Conceptualising value chain research to integrate multiple food system elements

AbstractThe objective of this paper is twofold: firstly, it analyzes the evolution of frauds in the Italian wine value chain over the period 2007–2015, and then, using a properly disaggregated social accounting matrix (SAM) of the Italian economy, it simulates the impact of wine frauds on the national economy in terms of growth, employment, value added and income. The wine industry is the sector most exposed to frauds within the Italian agro-food system accounting for 88% of total value of seized agro-food outputs. Most irregularities (95%) are made by only three agents, specifically individual wineries, bottlers-wholesalers and retailers. We estimated industry-specific SAM multipliers to assess the share of the Italian economy depending on irregular wine production. These activities account for 11.5% of specialized permanent crop farms output and over 25% of wine industry output. This is a sign of vulnerability of the wine industry: should a food scandal/scare determine a drop in consumers’ demand, the negative effect on production activities of these sectors may be large. The SAM was also used to perform an impact analysis adopting a counterfactual approach. Results show a slightly positive increase of value added (6 million euro) along with an overall decrease in the activity level (an output loss of 406 million euro and more than six thousand full time jobs lost). This contractionary effect can be explained with fraud rents. Indeed, the extra-profits from frauds do not activate the economy circular flow as most of them leak out to exogenous accounts such as the public administration and the rest of the world.

Purpose The analysis of the concept of resilience in supply chain management studies mostly focuses on the downstream side of the value chain and tacitly assumes an unlimited supply of raw materials. This assumption is unreasonable for agricultural value chains, as upstream disruptions clearly have a material impact on the availability of raw materials, and indeed, are a common source of supply problems. This paper aims to present a framework for the operationalisation of the concept of socioecological resilience in agricultural value chains that incorporates upstream activities. Design/methodology/approach A citation network analysis was adopted to review articles. A conceptual framework is then advanced to identify elements of resilience and indicators relevant to tropical agricultural value chains. Findings There are limited studies that assess resilience in the food chain context. Flexibility, collaboration, adaptability and resourcefulness are key elements for assessing resilience at the individual chain actor level. However, the paper argues that adaptability is the relevant element for the assessment of resilience at an aggregate food system level because it considers the alteration of a system’s state of resilience. Practical implications The proposed framework and propositions accommodate stakeholder interactions in the value chain and could serve as a tool to guide the assessment of resilience in agricultural value chains. Originality/value This paper is one of the few to extend resilience to cover the socioecological interaction aspects for supply chains that yield the raw materials needed for continuity in channel-wide value creation processes.

Salmon is the most consumed farmed seafood in the EU and there is no indication that demand will abate. Yet salmon aquaculture’s environmental impacts are significant, and its future is likely to be shaped by demands of increased but at the same time more sustainable production. This study developed an integrated theoretical framework based on the multi-level perspective (MLP) and a global value chain (GVC) governance framework and applied it to the global farmed salmon value chain. The objective was to provide insights on the most likely transition pathway towards sustainability based on industry and expert perspectives. The perceptions on challenges and drivers of change, were gathered through focus groups and in-depth interviews, and fitted to the integrated framework to facilitate the transition pathway analysis. Viewing the qualitative findings in the context of the MLP framework provided information about the current workings of the system, the drivers of change in the socio-technical landscape and niche-innovations and their potential to challenge or enhance the current system and thus indicated possible system transitions. To emphasize the role of industry actors in shaping the future of the salmon value chain, the analysis was strengthened using the GVC model which added information about power relations, signaling the ability of system actors to motivate or resist change. The findings indicate that, due to resistance in the regime and the fact that niche-innovations are not yet sufficiently developed, the farmed salmon value chain will continue to be predominated by traditional sea-based aquaculture but that there will be a gradual shift towards more diversity in terms of production methods in response to landscape pressures. The discussion addresses sustainability challenges and policy implications for the farmed salmon value chain and highlights the need for a food system perspective.

