AbstractThis article examines the ways in which the perception of Rio de Janeiro's drinking water contributed to shaping the city's hydric management in colonial and imperial times. Even though the general assessment of climate and vegetation changed from paradisiacal to noxious in the second half of the eighteenth century in accordance with Enlightenment ideas, this had no effect on the locals’ appreciation of the city's drinking water. The criteria for evaluating the quality and quantity of available water were based on works from classical antiquity and remained essentially unchanged from early colonial times to the end of the empire. Not even population growth and increasing susceptibility to epidemics in the nineteenth century induced the authorities to reform the water supply system, as they were confident that the city was provided with good and abundant water by virtue of its natural predisposition.

When the French politician Clemenceau visited Athens in 1899, he was taken on a tour of the city and briefed on the social, political, and economic problems facing both the city and the young Greek state. Afterwards, he addressed the local political and intellectual elites, starting his speech by exclaiming: ‘The best politician amongst you shall be the one who will bring water into Athens’ (Clemenceau 1899, cited in Gerontas and Skouzes 1963: in). Indeed, water supply was one of the most important and intricate political and social issues of the nineteenth century. Although water supply and management is today often presented as a purely technological and engineering problem, it remains, as we shall see, a deeply political issue, implicated in relations of social power (Reisner 1990; Postel 1992). Indeed, today, more than a century onwards from Clemenceau’s comment, his aphorism still holds true. Despite the fact that Western economies have undergone a period of ‘fierce modernization’ during the twentieth century, and despite technological advances and innovation, water supply and management remain major socio-technical issues at the heart of the political agenda (Bank 1992). Whilst contemporary Europe is not faced with severe water shortages (although many areas, particularly but not exclusively in the European South still face disruptions in water supply during dry months (ETC/IW 1996; ICWS 1996)), water supply and management remain amongst the most important political issues at the European and international level (Hundley 1992; Faure and Rubin 1993; Gleick 1993). Today, if anything, the political ecology of water has become more complex, and more important politically than in the nineteenth century. With the increasing internationalization and complexity of water resource management, with the emergence of an increasingly larger number of actors and institutions involved in this process, with the newly vested economic interests in water supply, and with the increasing concern and sensitivity towards environmental protection, if Clemenceau were alive today, he would probably maintain his aphorism— rephrasing it for the contemporary era: ‘The best politician amongst you shall be the one who will bring clean water into Europe, while keeping happy all the parties involved in water supply, use, and management, at the local, regional, national, and European level.’

AbstractThe article analyses the characteristics of the public water service in the city of Bilbao between the end of the nineteenth century and the beginning of the twentieth century. It addresses both the study of potable water and the different uses of non-potable water. In addition, the article includes the relationship between the water supply and the population that receives it. We are interested in knowing who enjoyed it at home, linking demographic sources with records of the water service of the city.

Writers of the early nineteenth century sought to find new ways of writing about the urban landscape when first confronted with the phenomena of London. The very nature of London's rapid growth, its unprecedented scale, and its mere difference from any other urban centre throughout the world marked it out as demanding a different register in prose and poetry. The condition of writing the city, of inventing a new writing for a new experience is explored by familiar texts of urban representation such as by Thomas De Quincey and William Wordsworth, as well as through less widely read authors such as Sarah Green, Pierce Egan, and Robert Southey, particularly his fictional Letters from England.

The presence of some chemical compounds at higher levels than maximum permissible concentrations (MPC) in the drinking water, suggests of water resources pollution. In this paper the following elements were analyzed: total arsenic, cadmium, lead, cooper and zinc. Twelve samples of water from the water supply system from the city of Skopje were examined during one year from three different springs. Also, ten samples of bottled water from three producers from the Macedonian market were tested.The determined average mass concentrations of total As, Cd(II), Pb(II), Cu(II) and Zn(II) in the analyzed water samples from the water supply system are 1.35 μg/l, 0.06 μg/l, 0.6 μg/l, 0.9 μg/l and 1,12 μg/l, respectively, and for the tested bottled water, the mean values ranges from 0.56 - 0.83 μg total As / l, 0.053 - 0.056 μg Cd(II)/l, 0.51 - 0.54 μg Pb(II)/l , 0.6 - 0.87 μg Cu(II)/l and 0.68 - 0.8 μg Zn(II)/l water.The following instrumental analytical methods and techniques were used for the analysis of the tested samples of drinking water: flame atomic absorption spectroscopy (AAS), atomic absorption spectroscopy with hydride cеll, electrothermal atomic absorption spectroscopy.The obtained results are shown in tables and graphic form. According to the obtained results a comparative analysis was carried out indicate that it is a water of good quality that can be used in different branches of the process industry.The obtained results in this paper do not exceed the values of the MPC of the Republic of Macedonia prescribed by the legal regulations for the drinking water, which confirm the health safety of the drinking water from the water supply system in the city of Skopje and the packed waters from the Macedonian market in relation to the tested elements.

