<p>The UN Sustainable Development Goals provide a framework towards a more sustainable future.  Although each goal can be targeted separately, the greatest benefit is to be had in ensuring that projects exploit synergies between different goals, are developed with an interdisciplinary perspective, and integrate different stakeholders across academia, business, government, NGOs, and communities.</p><p>In combination, Renewable Energy Systems (RES) and distributed ‘smart’ energy networks (SEN) provide opportunities to drive down CO<sub>2</sub> emissions, clearly addressing SDG13, ‘climate action’.  However, significant potential exists to positively contribute to a wider suite of goals as well as the potential to negatively impact other aspects. Addressing these tensions and opportunities requires development of a detailed understanding of the full societal, economic and environmental impacts of such developments.</p><p>Such integrated renewable energy systems and smart energy networks are in the early stages of development.  Taking a ‘living laboratory approach’ enables the development and live-testing of new energy systems, including the opportunity to consider full life cycle assessment impacts and benefits, as well as investigate and co-develop interactions with end-users.  Here we outline the potential of one of Europe’s largest ‘at scale’ multi-vector smart energy systems, developed as a ‘living laboratory’ at Keele University in the UK, to demonstrate an integrated approach to addressing the UN’s SDGs through integrated RES-SEN systems. The scale and scope of the project provides the opportunity for the detailed analysis required to provide a model of a scalable, integrated RES-SEN approach as part of an evolving energy landscape, where multi-vector renewables, and distributed energy and storage provide new models for decarbonisation, whilst also contributing more widely to the UN’s SDGs.</p><p>This project represents an ambitious and innovative demonstrator programme that brings together multiple stakeholders to explore the potential for addressing the core SDGs of ‘climate action’, ‘affordable and clean energy’, ‘sustainable cities and communities’, ‘decent work and economic growth’, and ‘industry, innovation and infrastructure’, while exploring the additional potential impacts and benefits to ‘quality education’, ‘life on land’ and ‘partnerships for the goal’. The programme of work focusses on technical developments, societal adoption and full economic life-cycle assessment, which combined are developing a blue print for the integration of RES-SEN technologies across the evolving energy landscape by working in partnership with key industrial and commercial partners to contribute to a wide array of the UN’s SDGs.  </p><p> </p>

Over 90% of Uganda's power is generated from renewable sources. Standardised Implementation Agreements and Power Purchase Agreements create a long-term relationship between Generating Companies and the state-owned off-taker guaranteed by Government. The COVID-19 pandemic and measures to curb the spread of the virus have triggered the scrutiny and application of force majeure (FM) clauses in these agreements. This article reviews the FM clauses and considers their relevance. The authors submit that FM clauses are a useful commercial tool for achieving energy justice by ensuring the continuity of the project, despite the dire effects of the pandemic. Proposals are made for practical considerations for a post-COVID-19 future which provides the continued pursuit of policy goals of promoting renewable energy sources and increasing access to clean energy, thus accelerating just energy transitions.

The Renewable Energy Directive and the Electricity Market Directive, both parts of the Clean Energy for all Europeans Package (issued in 2019), provide supranational rules for renewable energy communities and citizen energy communities. Since national transpositions need to be completed within two years, Austria has already drafted corresponding legislation. This article aims at providing a detailed comparison of the European guidelines and the transposition into Austrian law. The comparison not only shows how, and to what extent, the European guidelines are transposed into Austrian law, but also helps to identify loopholes and barriers. The subsequent discussion of these issues as well as positive aspects of the Austrian transposition may be advantageous for legislators and policy makers worldwide in their process of designing a coherent regulatory framework. It is concluded that experts from different areas (i.e., project developers, scientists concerned with energy communities, energy suppliers and grid operators) should be closely involved in the law-making process in order to introduce different perspectives so that a consistent and supportive regulatory framework for energy communities is created.

Energy plays a central part in economic development, yet alongside fossil fuels bring vast environmental impact. In recent years, renewable energy has gradually become a viable source for clean energy to alleviate and decouple with a negative connotation. Different types of renewable energy are not without trade-offs beyond costs and performance. Multiple-criteria decision-making (MCDM) has become one of the most prominent tools in making decisions with multiple conflicting criteria existing in many complex real-world problems. Information obtained for decision making may be ambiguous or uncertain. Neutrosophic is an extension of fuzzy set types with three membership functions: truth membership function, falsity membership function and indeterminacy membership function. It is a useful tool when dealing with uncertainty issues. Entropy measures the uncertainty of information under neutrosophic circumstances which can be used to identify the weights of criteria in MCDM model. Meanwhile, the dissimilarity measure is useful in dealing with the ranking of alternatives in term of distance. This article proposes to build a new entropy and dissimilarity measure as well as to construct a novel MCDM model based on them to improve the inclusiveness of the perspectives for decision making. In this paper, we also give out a case study of using this model through the process of a renewable energy selection scenario in Taiwan performed and assessed.

