Maintaining Food Security of Local Communities in Underdeveloped Regions through Agrarian Reform in Napan Village, Indonesian

Objective - The objective of this study is to identify the food security characteristics in local communities at Napan Village, Nusa Tenggara Timur Indonesia and to study the implementation of agrarian reform principles covering asset reform and access reform, in achieving food sustainability. Methodology/Technique - The method used is a normative judicial method. The data is analysed through qualitative judicial means, supported by Focus Group Discussion, to obtain primary qualitative data. Findings - The results show that synchronization of agrarian reform programs, including asset reform with "Food Intensification Program" along with "Social Forestry Program", reinforce farmers' rights over their farmlands and assure farmland tenure and ownership. The approach of "access reform" by means of the "Food Intensification Program", integrated with government intervention, might serve as the base for achieving the inclusivity and continuity of food sustainability in Napan Novelty - This study highlights the need for central and local governments to accelerate food production in underdeveloped regions through asset and access reform programs. Land Certification, Social Forestry Program, and the Food Intensification Program can all be implemented to strengthen farmers' land rights as well as their productivity. Type of Paper - Empirical. Food security is achieved through food availability, economic and physical access, proper food utilization, and food stability. Safeguarding the access to sufficient food is more a problem than availability for the most malnourished group as food insecure households favor quantity over quality to avoid hunger.  The Nutrition and Dietetics Department of Silliman University, in partnership with the local government units of San Jose and Amlan in Negros Oriental, launched the Nutrition and Food Security Training Program to reduce the problem of malnutrition.  One of the components of the program is sustainable home garden food production, which emphasized the role of home gardening to improve access to food quality, thereby addressing nutrition security.  This qualitative study seeks to describe the views of the participants on home vegetable gardening to address food and nutrition security.  A total of 20 participants were invited to participate voluntarily in this qualitative study.  A focus group discussion was used as a qualitative tool. As a result, participants realized that having a home garden can improve nutrient consumption, provide economic benefits, and address food security of the household.  Food security was tenable within their homes through concerted efforts, patience, and love.  Barangay policymakers were encouraged to formulate legislation and include in their budget the promotion of home gardens to improve the nutritional status of their constituencies.

This paper evaluated the peace building architecture by United Nations using Southwestern Nigeria as a reference point. Quantitative data were generated from responses to the questionnaire. In addition, the qualitative data were gathered from two sources: interview response and theme coding of Focus Group Discussion. Data collected were analysed using frequency, percentage, mean value and standard deviation as well as content analysis methods. From the descriptive statistics, this paper found out that quick intervention, cross-examination, negotiation, and mediation of differences were evaluated to be the key building strategies adopted for the enhancement of peaceful co-existence in local communities within Southwestern Nigeria. In spite of those good remarks, poor nature of ethnic cooperation underlines the causal reason for incessant communal conflicts in Southwestern Nigeria. It therefore concluded that peace building strategies in Southwestern Nigeria were evidently operationalised with observable inconsistencies from the qualitative data.

<p><em>The objectives of this study are to analyze the food security condition, to analyze the external and internal factors that affect food security and to formulate strategies for improving food security to facing COVID-19’s pandemic in Bukittinggi. The primary data was collected by conducting a focus group discussion, indepht interview and questionnaire filling with purposive sampling technique. The results of descriptive analysis of secondary data indicate that the existing condition of food security in the Bukittinggi shows that the situation of food affordability is the best. The formulation of strategies for improving food security uses the analysis of Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE). Strengths, Weakness, Opportunities, and Threats (SWOT) analyzes are used to develop alternatives and priorities strategic. The most important internal factors are the adequacy of energy availability and Local Government Food Storage. The most important external factor is the market opportunity for the food sector in Bukittinggi. The total score IFE matrix of 2.64 is average and EFE matrix of 2.61. The SWOT analysis shows that Bukittinggi,s Government needs to implement a strategy of increasing cooperation with vertical agencies, the central government, between local governments, private sectors, and the mass media.</em></p><p><em><br /></em></p><p>Penelitian ini bertujuan untuk menganalisis situasi ketahanan pangan, menganalisis faktor eksternal dan internal yang mempengaruhi ketahanan pangan dan merumuskan strategi untuk meningkatkan ketahanan pangan dalam menghadapi pandemi COVID-19 di Kota Bukittinggi. Data primer diperoleh berdasarkan hasil focus group discussion, indepth interview dan pengisian kuesioner oleh responden terpilih. Hasil analisis deskriptif data sekunder menunjukkan bahwa situasi objektif (existing condition) ketahanan pangan di Kota Bukittinggi dinilai dari ketiga pilarnya menunjukkan situasi keterjangkauan pangan adalah yang terbaik dan diikuti pilar pemanfaatan pangan dan terakhir pilar ketersediaan. Perumusan strategi peningkatan ketahanan pangan menggunakan analisis Internal Factor Evaluation (IFE) dan External Factor Evaluation (EFE). Analisis Strengths, Weakness, Opportunities, and Threats (SWOT) digunakan untuk menyusun alternatif dan prioritas strategi. Faktor internal yang paling penting adalah kecukupan ketersediaan energi dan Cadangan Pangan Pemerintah Daerah (CPPD). Faktor eksternal yang paling penting adalah peluang pasar untuk sektor pangan di Kota Bukittinggi. Total skor matriks IFE sebesar 2,64 dan matriks EFE sebesar 2,61. Analisis SWOT menunjukkan Pemerintah Kota Bukittinggi perlu melakukan strategi peningkatan kerjasama dengan instansi vertikal, dengan pemerintah pusat, antar pemerintah daerah, sektor swasta serta media massa.</p>