The rapid expansion of modern food retail encapsulated in the so-called ‘supermarket revolution’ is often portrayed as a pivotal driving force in the modernization of agri-food systems in the Global South. Based on fieldwork conducted on horticulture value chains in West Java and South Sulawesi, this paper explores this phenomenon and the concerted efforts that government and corporate actors undertake with regard to agri-food value chain interventions and market modernization in Indonesia. The paper argues that after more than 15 years of ‘supermarket revolution’ in Indonesia, traditional food retail appears not to be in complete demise, but rather adaptive and resilient to its modern competitors. The analysis of local manifestations of supermarket-led agricultural development suggests that traditional markets can offer certain advantages for farmers over supermarket-driven value chains. The paper further identifies and discusses two areas that have so far been neglected by research and policymaking and which warrant further investigation: (i) the simultaneous transformations in traditional food value chains and their relation to modern markets, and (ii) the social and environmental performances of modern vis-à-vis traditional food value chains.

Existing frameworks offer a holistic way to evaluate a food system based on sustainability indicators but can fall short of offering clear direction. To analyze the sustainability of a geographical indication (GI) system, we adopt a product-centered approach that begins with understanding the product qualification along the value-chain. We use the case of the GI Corsican grapefruit focusing on understanding the quality criteria priorities from the orchard to the store. Our results show that certain compromises written into the Code of Practices threaten the system’s sustainability. Today the GI allows the fruit to be harvested before achieving peak maturity and expectations on visual quality lead to high levels of food waste. Its primary function is to help penetrate mainstream export markets and to optimize labor and infrastructure. Analyzing the stakeholders’ choices of qualification brings to light potential seeds for change in the short run such as later springtime harvests, diversification of the marketing channels, and more leniency on the fruit’s aesthetics. These solutions lead us to reflect on long-term pathways to sustainable development such as reinforcing the fruit’s typicality, reducing food waste, reorganizing human resources, and embedding the fruit into its territory and the local culture.

In this article, we offer a contribution to the ongoing study of food by advancing a conceptual framework and interdisciplinary research agenda – what we term ‘food system resilience’. In recent years, the concept of resilience has been extensively used in a variety of fields, but not always consistently or holistically. Here we aim to theorise systematically resilience as ananalyticalconcept as it applies to food systems research.  To do this, we engage with and seek to extend current understandings of resilience across different disciplines. Accordingly, we begin by exploring the different ways in which the concept of resilience is understood and used in current academic and practitioner literatures - both as a general concept and as applied specifically to food systems research. We show that the social-ecological perspective, rooted in an appreciation of the complexity of systems, carries significant analytical potential. We first underline what we mean by the food system and relate our understanding of this term to those commonly found in the extant food studies literature. We then apply our conception to the specific case of the UK. Here we distinguish between four subsystems at which our ‘resilient food systems’ can be applied. These are, namely, the agro-food system; the value chain; the retail-consumption nexus; and the governance and regulatory framework. On the basis of this conceptualisation we provide an interdisciplinary research agenda, using the case of the UK to illustrate the sorts of research questions and innovative methodologies that our food systems resilience approach is designed to promote.

In this study, the value chain perspective was combined with a food systems approach to assess food system responses in the value chain and external drivers from environmental and socioeconomic perspectives. The research object was the Swedish value chain for vegetables, with the aim of providing a comprehensive picture of current trends and drivers and identifying future developments important for vegetable growers, producer organizations, wholesalers and retailers. The empirical data is based on in-depth interviews with key-decision makers in the Swedish value chain, constituting a single case. The point of departure is that key actors in this chain, from producer organizations to retailers, can provide a comprehensive picture on the category’s past development and future directions. A combined food systems and value chain approach has been applied. Drivers and chain responses have been identified and categorized into six main categories related to: (1) health; (2) consumer interest for food and variation; (3) convenience; (4) origin; (5) sustainability; and (6) urbanization. Value chain responses and future challenges as well as aspects on value chain dynamics and sustainability issues in the food system are presented and discussed.

