The peculiarities of public administration of the organizational process of the system for ensuring the development of cluster structures in the economy have been determined. The tasks of the public policy in the system of information support for the development of an innovation cluster and the use of corresponding information potential and intellectual capital have been identified. The problems and possible socio-economic conflicts in the system of implementation of the public policy on ensuring the development of the innovation cluster have been systematized. The conceptual approach to the process content of the public policy on information support for innovation clusters of the economy has been presented. The algorithm for implementing the public policy on information support for the development of innovation clusters has been proposed. The structure of the mechanism of public administration on the use of information resources for the development of innovation clusters in the economy of Ukraine has been proposed. It has been stated that the development and implementation of the public information policy for the development of clusters are based on the conceptual principles of their functioning, goals, and objectives, which are focused on the direct formation and implementation of the information potential of clustering participants. Qualitative and quantitative analyses of the relationship between the Accelerated Reader (AR), a computerized reading management program, and information policy, information literacy, and knowledge management are drawn from data collected in the U.S., Scotland, and England. A study of 632 of the poorest U.S. schools shows a strong relationship between national information policy regarding achievement in the No Child Left Behind Act of 2001 and local decisions to use AR, expectations for literacy, and library collection development. Investigation in the U.K. schools finds that (a) motivational style interacts with gender in relation to the competitive and social aspects of the AR program, (b) the level of program implementation does not correlate with breadth of reading, and (c) management aspects of the program are not utilized effectively. Results suggest that how the AR program relates to information policy, information literacy, and knowledge management has importance for school librarians and libraries

This chapter examines institutions of information access and the potential for information asymmetry in China and India, both of which have recently adopted access-to-information regulations and legislation, respectively. An examination of these two countries largely is a study of most-different cases. The chapter uses the framework of institutionalism to follow the history of government information policy in both nations and to examine measurements of the political, cultural, and economic environments in which access-to-information legislation is adopted, implemented, enforced, and used by the public.

Social media has grown remarkably and transform the communication mechanism. This recent advent of social media has escalated the hope of better and increase quality of users’ participation. This paper thus studies the impact of the determinants of social media usage on information policies, in particular information stewardship and usefulness. A combination of literary analysis, descriptive statistics of data from PEW Internet, and content analysis from interview were used as methodology to support the arguments. This study argues for five challenges related to the technological and users’ related usage of social media. These challenges are: a) clarity of users’ identity, b) conflict of information ownership & confidentiality, c) distinguishing public versus private information, d) definition of records & creation of meta data, and e) longevity of data & retention of records. Furthermore, this study proposes four critical factors that should be consider in the design and development of information policy governing the steward and use of information. These critical factors are: a) information credibility, integrity, and accuracy, b) security, privacy, and confidentiality of information, c) ensuring information access and availability, and d) data sharing and public-private partnership.

Resumo Discute-se a construção de políticas de informação, do ponto de vista da reflexão epistemológica e da proposição metodológica. Com base em trabalhos de Bruno Latour e Bernd Frohmann, aponta-se uma abordagem capaz de favorecer o enfrentamento dos desafios identificados no campo em questão. Para dar a essa abordagem uma materialidade que contemple a dinâmica de múltiplos níveis locais e globais presente no processo da construção política, indica-se a articulação de modelos analíticos propostos por Boaventura de Sousa Santos e Janete Maria Lins de Azevedo. A discussão visa propiciar a identificação de possibilidades e o apoio ao desenvolvimento de estratégias ligadas à conquista de uma relação menos desequilibrada entre pressões globais e potencialidades locais. Toma-se como horizonte uma forma de atendimento a demandas locais de acesso a informação desenvolvida em paralelo com a construção de condições locais adequadas a uma participação na “sociedade da informação” que garanta espaço para a manifestação da identidade cultural, com menor risco de submissão a uma lógica de subalternidade.Palavras-chave política de informação, regime de informação, epistemologia política, multiculturalismo, contra-hegemonia.Abstract This paper discusses the construction of information policies from the standpoint of epistemological reflection and methodological proposition. Theorizations developed by Bruno Latour and Bernd Frohmann are the point of departure for choosing an approach that allows adequate confrontation of the various challenges that construction meets. We also advance the suggestion of articulating analytical models proposed by Boaventura de Sousa Santos and Janete de Azevedo, so as to deal with the multiple-level dynamics of local and global interactions involved in policy construction. Our discussion aims at paving the way to the identification of possibilities and the stimulation of strategy development in situations involving the pursuit of a less unbalanced relationship between local potentialities and global pressures. The horizon weenvision associates answering local demands for information access with creating adequate local conditions to participating in “information society” with enough space guaranteed for the manifestation of cultural identity and lesser risk of subscription to subalternity. The current issue of information access for different nations within one state is examined. The media of Quebec, the only francophone province of Canada, give us a clear example. However, Russian scholars almost disregard this domain. Therefore, the research is based on the Canadian works (M. Brunet, A. Beaulieu and J. Hamelin, W.H. Kesterton) in French and in English. The Royal Commission on Newspapers Report (1981), which described two separate media systems (French media and English media), was used as well. The focus is on the Franco-Canadian national problem and its influence on Quebec media historic evolution. This process moves from bilingual editions (two first newspapers were published in French and in English simultaneously) to modern monolingual media system. Through comparative analysis, the relationship between media bilingualism and media monolingualism in Quebec of 18-21st centuries is examined. Quebecs modern information politics can be defined as media regionalism (French language and specific Quebec content). Media regionalisms object is to resist federal doctrine one country - one nation with two languages, the base of Official Language Act (1969). As a result, the absence of traditional federal official media bilingualism in Quebec, which tries to save its national heritage by media regionalism, was discovered.
