Droughts and water scarcity events are predicted to be more frequent and intense in the future, especially in Mediterranean countries. However, are the most recent drought management plans (DMPs) built on the latest technical, engineering, and scientific knowledge, as well as the learning experiences from managing historical droughts? The most significant challenge that surfaces, when a new drought event strikes, is the difficulty in predicting its duration (which can vary from months to years), the severity (or degree of affection to water resources), and the potential environmental, economic, and social impacts. Hence, there is an importance of integrating reliable forecasting and modeling tools in the development of modern DMPs, so the potential risk can be assessed under a range of possible drought scenarios. This will ensure that the proposed measures and actions of the DMP are sufficiently robust and proportionate to the drought and water scarcity situation. This paper provides a critical assessment of the core technical concepts and principles to be taken into consideration when developing the methodological and operational framework of a DMP. The case of study chosen is the Guadalquivir River Basin in southern Spain, which presents one of the most complex and paradigmatic cases in this regard. This region suffers recurrent episodes of drought and water scarcity, together with fierce competition among water users. Recently, a new strategic DMP has been approved and adopted in December 2018. The implications of applying the DMP in practice during the drought have been also evaluated. This study draws important lessons learned that could be applied in other areas suffering from water scarcity and droughts.

Water users in the Amudarya River Basin in Uzbekistan are suffering severe water use competition and uneven water allocation, which seriously threatens ecosystems, as shown, for example, in the well-known Aral Sea catastrophe. This study explores the optimized water allocation schemes in the study area at the provincial level under different incoming flow levels, based on the current water distribution quotas among riparian nations, which are usually ignored in related research. The optimization model of the inexact two-stage stochastic programming method is used, which is characterized by probability distributions and interval values. Results show that (1) water allocation is redistributed among five different sectors. Livestock, industrial, and municipality have the highest water allocation priority, and water competition mainly exists in the other two sectors of irrigation and ecology; (2) water allocation is redistributed among six different provinces, and allocated water only in Bukhara and Khorezm can satisfy the upper bound of water demand; (3) the ecological sector can receive a guaranteed water allocation of 8.237–12.354 km3; (4) under high incoming flow level, compared with the actual water distribution, the total allocated water of four sectors (except for ecology) is reduced by 3.706 km3 and total economic benefits are increased by USD 3.885B.

Metahadzia uncispina n. sp. is described, being the second species of the genus on the Iberian Peninsula. The new species, well characterized by the transformation of the apical spine on the endopodite of the male uropod 2, is undoubtedly closely related with M. tavaresi (Mateus & Mateus, 1972) from the south of Portugal. Comments are made about recent emendations of the original concept of the genus Metahadzia Stock, 1977.

The results of a comprehensive agroecological assessment of the main watercourses of the Zuya river basin are presented. Studies were conducted in 2017–2020 and included: conducting a visual survey, measuring water consumption, assessing the qualitative characteristics of runoff, including phytotesting and determining its suitability for irrigation purposes. It was determined that the main pollutants of the watercourses were sulphates, phosphates, heavy metals. The assessment of salt composition of water resources has shown that they are mostly suitable for irrigation without restriction. However, according to the results of phytotesting, an inhibitory effect was recorded, which indicates a possible decrease in the yield of crops sensitive to water-contained pollutants. The water balance calculations showed the presence of a shortage of water resources in the Zuya river basin. The environmental situation on the surveyed water bodies was identified as unfavorable. The set of priority environmental measures includes: the creation of a permanent monitoring network, the arrangement of settlements with water disposal systems, the inventory of small water storage facilities and the implementation of the required repair and operational work on them, and the optimization of the number of water users.

The Agences de l’eau (Water Agencies) are well known abroad as the French attempt to develop integrated water management at river basin scale through the implementation of the Polluter Pays Principle (PPP). Yet, after 30 years of existence, environmental economists became aware that they were not implementing the PPP, and therefore were not aiming at reducing pollution through economic efficiency. Behind the purported success story, which still attracts visitors from abroad, a crisis has been recently growing. Initially based on the model of the German (rather than Dutch) waterboards, the French system always remained fragile and quasi-unconstitutional. It failed to choose between two legal, economic and institutional conceptions of river basin management. These principles differ on the definition of the PPP, and on the role of levies paid by water users. After presenting these two contrasting visions, the paper revisits the history of the French Agences, to show that, unwilling to modify the Constitution to make room for specific institutions to manage common pool resources, Parliament and administrative elites brought the system to levels of complexity and incoherence which might doom the experiment.

Abstract. Many river basins throughout the world are increasingly under pressure as water demands keep rising due to population growth, industrialization, urbanization and rising living standards. In the past, the typical answer to meet those demands focused on the supply side and involved the construction of hydraulic infrastructures to capture more water from surface water bodies and from aquifers. As river basins have become more and more developed, downstream water users and ecosystems have become increasingly dependent on the management actions taken by upstream users. The increased interconnectedness between water users, aquatic ecosystems and the built environment is further compounded by climate change and its impact on the water cycle. Those pressures mean that it has become increasingly important to measure and account for changes in water fluxes and their corresponding economic value as they progress throughout the river system. Such basin water accounting should provide policy makers with important information regarding the relative contribution of each water user, infrastructure and management decision to the overall economic value of the river basin. This paper presents a dynamic water accounting approach whereby the entire river basin is considered as a value chain with multiple services including production and storage. Water users and reservoir operators are considered as economic agents who can exchange water with their hydraulic neighbors at a price corresponding to the marginal value of water. Effective water accounting is made possible by keeping track of all water fluxes and their corresponding hypothetical transactions using the results of a hydro-economic model. The proposed approach is illustrated with the Eastern Nile River basin in Africa.

В работе рассмотрены основные водопользователи бассейна реки Кубань - оросительные системы Краснодарского края. Приведена динамика использования водных ресурсов поверхностных и подземных вод за 1999 - 2018 гг. по следующим показателям: забор воды из источников, в том числе из поверхностных и подземных, их использование, водоотведение и безвозвратное водопотребление относительно природных водных объектов. Анализ водохозяйственной обстановки бассейна р. Кубань выявил ряд проблем, связанных с рациональным использованием водных ресурсов. Для устранения негативных последствий, возникших, в том числе, вследствие антропогенной деятельности человека, на последующих этапах работы будут предложены мероприятия по уменьшению дефицита воды на рисовых оросительных системах в маловодные периоды.The article considers the Kuban river basin main water users - Krasnodar region irrigation systems. Considered the surface and groundwater water resources use dynamics from 1999 to 2018 for the following indicators: water intake from sources, including surface and underground, their use, drainage and irrevocable water consumption relative to natural water objects. Analysis of the water management situation in the Kuban river basin revealed a number of problems related to the rational water resources use. In order to eliminate the negative consequences that have arisen, including as a result of human anthropogenic activity, measures to reduce the water deficit in rice irrigation systems in low-water periods will be proposed at the next stages of the work.