<p>As transnational capital continues to penetrate the agricultural sectors of developing countries, agri-food production-consumption is increasingly organised at the global scale. This has profound implications for small-scale farmers in the global South, who are being integrated into a globalising agri-food system geared towards the provision of agricultural commodities to meet the demands of wealthy consumers in Northern markets. Chile is one country that has purposefully inserted itself into the world trading system as an agri-exporter - a strategy that has fundamentally transformed Chilean agriculture. Framed within an examination of agrarian transformations in Chile and a world-historical account of agri-food globalisation, this thesis critically examines local-global linkages engendered by agri-food globalisation through a case study of export-oriented Chilean smallholder raspberry growers. The study aims to understand the structure and dynamics of the global value chain for raspberries, and to determine the livelihood implications of smallholder growers' participation in it. A detailed, locality case study was conducted in Yerbas Buenas - an important site of raspberry production within Chile - combining analysis of the raspberry value chain, and an in-depth survey of grower livelihoods. The value chain component focuses on key chain actors and functions within Chile, examining the role of public and private sector organisations governing and coordinating activities along the chain. The livelihoods component examines the significance of raspberry production within diversified household livelihood strategies, considering key assets, capabilities and mediating factors shaping smallholders' access to the value chain. Additionally, the research seeks to explore synergies and tensions between global value chain and sustainable rural livelihoods approaches, and to consider their integrative potential. The thesis finds that increasing competitive pressures, particularly arising from the evolving quality requirements of key overseas buyers, are seriously undermining the capacity of smallholder growers to participate in the chain. While existing private and public sector support is necessary for the participation of the smallest growers, it is not sufficient to secure their survival. It is argued that the neoliberal macroeconomic model represents a major barrier to smallholder participation, as the modernising agri-export-led growth strategy that it underpins can not accommodate the degree of intervention or the redistribution of resources required to address socio-economic inequality in the Chilean countryside.</p>

The Nairobi pork food system is a growing livestock sub-sector which serves as a source of food and livelihood to its inhabitants. The study aimed to map Nairobi's pork value chains, assess their governance, operational challenges and their impacts on food safety risks and management practices. Qualitative data were collected in seven focus group discussions and 10 key informants' interviews on animal movements and product flows, stakeholders' interactions, perceptions on system governance and challenges, and on their potential impact on food safety management. Quantitative data were obtained to show the importance of flows, business operations and market share. Thematic analysis was conducted to identify themes that provide understanding on the governance, challenges and food safety practices in each profile. The predominant chains identified were [1] The “large integrated company” profile which accounted for 83.6% of pork marketed through abattoirs, and was based on a well-structured supply system, with owned farms (representing 50% of their supply), contract farms and semi-contract farms and [2] Local independent abattoirs, accounting for 16.4%, are privately owned small-scale production, supplied mainly (70%) by small farmers from the immediate neighboring areas. The main challenges associated with governance themes included; (i) Inadequate/lack of enforcement of existing regulation (ii) Negative effect of devolution system of governance (iii) Pig traders' dominance (iii) Lack of association at all system nodes, and (iv) Male dominance across the pig system. The main challenges reported included; (i) Lack of capital to upscale (ii) Poor infrastructure (iii) Pig shortage (iv) Excessive regulation (v) Lack of training (vi) Diseases (v) Lack of knowledge (vi) Unfair competition. Food safety themes were associated with (i) Inadequate slaughter facilities forcing traders/farmers to undertake home slaughter (ii) Lack of knowledge on disease management (iii) Lack of training on hygienic practices in the slaughterhouse and (iv) Lack/insufficient capital to purchase equipment's to ensure proper hygiene e.g., boilers. The study provides insights into the structure of the pork system supplying Nairobi, the governance issues important to the stakeholders, challenges and food safety issues. The framework obtained can be used by policy makers and researchers to investigate and develop pork industry and for food safety and disease control programmes.

Abstract Climate change, food system complexity and changing international demands are creating new realities, challenges and opportunities. In this respect, unlocking Africa's agricultural potential is both a vital and a daunting aspiration to achieve commitments to the climate and development of the visionary and optimistic framework of Agenda 2063. In response to these challenges and drivers, climate smart agriculture (CSA) was promoted by governments and international organizations to functionally contribute to reducing vulnerability and increasing adaptation to climate change while ensuring sustainable progress in living standards, value chains and mitigation capacities of farming systems. Remarkable benefits in terms of increased productivity and performances of farming systems, enhanced farmers' resilience, environment and value chain sustainability, and developments of CSA in Africa and lock-in barriers exclusion are under way. These are because of investment in policy formulation and planning, approaches, alliances, incentives, capacity development, research, knowledge sharing, networking and engagement in bold regional and local initiatives. Side benefits from CSA are numerous for Africans in general and for producers and growers in particular. They include poverty alleviation through green growth, just and ethical transformation, gender equity and empowerment, shared prosperity and entrepreneurship via innovation. Overall, investing in CSA and particularly in Conservation Agriculture may greatly enhance a country's strategic thinking and capacity to meet the Sustainable Development Goals (SDGs).
