We examined the main effect of message appeal (emotional and logical) and coping style (monitors and blunters) and the interaction effect between the two on risk message processing outcomes. Participants were 74 U.S. undergraduate and graduate students who read news stories about tornadoes, then rated their risk message processing outcomes. Results showed that emotional appeals led to a higher risk perception, probability of risk occurrence, and more accurate recognition memory than did logical appeals. Further, we found significant interaction effects between message appeal and coping style on risk perception. When message appeals were emotional, monitors perceived a higher risk and probability of risk occurrence than did blunters; however, when message appeals were logical, this difference between monitors and blunters disappeared. The findings suggest that (a) emotional appeals should be included in risk communication and (b) coping styles should be considered in effective risk communication.

In recent decades, multiple flood events have had a devastating impact on soybean production in Argentina. Recent advances suggest that the frequency and intensity of destructive flood events on the Argentinian Pampas will increase under pressure from climate change. This paper provides bottom-up insight into the flood risk for soybean production systems under climate change and the suitability of adaptation strategies in two of the most flood-prone areas of the Pampas region. The flood risk perceptions of soybean producers were explored through interviews, translated into climatic indicators and then studied using a multi-model climate data analysis. Soybean producers perceived the present flood risk for rural accessibility to be of the highest concern, especially during the harvest and sowing seasons when heavy machinery needs to reach soybean lots. An analysis of climatic change projections found a rising trend in annual and harvest precipitation and a slight drying trend during the sowing season. This indicates that the flood risk for harvest accessibility may increase under climate change. Several adaptation strategies were identified that can systemically address flood risks, but these require collaborative action and cannot be undertaken by individual producers. The results suggest that if cooperative adaptation efforts are not made in the short term, the continued increase in flood risk may force soybean producers in the case study locations to shift away from soybean towards more robust land uses.

Epidemics of dengue, chikungunya, and Zika have been threatening the Caribbean. Since risk communication (RC) plays a fundamental role in preventing and controlling diseases understanding how RC works is essential for enabling risk-reducing behavior. This multimethod qualitative study compares news reports with local’s and health professional’s perspectives, currently lacking in RC research. It was found that RC strategies were obstructed by a lack of governmental structure, organization, and communication. The content analysis showed that the majority of newspaper articles contained negative reporting on the government. Furthermore, this study shows how trust and heuristics attenuate or amplify people’s risk perceptions and possibly positively and negatively influence people’s risk-reducing behavior. A transcending approach (e.g., structural, cooperative, and multidisciplinary) of the prevention and control of vector-borne diseases and the corresponding RC is recommended.

Abstract. The likely manifestations of climate change like flood hazards are prominent topics in public communication. This can be shown by media analysis and questionnaire data. However, in the case of flood risks an information gap remains resulting in misinformed citizens who probably will not perform the necessary protective actions when an emergency occurs. This paper examines more closely a newly developed approach to flood risk communication that takes the heterogeneity of citizens into account and aims to close this gap. The heterogeneity is analysed on the meso level regarding differences in residential situation as well as on the micro level with respect to risk perception and protective actions. Using the city of Bremen as a case study, empirical data from n=831 respondents were used to identify Action Types representing different states of readiness for protective actions in view of flood risks. These subpopulations can be provided with specific information to meet their heterogeneous needs for risk communication. A prototype of a computer-based information system is described that can produce and pass on such tailored information. However, such an approach to risk communication has to be complemented by meso level analysis which takes the social diversity of subpopulations into account. Social vulnerability is the crucial concept for understanding the distribution of resources and capacities among different social groups. We therefore recommend putting forums and organisations into place that can mediate between the state and its citizens.

Limited research focuses on risk perceptions of hot weather among ethnic minority groups in remote mountain areas of China. Adopting a multi-stage sampling method, this study received completed questionnaires from 643 participates in Enshi Tujia and Miao Autonomous Prefecture of China in 2017 and 2018. We used multivariate logistic regression models to explore the factors affecting risk perceptions and coping behaviors with regards to hot weather. Results showed that despite a relatively high level of risk perception, the study population in the mountain areas of China had a very low level of preparedness in responding to the risks from heat, and a lack of professional health knowledge in general. In particular, 61.3% (95% CI: 57.1%−5.6%) of the participants felt increasing temperatures in recent years, 73.2% (95% CI: 69.3%−7.0%) thought extreme high temperatures would be a health threat, and 61.3% (95% CI: 57.1%−5.4%) reported physical discomfort during hot weather. However, only 12% (95% CI: 9.5%−4.5%) had the information or knowledge to stay healthy during the extreme high temperatures, and only 24.2% had (95% CI: 20.8%−7.6%) preparation. The logistic regression models suggested that ethnic group, health status, marital status, gender, and employment could affect their perceptions, which could significantly affect the adoption of coping behaviors. In conclusion, our findings have significant implications for developing policies and health education and promotion programs for ethnic minorities in remote regions to maintain good health during hot weather.

Abstract. During the last decade, most European countries have produced hazard maps of natural hazards, but little is known about how to communicate these maps most efficiently to the public. In October 2011, Zurich's local authorities informed owners of buildings located in the urban flood hazard zone about potential flood damage, the probability of flood events and protection measures. The campaign was based on the assumptions that informing citizens increases their risk awareness and that citizens who are aware of risks are more likely to undertake actions to protect themselves and their property. This study is intended as a contribution to better understand the factors that influence flood risk preparedness, with a special focus on the effects of such a one-way risk communication strategy. We conducted a standardized mail survey of 1500 property owners in the hazard zones in Zurich (response rate main survey: 34 %). The questionnaire included items to measure respondents' risk awareness, risk preparedness, flood experience, information-seeking behaviour, knowledge about flood risk, evaluation of the information material, risk acceptance, attachment to the property and trust in local authorities. Data about the type of property and socio-demographic variables were also collected. Multivariate data analysis revealed that the average level of risk awareness and preparedness was low, but the results confirmed that the campaign had a statistically significant effect on the level of preparedness. The main influencing factors on the intention to prepare for a flood were the extent to which respondents evaluated the information material positively as well as their risk awareness. Respondents who had never taken any previous interest in floods were less likely to read the material. For future campaigns, we therefore recommend repeated communication that is tailored to the information needs of the target population.

Understanding risk perceptions of the public is critical for risk communication. In February 2020, the Finnish Institute for Health and Welfare started collecting weekly qualitative data on coronavirus disease (COVID-19) risk perception that informs risk communication efforts. The process is based on thematic analysis of emails and social media messages from the public and identifies factors linked to appraisal of risk magnitude, which are developed into risk communication recommendations together with health and communication experts.
