Importance of Timely Assessment of the Technical Condition of Hydraulic Structures to Ensure Their Failure-Free Operation

The review article presents the main results of the activity of JSC TC “Tatmelioratsiya” and “Tatmeliovodkhoz” administration on the land-reclamation work in the Republic of Tatarstan. These works included the repair, reconstruction of dams and ponds, the restoration and construction of new irrigation systems, commissioning and start-up of new fuel-efficient sprinklers. At January 1, 2011 a complete inventory of the technical condition of existing hydraulic structures was carried out by the JSC TC “Tatmelioratsiya”. There are 298 waterworks, that require repair and reconstruction in the Republic of Tatarstan. At the same time, it should be noted, because of the intensive use of constructed facilities at different time of natural disasters, the 52 dams was partially destroyed and require urgent measures to restore them. Among the emergency, the greatest danger in case of emergencies during the flood were 18 waterworks, where in case of emergency there is a real threat of flooding populated areas and economic facilities located in the flooded areas. The government of the Republic had provided funding for the anti-flood measures in 2011 in the amount of 40 million rubles, moreover, a republican target program for 2012- 2014 on the repair and reconstruction of hydraulic structures for the prolongation until 2017 was developed and adopted. The programs, passed by the Russian government and the Republic of Tatarstan, allow to strength food security and reduce import substitution of basic foods that will eventually contribute to the development of their own agricultural sector.

Дан обзор систем сейсмометрического мониторинга зданий и сооружений, приведено описание инженерносейсмометрического метода оценки их технического состояния. Разработаны модель и структура информационной системы сейсмометрического мониторинга плотин ГЭС, отвечающие заданным функциональным требованиям. Описаны процессы сбора, обработки, хранения и анализа данных для регистрации сейсмических событий и контроля технического состояния. На основе модели системы и технологии анализа данных сейсмометрического мониторинга разработаны и запущены в эксплуатацию автоматизированные системы сейсмометрического контроля технического состояния Красноярской и Зейской ГЭС. Системы обеспечивают регистрацию сейсмических событий интенсивностью выше двух баллов по шкале MSK64 на плотине и плановопериодическую регистрацию микросейсмических колебаний плотины в режиме штатной эксплуатации оборудования. The purpose of this study is to create information system for seismometric monitoring of the technical condition of hydroelectric dams. To achieve this, the authors of the article used modern methods and principles for designing software and technical systems. The methodological basis of this system is the engineeringseismometric method. The registered vibrations determine the dynamic and elastic characteristics of the structure. Analyzing their variations and taking into account the influence of factors of external influences, it is possible to estimate the technical condition of the structure. The authors provide a survey of seismometric monitoring systems for buildings and structures, defined main technical and functional requirements, which a monitoring system should provide. A model and a structure of the information system for seismometric monitoring of hydroelectric dams were developed using structural analysis technique. The paper describes the processes of collecting, processing, storing and analyzing data for seismic events recording and monitoring the technical condition. Based on the system model and the technology for seismometric monitoring data, automated systems for seismometric monitoring for the dams of Krasnoyarsk and Zeya hydroelectric stations were developed and put into operation. The systems provide registration of seismic events with an intensity of more than 2 points on the MSK64 scale on the dam and scheduled periodic recording of microseismic dam oscillations in the normal operation of equipment for monitoring the technical condition.

The general purpose of real-time monitoring of the technical condition of hydrotechnical structures of reclamation systems is to detect the deterioration (deterioration of the condition) of the degree of physical wear and tear, the reasons that entail the deterioration of condition, a decrease in efficiency of the structure. Materials and methods. The studies carried out were based on general scientific methods: descriptions, comparisons, statistical analysis, systems approach and economic and mathematical modeling. The objects of diagnostics of the technical condition of the hydrotechnical structure of the reclamation water complex include: dams, hydroelectric power plant buildings, spillways, drainage and water outlets, tunnels, canals, locks, piezometric systems, power units, perimeters of the hydraulic system, bridges, foundations. Results. It has been determined that the control of the state indicators on most hydraulic structures is carried out visually and with the help of control and measuring equipment, mainly by destructive methods, manually. The high potential of the process of automation of operations of technical diagnostics of the structures of the reclamation water industry complex has been revealed. The modern complex information systems used in the advanced sectors of the economy of Russia and the world are characterized. Possibility of qualitative improvement and development of the system of automated technical diagnostics of hydraulic structures due to the priority use of modern achievements of information technologies is presented. Conclusions: the developed methodology makes it possible to improve information technologies for diagnostics of hydraulic structures, the reasonable use of such a system establishes the duration of the safe operation of hydraulic structures, reduces operating costs during the period of use and with a negative impact on the environment, and creates new information systems that allow managing hydraulic structures.


The analysis of the stress-strain state of one of the operated low-pressure hydraulic structures on weak soils is considered in the paper. Calculated model on estimation of technical condition of designed and operated HS (hydraulic structures) and their bases taking into account a load of own weight of structures and hydrostatic pressure of water of the upper high relief is offered.

The article describes the monitoring and calculations for the repair and maintenance of the “Sarchali” canal. At present, it is reported that the value of available water resources is high due to the annual decrease in irrigation water. Effective use of irrigation canals in the supply of water to the Water Consumers Association is one of the urgent tasks. During the field surveys, the current condition of the canal and the technical condition of the hydraulic structures in it were fully monitored, and as a result of many years of field data, the operation of the canal was analyzed. From the scientific point of view, the conclusion was made on the repair of the canal and its hydraulic structures or the construction of new hydraulic structures. The current condition of the Sarchali canal along the entire length of the canal was studied in the field, and based on the results of the study, it was determined to repair the canal or build new facilities.

This article provides information and recommendations on the safety of hydraulic structures and the prevention of emergency situations.Constant monitoring of the technical condition of the structures and improving the necessary skills of the actors allowed us to anticipate possible emergencies. A great danger is the destruction of dams or dams of large reservoirs located within the borders of these settlements, in which there is a rapid flooding of nearby territories with great material and human losses.
