Currently, the professional construction community information field is largely filled with the topic of creating a comfortable living environment. However, architectural and engineering design that corresponds to the concept of sustainable development is currently hindered due to the lack of a formed conceptual framework that reveals the meaning of the term "comfort", as well as a criteria list that determines the indoor environment quality in the Russian Federation regulatory and technical framework. The article offers some components of a comfortable living environment, within which the parameters of designing the internal environment of premises are highlighted. A comparative analysis of the national standards of the Russian Federation regulating the design of the internal space of residential and public buildings, with international "green" standards for a number of parameters was carried out. It is concluded that it is necessary to update the Russian regulatory and technical base taking into account the international experience of "green" standards.

The paper discusses the methodology for assessing characteristics in relation to this type of wood biofuel. Part of the methods is adopted by the national standards of the Russian Federation, the other part is proposed because of the lack of regulations. Interest in solid biofuels in the last decade has increased steadily, a rather stable market was formed, and there are its own leaders. Until not long ago the absence of legally approved methods for determining physical, mechanical, thermal, chemical characteristics made significant challenges for the development of this promising trend of industrial production, both in Europe and in the Russian Federation.

The aim of the work is to study the compliance of the quality of education in Russia with the requirements determined by the needs of the Russian society. The article reveals the genesis of such categories as" quality of education "and"quality of products and services". The features of educational services as a public good in the forms of market relations are revealed. The structure and role of various consumers of educational services are defined separately, and a classification of the needs and requirements of consumers to the quality of education is proposed. In the course of the research, such methods as analysis and synthesis, induction and deduction, and statistical methods for studying the economic situation were used. The empirical base of the research is scientific works of Russian and foreign authors on the problems of education quality, National standards of the Russian Federation and International standards in the field of quality, the Federal law "on education in the Russian Federation", Federal state educational standards of the Russian Federation, official data of the Federal Treasury and the Federal state statistics service of the Russian Federation.

The book provides the results of a study of standardization in the implementation of national technical regulations of the Russian Federation "About fire safety", "On safety of buildings and structures", "On safety of gas distribution networks and gas consumption, On the safety of marine transport", "On safety of inland water transport" and the Technical regulations on tobacco products. The study was the analysis and correlation of the objects and requirements of technical regulations, the approved lists of documents for standardization adopted in 2016-2020 codes of practice, national, intergovernmental, international and regional standards, codes, national standards, the collection of information on enforcement practices and suggestions from industry stakeholders and generalization of the obtained data. According to the results of the study, the key and organizational and methodological problems of standardization in the field of technical regulation are identified, and current directions for improving standardization and national technical regulations are identified. It is of interest to a wide range of specialists in the field of standardization, technical regulation and public administration, and can be used in the preparation of training programs and manuals for bachelor's, master's, additional professional education and MBA programs.

The wide use of laser technology in various spheres of human activity, especially, observed in recent years the mass distribution of various civil laser products, requires the application of effective measures of the state regulation of the safe use of laser products. Laser radiation is referred to the category of hazardous and harmful physical factors of influence, since it can inflict irreparable harm to the human visual apparatus. Measures of the State regulation include the development and effective application of regulatory documents that provide laser safety both in human production and in everyday life. By the beginning of the 1990s, in Russia there was basically developed a regulatory base, relied upon the application of safety indices for laser products ((Maximum permissible levels of laser radiation and hazard classes of laser products), regulated in the “Sanitary norms and rules for the design and operation of lasers” No. 5804 - 91. In recent years, in the territory of the Russian Federation there have been introduced national standards, identical to IEC standards of IEC 60825 series. The safety indices regulated in these standards turned out to be much softer compared to the similar indices specified in SN # 5804 - 91. The introduction of the IEC 60825 series standards significantly reduces the level of the safety of laser technology and leads to the disorientation of the domestic manufacturer and consumer of laser products. In this paper, a critical analysis of laser safety indices, regulated in the standards of the series IEC 60825, was conducted and there was made an assessment of the legality of the introduction of such standards in the territory of the Russian Federation.

Recently, the International League Against Epilepsy (ILAE) defined epileptic spasms as a separate type of seizures. According to the international recommendations, the treatment of infantile  spasms (IS) begins with hormones or vigabatrin (in the cases of tuberous sclerosis complex –  TSC). However, in the Russian Federation, other antiepileptic drugs (AEDs) are often used as the first line medications.Aim:to analyze the current practice of prescribing AEDs for the treatment of epileptic spasms.Materials and Methods. We studied the medical records of 175 patients with IS (59 of them with TSC) hospitalized for the treatment with hormonal therapy.Results.Valproic acid was the most commonly prescribed antiepileptic drug in patients with IS  (more than in 80% of cases), both in children with TCS (49/59) and without TCS (102/116). As  expected, the clinical effect (cessation of IS and suppression of hypsarrhythmia) of valproic acid  was insufficient: it was observed in 9/49 (18.4%) children with TSC and in 12/102 (11.2%)  children without TSC. Although ethosuximide, oxcarbazepine, and carbamazepine were known to  be ineffective in IS, they were prescribed by medical doctors and taken by IS patients with no  clinical improvement at all. Taking into account the possible limitation of this analysis (not all of the children were consulted and hospitalized in our clinics), the real efficacy of AEDs might be some higher.Conclusion. We then conclude that the treatment of IS in the Russian Federation is not in line with the international recommendations and the worldwide clinical practice. There is an urgent need in  updating the national standards for the diagnosis and treatment of IS. The work in this direction is now under way in the Russian Federation.