The Basic Shelf Experience is a program designed to assist people living on limited incomes to make better use of their food resources. The purpose of this research was to learn if the Basic Shelf Experience program helps such people to 1. utilize food resources more effectively and 2. cope, through group support, with poverty-associated stressors that influence food security. Both quantitative and qualitative methods were used to evaluate the program objectives. Participants completed a questionnaire at the beginning and end of the six-week program. The questionnaire asked about their food access, food security, and feelings about themselves. Participants returned for a focus group discussion and completed the questionnaire again three months after the program ended. The focus group was designed to elicit information about perceived changes, if any, attributed to the program. Forty-two people completed the questionnaires pre-program and 20 post-program; 17 participated in the three-month follow-up session. While results from quantitative data analysis indicate that program objectives were not met, qualitative data provide evidence that the program did achieve its stated objectives. Our results suggest such programs as the Basic Shelf Experience can assist people living on limited incomes to achieve food security.

Being over-dependent on imports, China has been faced with the problem of food insufficiency in recent years.This paper, with the adoption of the indicators of agricultural development and relevant models, aims to explore factors affecting food security in China, in particular, technological elements. The findings demonstrate that technology plays a vital role in improving food production. It is recommended to increase the input of science and technology and improve agricultural mechanization.

AbstractThe purpose of the article is analysis of participatory budgets as a tool for shaping decisions of local communities on the use of public funds. The authors ask the question of whether the current practice of using the participatory budget is actually a growing trend in local government finances or, after the initial euphoria resulting from participation, society ceased to notice the real possibilities of influencing the directions of public expenditures as an opportunity to legislate public policies implemented. It is expected that the conducted research will allow us to evaluate the participatory budget and indicate whether this tool practically acts as a stimulus for changes in the scope of tasks under public policies. The authors analyzed and evaluated the announced competitions for projects as part of the procedure for elaborating participatory budgeting for selected LGUs. Then, they carried out an in-depth analysis of the data used to assess real social participation in the process of establishing social policies.

Dibimbing oleh MARTUA SIHALOHO.Redistribusi lahan yang dilakukan oleh pemerintah sebuah upaya implementasi kebijakan agraria. Kebijakan agraria tersebut berupa asset reform (penataan aset) eks lahan perkebunan dengan skema legalisasi aset berwujud sertifikasi bidang lahan. Namun dalam pelaksanannya pemerintah mengklaim bahwa kebijakan tersebut merupakan agenda reforma agraria. Atas dasar klaim tersebut, penting untuk meninjau access reform (penataan akses) bekerja, karena pada hakikatnya reforma agraria merupakan asset reform (penataan aset) dan access reform (penataan akses) yang berjalan beriringan, dengan bertujuan untuk menata ketimpangan penguasaan lahan agar terwujudnya keadilan agraria (agrarian justice). Penelitian ini dilakukan dengan metode kuantitatif yang didukung kualitatif dengan pendekatan sensus. Metode yang digunakan untuk menentukan responden ialah purposive sampling dengan teknik non probability sampling. Pengolahan data menggunakan uji statistik rank spearman untuk melihat hubungan variabel. Hasil penelitian yang diperoleh menunjukan bahwa tingkat asset reform berada pada kategori rendah. The policy came in form of asset reform of ex-plantation land with asset legalization scheme (land-part certification). But the government claimed that this policy is one of the agrarian reform agenda. It is important to observe how this access reform works, because agrarian and access reform can’t be separated one another, with purpose to reduce the inequality of land tenure so that the agrarian justice can be reach. This research used quantitative method supported by qualitative data, using the census approachment. Purposive sampling with non probabilty sampling used to specify the respondent. The data processed by rank spearman statistic test to analyze the relation between variable. This research shows a low level of asset reform. The statistic test shows that the low asset reform have a strong relation to low access reform, and high inequality of land tenure.Key words: access reform, agrarian justice, agrarian reform, asset reform

In the search for efficient decisions directed at the stimulation of regional development and improvement of regions’ innovativeness and investment attractiveness, the EU regions have long ago started paying attention to local communities. In particular, Polish local governments are granted an opportunity to conduct an active spatial policy of investment attraction using various instruments. In this context, the industrial parks play an important role among the created institutes of the business environment, because they create advantages for local communities and businesses. In particular, they promote investment attraction, entrepreneurship activation, employment and jobs increase, material cost minimization, etc. At the same time, the development of entrepreneurship environment institutes requires support at national, regional, and local levels. The development will be almost impossible without the creation of proper legal, political, economic, and social conditions for their activity. The paper aims to define major stimuli of industrial park development based on the Polish experience, the economic structure of which is similar to the Ukrainian one. This will contribute to the development of the ways to boost industrial park development in Ukraine, especially in the border areas. For the matter, the author outlines the major instruments used by Polish local communities to boost investment and entrepreneurship activity in the framework of industrial park development. The scientific paper emphasizes the analysis of legislation on creation, functioning, and support of Polish industrial park development, and further perspectives of their activity. Special attention is paid to general characteristics of the condition of industrial parks located in Polish border regions. The advantages of each of them are determined and examples of their creation and development are given. The research resulted in the allocation of two groups of stimuli of industrial parks development which are the precondition, according to the author, of industrial parks becoming the instrument of investment attraction, economic boost of the territories, and entrepreneurship activity growth: the stimuli of development of industrial parks’ organizational structure (public financial assistance; information and advisory support; grans of European funds; international cooperation / partnership; independent spatial policy at the local level) and the stimuli of entrepreneurship development in industrial parks (infrastructure (physical and soft); public financial assistance; tax incentives; investment grants; financial loans).
