E-governance projects improve the efficiency of administrative systems, lower the number of civil servants, and improve the quality of administration. The Lithuanian Concept on the Development of the Information Society seeks to modernise governance through the use of computerised information resources. This is important so as to develop electronic context, to encourage the provision of e-services, and to allow local residents and businesses to use those services. Lithuania has a public e-services portal, the purpose of which is a broad online access to information and public e-services provided by state institutions. The requirements for common European e- services enforcement in cyberspace influence the improvement of e-services in public administration in Lithuania. Lithuania has a legal system necessary for public e-services, but the actual implementation of services directives requires more specific statutes on services as well as corresponding secondary legislation. Basing on different studies, the authors examine the development and conditions of public e-services in Lithuania.

Designed for detecting train presence on tracks, track circuits must maintain a level of high availability for railway signaling systems. Due to the fail-safe nature of these critical devices, any failures will result in a declaration of occupancy in a section of track which restricts train movements. It is possible to automatically diagnose and, in some cases, predict the failures of track circuits by performing analytics on the track signals. In order to perform these analytics, we need to study the coded signals transmitted to and received from the track. However, these signals consist of heterogeneous pulses that are noisy for data analysis. Thus, we need techniques which will automatically group homogeneous pulses into similar groups. In this paper, we present data cleansing techniques which will cluster pulses based on digital analysis and machine learning. We report the results of our evaluation of clustering algorithms that improve the quality of analytic data. The data were captured under revenue service conditions operated by Alstom. For clustering algorithm, we used the k-means algorithm to cluster heterogeneous pulses. By tailoring the parameters for this algorithm, we can control the pulses of the cluster, allowing for further analysis of the track circuit signals in order to gain insight regarding its performance.

A better understanding of passenger perceived quality helps urban rail transit managers adopt better strategies to improve the service quality of urban rail transit, which is beneficial to the sustainable development of an urban rail transit system itself and cities. This paper designs a semantic scale to survey passenger perceived quality of urban rail transit. The methodology is selecting specific features of an attribute and then describing the features to present the attribute’s service condition and the rider’s experience. The scale’s options can reduce cognitive steps and hesitation for riders to answer the survey questionnaire. Furthermore, it enables urban rail transit managers to understand passenger perceived quality more visually. After verifying the reliability and validity of the semantic scale, an empirical study was conducted to compare the evaluation results of the proposed semantic scale, Likert, and numeric scales. Compared to the Likert and numeric scales, the evaluation result of the semantic scale is fairer for attributes with homogeneous service conditions over operation periods from the transit agency perspective. Meanwhile, it is more homogeneous for attributes with homogeneous service conditions and is more heterogeneous for attributes with heterogeneous service conditions.

The quality of diesel truck overall quality is measured through a series of performance indicators. This paper analyzes the complex diesel truck systems through the use of principal component. Through the analysis, several major indicators which affect the truck service conditions are found in many of the performance indicators, and major factors affecting the serviceability of diesel truck are obtained.

In parallel with the development of new technologies that predicting and testing the performance and the reliability of MEMS, there has arisen a growing need for computer simulation. Besides the quality of the available data, such as temperature, the nonlinearities and the time-dependence of the materials properties etc., the accuracy of the simulation results depends substantially on the models for the simulation. The first part here is dedicated to the mathematical and physical models for the simulation of some typical MEMS assemblies. As part of this work, some typical assemblies as well as suitable models for their graphics and numerical representation are demonstrated. In the presentation, the results of the simulations of most of the relevant properties are reported. These assembly manipulations comprise aligning and inserting under typical service conditions. What’s more, new understandings of some manipulation are presented, which is very important to simplify the simulation of assembly. And a new model of MEMS numerical simulations is built in the degree of μm. These assembly manipulations will be divided into passive and initiative actions, which can never be divided in the MEMS assembly systems. The corresponding models for graphics and numerical simulations will be shown. Furthermore, the procedures to predict the performances of MEMS assemblies and interconnections are regarded. By using the typical assembly manipulations and the new understandings, it will be demonstrated that how these models can be utilized in designing MEMS.

For the recreational zone located in the Odessa region along the coast of the Black Sea it is expedient to use (as an additional source of water supply) the water received from air. It is shown that it is possible to receive water from air by means of conditioners which it is much placed on recreation facilities and sanatoria. As water from air may contain various dissolved substances, it is necessary to investigate its quality. It is important to know it for development of technology of water treatment. Results of research of quality of water of two types are presented. Samples are received under different service conditions of conditioners. In samples indicators of epidemic safety, and also sanitary and chemical indicators of safety and quality of the water received from air are defined.

Quality of Puskesmas Service Influence the Community Satisfaction in Puskesmas Kalirungkut Kota Surabaya. Public service as a form of good service both in the public goods, public service and even administrative service that in principle as responsibility and performed by government institution in order to meeting the basic needs of public at large. The government had tried to fulfilled the society needs on health service by established hospitals and Public Health Centres (PUSKESMAS) in whole of Indonesia region. In this case of Puskesmas Kalirungkut Surabaya city conducted various efforts to improve its service quality. This research has purposes to examines the service quality of Puskesmas influencing people satisfaction in Puskesmas Kalirungkut of Surabaya. Focus of the study grounded on five dimension of service quality (SERVQUAL) subject to Parasuraman that are Tangible, Reliability, Responsiveness, Assurance, Empathy.  The research method that used   is qualitative descriptive. The result of the research showed that are 1) service quality in Puskesmas Kalirungkut of Surabaya seen from dimensions of Tangible, Reliability, Responsiveness, Assurance, Empathy are good. 2) Service conditions in Puskesmas Kalirungkut of Surabaya conducted to the public based on Tangible, Reliability, Responsiveness, Assurance, Empathy get rating of fairy good. 3) People satisfaction on service in  Puskesmas Kalirungkut of Surabaya about the people wants on puskesmas services included Tangible, Reliability, Responsiveness, Assurance, Empathy are fairly good in the service managing process then people is satisfied enough. However the people satisfaction does not maximally improved enough due to still found lack in time punctuality and fastness then is necessary to be increased.  Keywords:  Service quality, Public service, People Satisfaction
