A development and evaluation the Cloud Computing (ClComp) of Ministry of Electricity and Energy of Egypt (MEEE) is presented in this paper. In order to be able to judge whether the ClComp of MEEE is competence, there is a need to develop criteria which performance can judged. Competency based standards and the ability to perform the activities within an occupation to the standard expected in the organization structure are presented. The key objective of Cloud Computing is to integrate Authorized Groups (AuthGs) development with the needs of the organization structures of MEEE. The ClComp of MEEE was developed jointly between the telecommunication information technology and ClComp services. Evaluation enables participant to distinguish between AuthGs centered view and a customer centered view of cloud computing of MEEE is competence evaluation. Recognize the main types of evaluation, explain the purpose of evaluation compare the approaches to cloud computing evaluation and review the relationship between the process and policy of evaluation are investigated. Microprocessor architecture presented an optimistic view of multicore scalability to develop the ClComp. Moreover this paper investigates the theoretical analysis of multiprocessor developing and scalability. The analysis was based on the laws of Amdahl's, Gustafson's, Hill's and Marty for fixed-workload condition. Moreover, challenged the difficulties to develop better cloud computing is taken into account. Also, multicore analysis of ClComp scalability, performance and power under fixed-time and memory-bound conditions are studied. These results complement existing studies and demonstrate that ClComp architectures are capable of extensive scalability and developing.

Purpose – The purpose of this paper is to define the problem and to initiate discussion on library evaluation as significant part of institutional evidence-based management from public administration approach. Design/methodology/approach – In order to fulfilling the purpose, special attention to present the concepts of valuing information, library performance evaluation, measurement, etc. is drawn, main evaluation functions are analysed. Economic aspects of information services vs intellectual ones are discussed. Consistent patterns and principles of public administration as well as possibilities of public administration influence in creation of systematic base of library performance evaluation as well as of information services impact to the user are analysed. Findings – The paper provides insights about different aspects of information services evaluation. Results of analysis of economic aspects of information services vs intellectual ones are presented, consistent patterns and principles of public administration, possibilities of public administration influence in creation of systematic base of library performance evaluation as well as of information services impact to the user possibilities are presented. Originality/value – The paper fulfills need to study how public administration could involve library evaluation as tool for evidence-based decision making.

Objectivo: identificar parâmetros que se utilizan para evaluar el bienestar del recién nacido.Síntesis del contenido: revisión integrativa de la literatura, realizada en las bases PubMed y Biblioteca Virtual de Salud (bvs), que utilizó los descriptores “apgar score”, “neonatal outcomes”, “fetal vitality” y “health services evaluation”. El recorte temporal fue de enero del 2011 a diciembre del 2016. Se importaron los resúmenes para el software Endnote Web®, para la remoción de duplicados y los remanentes exportados para el software Covidence®, lo que permitió la selección de la muestra final por dos investigadoras, de forma independiente. La muestra final incluyó 17 estudios. Los parámetros más utilizados fueron admisión del neonato en Unidad de Cuidados Intensivos en las primeras 24 a 48 horas de vida y el índice de Apgar, pero hubo variaciones en la mensuración de esos parámetros entre los estudios. Otros parámetros fueron: peso al nacer, temperatura corporal, natimortalidad y mortalidad neonatal. El Apgar, a pesar de utilizado mundialmente, posibilita subjetividad en la evaluación de algunas variables; este puede evaluar la respuesta del bebé a las maniobras empleadas en el atendimiento en sala de parto, pero no debe ser un parámetro decisorio para instituir o no maniobras de reanimación.Conclusión: algunos parámetros fueron comunes entre los estudios, sin embargo pueden agregarse otros parâmetros al abordar patologías específicas. Se considera importante entrenar enfermeiros en la medición del Apgar, pues son professionales responsables por el cuidado de la madre y el bebé 24 horas del día y, en muchos servicios, por la primera atención del recién nacido.

Software-Defined Network (SDN) as architecture network that separates the control and forwarding functions, so that network operators and administrators can configure the networks in a simple and centrally between thousands of devices. This study is designed and evaluate the Quality of Services (QoS) performances between the two networks employed SDN-based architecture and without SDN-based. MinNet as a software emulator used as a data plane in the network Software Define Network. In this study, comparison of the value of the QoS on the network based on Software Defined Network and traditional network during the test run from the source node is investigated. Network testing by using traffic loads. Traffic loads are used starting from 20Mbps-100Mbps. The result is verified that the QoS analysis of the Software-Defined Network architecture performed better than conventional network architectures. The value of the latency delay on the Software Define Network range between 0,019-0,084ms, and with 0% packet loss when addressed the network traffics of 10-100Mbps.
