Planning the adaptation of agriculture and forestry landscapes to climate change remains challenging due to the need for integrating substantial amounts of information. This information ranges from climate scenarios, geographical site information, socio-economic data and several possible adaptation measures. Thus, there is an urgent need to have a framework that is capable of organizing adaptation strategies and measures in the agriculture and forestry sectors in Mediterranean climatic regions. Additionally, this framework should provide a cause effect relation with climate vulnerability to adequately support the development of adaptation planning at municipal and local (farm) level. In this context, we propose to test and evaluate a framework for climate adaptation of the agriculture and forestry sectors, based on the local causal-effect relation between adaptation strategies and measures and the level of vulnerability reduction achieved for Mediterranean areas. The framework was developed based on the combination of the DPSIR (Driving forces, Pressures, State, Impacts, Responses) and Vulnerability frameworks and reviewed 162 practical adaptation measures, further organized into strategies, complemented by a set of efficacy indicators. The framework was tested with 70 stakeholders in six stakeholder workshops for the planning of two farms and one municipal climate adaptation study, that are now in actual implementation and monitoring. The framework is composed by a set of eight adaptation strategies in which adaptation measures are clustered and assessed using efficacy indicators. In the evaluation of the adaptation framework, 96% of stakeholders considered its content as good or very good and 89% considered the final outcomes as good or very good. Finally, the framework was also used to assess and compare the adaptation strategies and measures presented in the climate adaptation plans of the three case studies. On average, 52.2% of the adaptation measures selected by the three case studies are dedicated to Ecosystem Resilience, 30.9% to Adaptive Capacity, 9.1% to Microclimates, 7.4% to Protection, and 0.3% to Mitigation strategies. This framework was considered effective in supporting adaptation planning at farm and municipal levels and useful to assess and compare adaptation plans in the frame of vulnerability reduction. Future studies can further contribute to support adaptation planning in these sectors by using, developing and streamlining this framework to additional and different socio-ecological contexts.


This is the first book to treat the major examples of megadrought and societal collapse, from the late Pleistocene end of hunter–gatherer culture and origins of cultivation to the 15th century AD fall of the Khmer Empire capital at Angkor, and ranging from the Near East to South America. Previous enquiries have stressed the possible multiple and internal causes of collapse, such overpopulation, overexploitation of resources, warfare, and poor leadership and decision-making. In contrast, Megadrought and Collapse presents case studies of nine major episodes of societal collapse in which megadrought was the major and independent cause of societal collapse. In each case the most recent paleoclimatic evidence for megadroughts, multiple decades to multiple centuries in duration, is presented alongside the archaeological records for synchronous societal collapse. The megadrought data are derived from paleoclimate proxy sources (lake, marine, and glacial cores; speleothems, or cave stalagmites; and tree-rings) and are explained by researchers directly engaged in their analysis. Researchers directly responsible for them discuss the relevant current archaeological records. Two arguments are developed through these case studies. The first is that societal collapse in different time periods and regions and at levels of social complexity ranging from simple foragers to complex empires would not have occurred without megadrought. The second is that similar responses to megadrought extend across these historical episodes: societal collapse in the face of insurmountable climate change, abandonment of settlements and regions, and habitat tracking to sustainable agricultural landscapes. As we confront megadrought today, and in the likely future, Megadrought and Collapse brings together the latest contributions to our understanding of past societal responses to the crisis on an equally global and diverse scale.

AbstractCoastal cities are exposed to high risks due to climate change, as they are potentially affected by both rising sea levels and increasingly intense and frequent coastal storms. Socio-economic drivers also increase exposure to natural hazards, accelerate environmental degradation, and require adaptive governance structures to moderate negative impacts. Here, we use a social network analysis (SNA) combined with further qualitative information to identify barriers and enablers of adaptive governance in the Barcelona metropolitan area. By analyzing how climate change adaptation is mainstreamed between different administrative scales as well as different societal actors, we can determine the governance structures and external conditions that hamper or foster strategical adaptation plans from being used as operational adaptation tools. We identify a diverse set of stakeholders acting at different administrative levels (local to national), in public administration, science, civil society, and the tourism economy. The metropolitan administration acts as an important bridging organization by promoting climate change adaptation to different interest groups and by passing knowledge between actors. Nonetheless, national adaptation planning fails to take into account local experiences in coastal protection, which leads to an ineffective science policy interaction and limits adaptive management and learning opportunities. Overcoming this is difficult, however, as the effectiveness of local adaptation strategies in the Barcelona metropolitan area is very limited due to a strong centralization of power at the national level and a lack of polycentricity. Due to the high touristic pressure, the legal framework is currently oriented to primarily meet the demands of recreational use and tourism, prioritizing these aspects in daily management practice. Therefore, touristic and economic activities need to be aligned to adaptation efforts, to convert them from barriers into drivers for adaptation action. Our work strongly suggests that more effectively embedding adaptation planning and action into existing legal structures of coastal management would allow strategic adaptation plans to be an effective operational tool for local coastal governance.

Engaging people in preparing for inevitable climate change may help them to improve their own safety and contribute to local and national adaptation objectives. However, existing research shows that individual engagement with adaptation is low. One contributing factor to this might be that public discourses on climate change often seems dominated by overly negative and seemingly pre-determined visions of the future. Futures thinking intends to counter this by re-presenting the future as choice contingent and inclusive of other possible and preferable outcomes. Here, we undertook storytelling workshops with participants from the West Yorkshire region of the U.K. They were asked to write fictional adaptation futures stories which: opened by detailing their imagined story world, moved to events that disrupted those worlds, provided a description of who responded and how and closed with outcomes and learnings from the experience. We found that many of the stories envisioned adaptation as a here-and-now phenomenon, and that good adaptation meant identifying and safeguarding things of most value. However, we also found notable differences as to whether the government, local community or rebel groups were imagined as leaders of the responsive actions, and as to whether good adaptation meant maintaining life as it had been before the disruptive events occurred or using the disruptive events as a catalyst for social change. We suggest that the creative futures storytelling method tested here could be gainfully applied to support adaptation planning across local, regional and national scales.

Climate change is expected to have significant impacts on hydrologic regimes and freshwater ecosystems, and yet few basins have adequate numerical models to guide the development of freshwater climate adaptation strategies. Such strategies can build on existing freshwater conservation activities, and incorporate predicted climate change impacts. We illustrate this concept with three case studies. In the Upper Klamath Basin of the western USA, a shift in land management practices would buffer this landscape from a declining snowpack. In the Murray–Darling Basin of south-eastern Australia, identifying the requirements of flood-dependent natural values would better inform the delivery of environmental water in response to reduced runoff and less water. In the Savannah Basin of the south-eastern USA, dam managers are considering technological and engineering upgrades in response to more severe floods and droughts, which would also improve the implementation of recommended environmental flows. Even though the three case studies are in different landscapes, they all contain significant freshwater biodiversity values. These values are threatened by water allocation problems that will be exacerbated by climate change, and yet all provide opportunities for the development of effective climate adaptation strategies.