The City of Baltimore, Maryland is one of many US cities faced with challenges related to increasing potable water demands, diminishing fresh water supplies, and aging infrastructure. To address these challenges, the City recently undertook a $7M study to evaluate water supply and treatment alternatives and develop the conceptual design for a new 120 million gallon per day (MGD) water treatment plant. As part of this study, an innovative raw water management tool was constructed to help model source water availability and predicted water quality based on integration of a new and more challenging surface water supply. A rigorous decision-making approach was then used to screen and select appropriate treatment processes. Short-listed treatment strategies were demonstrated through a year-long pilot study, and process design criteria were collected in order to assess capital and operational costs for the full-scale plant. Ultimately the City chose a treatment scheme that includes low-pressure membrane filtration and post-filter GAC adsorption, allowing for consistent finished water quality irrespective of which raw water supply is being used. The conceptual design includes several progressive concepts, which will: 1) alleviate treatment limitations at the City's existing plants by providing additional pre-clarification facilities at the new plant; and 2) take advantage of site conditions to design and operate the submerged membrane system by gravity-induced siphon, saving the City significant capital and operations and maintenance (O&M) costs. Once completed, the new Fullerton Water Filtration Plant (WFP) will be the largest low-pressure membrane plant in North America, and the largest gravity-siphon design in the world.

Between 1860 and 1910, Berlin and Cairo went through a period of dynamic transformation. During this period, a growing number of contemporaries in both places made corresponding arguments about how urban change affected city dwellers’ emotions. In newspaper articles, scientific treatises, and pamphlets, shifting practices, such as nighttime leisure, were depicted as affecting feelings like love and disgust. Looking at the ways in which different urban dwellers, from psychologists to revelers, framed recent changes in terms of emotions, this book reveals the striking parallels between the histories of Berlin and Cairo. In both cities, various authors associated changes in the city with such phenomena as a loss of control over feelings or the need for a reform of emotions. The parallels in these arguments belie the assumed dissimilarity between European and Middle Eastern cities during the nineteenth century. Drawing on similar debates about emotions in Berlin and Cairo, the book provides a new argument about the regional compartmentalization of urban history. It highlights how the circulation of scientific knowledge, the expansion of empires, and global capital flows led to similarities in the pasts of these two cities. By combining urban history and the history of emotions, this book proposes an innovative perspective on the emergence of different, yet comparable cities at the end of the nineteenth century.


Commissioned by the English East India Company to write about contemporary nineteenth-century Delhi, Mirza Sangin Beg walked around the city to capture its highly fascinating urban and suburban extravaganza. Laced with epigraphy and fascinating anecdotes, the city as ‘lived experience’ has an overwhelming presence in his work, Sair-ul Manazil. Sair-ul Manazil dominates the historiography of eighteenth- and nineteenth-century compositions on Delhi in Persian and Urdu, and remains unparalleled in its architecture and detailed content. It deals with the habitations of people, bazars, professions and professionals, places of worship and revelry, and issues of contestation. Over fifty typologies of structures and several institutions that find resonance in the Persian and Ottoman Empires can also be gleaned from Sair-ul Manazil. Interestingly, Beg made no attempt to ‘monumentalize’ buildings; instead, he explored them as spaces reflective of the sociocultural milieu of the times. Delhi in Transition is the first comprehensive English translation of Beg’s work, which was originally published in Persian. It is the only translation to compare the four known versions of Sair-ul Manazil, including the original manuscript located in Berlin, which is being consulted for the first time. It has an exhaustive introduction and extensive notes, along with the use of varied styles in the book to indicate the multiple sources of the text, contextualize Beg’s work for the reader and engage him with the debate concerning the different variants of this unique and eclectic work.
