiness, as these soldiers may experience both poorer health and lose necessary training time due to increased provider visits. Proportional usage by soldiers with overweight suggests the protective effect of regular physical activity, though these soldiers should be monitored to ensure that they do not progress to obesity. Additional research should establish the burden of cost, absenteeism, and presenteeism of obesity on the MHS, as well as developing more appropriate field tests for body fat assessment and BMI standards to better support military readiness.

The purpose of this article is to describe the development of a model of moral distress in military nursing. The model evolved through an analysis of the moral distress and military nursing literature, and the analysis of interview data obtained from US Army Nurse Corps officers (n = 13). Stories of moral distress (n = 10) given by the interview participants identified the process of the moral distress experience among military nurses and the dimensions of the military nursing moral distress phenomenon. Models of both the process of military nursing moral distress and the phenomenon itself are proposed. Recommendations are made for the use of the military nursing moral distress models in future research studies and in interventions to ameliorate the experience of moral distress in crisis military deployments.

This biography examines the long career of Lt. Gen. Edward M. Almond, who was born to a family of modest means in rural Virginia. His early education at the Virginia Military Institute, steeped him in Confederate lore and nurtured his “can do” attitude, natural aggressiveness, demanding personality and sometimes self-serving nature. These qualities later earned him the sobriquet “Sic’em, Ned,” which stuck with him for the remainder of his career. Almond commanded the African-American 92nd Infantry Division during World War II. The division failed in combat and was re-organized, after which it contained one white, one black, and the Army’s only Japanese-American (Nisei) regiment. The years since that war have seen the glorification of the “Greatest Generation,” with all racist notions and ideas “whitewashed” with a veneer of honor. When war came to Korea, Almond commanded X Corps in the Inchon invasion, liberation of Seoul, race to the Yalu. When the Chinese entered the war and sent the US Army into retreat, Almond mounted one of the largest evacuations in history at Hungnam -- but not before the disaster at Chosin claimed the lives of hundreds of soldiers and marines. This book reveals Almond as a man who stubbornly held onto bigoted attitudes about race, but also exhibited an unfaltering commitment to the military profession. Often viewed as the “Army’s racist,” Almond reflected the attitudes of the Army and society. This book places Almond in a broader context and presents a more complete picture of this flawed man yet gifted officer.