More and more households are using renewable energy sources, and this will continue as the world moves towards a clean energy future and new patterns in demands for electricity. This creates significant novel challenges for Distribution Network Operators (DNOs) such as volatile net demand behavior and predicting Low Voltage (LV) demand. There is a lack of understanding of modern LV networks’ demand and renewable energy sources behavior. This article starts with an investigation into the unique characteristics of householder demand behavior in Jordan, connected to Photovoltaics (PV) systems. Previous studies have focused mostly on forecasting LV level demand without considering renewable energy sources, disaggregation demand and the weather conditions at the LV level. In this study, we provide detailed LV demand analysis and a variety of forecasting methods in terms of a probabilistic, new optimization learning algorithm called the Golden Ratio Optimization Method (GROM) for an Artificial Neural Network (ANN) model for rolling and point forecasting. Short-term forecasting models have been designed and developed to generate future scenarios for different disaggregation demand levels from households, small cities, net demands and PV system output. The results show that the volatile behavior of LV networks connected to the PV system creates substantial forecasting challenges. The mean absolute percentage error (MAPE) for the ANN-GROM model improved by 41.2% for household demand forecast compared to the traditional ANN model.

Abstract The European Commission has the initiative to foster the sector of renewable energy and to build an Energy Union, with a common energy market at the level of the European Union, but is this only an utopic vision or is this possible to achieve? The topic of clean energy is very new and of great interest for the European Union, which is shown by the fact that the European Commission recently adopted on the 30th November 2016 the package “Clean Energy for All Europeans”, which contains proposals for the modernization of the energy market at the level of the European Union. But which are the challenges such a project is confronted with? According to the literature, such challenges are related to the process of liberalization of electricity markets. Conflicts between national interest and international actors of the energy market might occur. Due to the oligopolistic structure of the energy market, there are several barriers to the market entry. In order to answer to the research questions, case studies regarding the liberalization of the energy market will be analyzed in a comparative manner, offering an international overview. Furthermore, the legal provisions on which the common energy policy of the European Union relies, will be analyzed, as well as their economic and social impact. The package “Clean Energy for All Europeans” comprises a proposal of the revised Renewable energy Directive, energy efficiency measures and issues related to the Energy Union Governance. It contains as well proposals for the electricity market design, which will be analyzed and the present paper outlines the contribution of this proposal in building a common energy market of the European Union. What role does competition play in implementing the common energy market of the European Union? Which role do competition authorities have in this context? These are interesting aspects to be analyzed in the present paper.

AbstractCurrent development of renewable energy systems (RES) is characterised by an increasing participation of citizens in the upstream decision-making process. These citizens can be future users of the RES but also members of a Renewable Energy Community that develop RES. They can be at the same time Renewable Energy producer, investor and consumer. Moreover, several type of businesses and terms are used to cope with social innovations within the energy sector: local renewable projects, sustainable energy communities or community of renewable energy production. So, actors' engagement opens new solutions for designers who are induced to share alternatives before making decisions. They usually impose constraints since the early phases of the design process. This approach implies for designers to consider new criteria related to citizens motivations and barriers. This paper presents a study to define the main factors that drive people to contribute in social innovation schemes for clean-energy transition. After a state of the art, a survey about 6 main factors and 18 criteria is presented. The analysis based on the responses from 34 participants (i.e. experts) reveals 2 most important factors of motivation and 2 principal barrier sources.

The energy transition in Europe requires not only the implementation of technological innovations to reduce carbon emissions but also the decentralised extension of these innovations throughout the continent, as demonstrated by the ‘Clean Energy for All Europeans’ package. However, decentralised energy generation, and specifically electricity generation, as it gives rise to new players and interactions, also requires a review of the energy planning process. In this sense, governance becomes the key concept for understanding the implementation of the energy transition in a territory. This is particularly visible in a cross-border setting, especially considering cross-border cooperation in the development of renewable energy sources (RES) provides the necessary elements to determine the criteria of local regulation between the different levels of governance. In light of the current legal framework in France, this paper presents the institutional framework of the multi-level governance of the RES development planning process. It concludes that it is quite conceivable for the rationales of governance at the local level (decentralisation) and the large-scale operation of a large interconnected network (Europeanisation) to coexist.
