Through survey results on the status of management of life skills education activities to cope with climate change and disaster prevention for the sustainable development of local communities in the ethnic minority boarding high schools in the Northwestern region from 2013 to 2018, the author deeply analyzed and assessed the strengths, weaknesses, causes of strengths and weaknesses of the management of education activities on life skills to cope with climate change and disaster prevention for the sustainable development of local communities for ethnic minority students at boarding high schools for ethnic minorities in the Northwestern region in the present period and the issues raised.

AbstractThis paper explores some of the factors that limit the effectiveness of Uganda’s mother tongue-based education policy, where instruction in lower primary classes is provided in the mother tongue. Using socio-cultural and ethnographic lenses, the paper draws from the experiences of a study implemented by a Ugandan NGO in one primary school in Arua district. Findings revealed weaknesses in implementation of the MTBE policy, highlighting deficiencies in the training of teachers, and lack of sensitization of local communities to the value of MTBE. The study also highlights the need for greater involvement of many kinds of stakeholder, and in particular, it focuses on how communities can be encouraged to work together with schools. A clearer understanding of what literacy involves, and how subjects can be taught in poorly-resourced communities, can be gained by considering the contribution of funds of local knowledge and modes of expression that build on local cultural resources. However, the strategies proposed are insufficient given the flawed model of primary education that the present MTBE policy embodies. A reenvisioning of how MTBE articulates with English-medium education is also needed. Substantial rethinking is needed to address target 4.6 of SDG 4 (UNDP, Transforming our world: The 2030 agenda for sustainable development. https://sustainabledevelopment.un.org/post2015/transformingourworld (accessed 30 November 2015), 2015) which aims to ensure that “all youth and a substantial proportion of adults achieve literacy and numeracy by 2030”.

Objective - The objective of this study is to identify the food security characteristics in local communities at Napan Village, Nusa Tenggara Timur Indonesia and to study the implementation of agrarian reform principles covering asset reform and access reform, in achieving food sustainability. Methodology/Technique - The method used is a normative judicial method. The data is analysed through qualitative judicial means, supported by Focus Group Discussion, to obtain primary qualitative data. Findings - The results show that synchronization of agrarian reform programs, including asset reform with "Food Intensification Program" along with "Social Forestry Program", reinforce farmers' rights over their farmlands and assure farmland tenure and ownership. The approach of "access reform" by means of the "Food Intensification Program", integrated with government intervention, might serve as the base for achieving the inclusivity and continuity of food sustainability in Napan Novelty - This study highlights the need for central and local governments to accelerate food production in underdeveloped regions through asset and access reform programs. Land Certification, Social Forestry Program, and the Food Intensification Program can all be implemented to strengthen farmers' land rights as well as their productivity. Type of Paper - Empirical. The term “sustainable” can be found in both science and practice. As a global concept of development, it was accepted at the Conference in Rio de Janeiro in 1992 in order to overcome and find a possible way of dealing with problems connected to the development of contemporary civilization. Three dimensions of sustainable development are usually mentioned: economic, social and ecological. The paper points out the significance of the fourth dimension – cultural dimension, which is not only  significant for reaching development in the real sense of the world, but it also represents the basis for the development of local communities. The cultural dimension respects the particularities of local communities and emphasizes the maintenance of the cultural and national variety which is of special significance for multicultural societies.
