By referring to the European Green Deal, this paper analyzes the “intrinsic value” of cultural heritage by investigating the human-centered adaptive reuse of this heritage. This implies questions such as how to improve the effectiveness of reuse, restoration, and valorization interventions on cultural heritage/landscapes and how to transform a cultural asset into a place, interpreted as a living ecosystem, to be managed as a living organism. The autopoietic characteristic of the eco-bio-systems, specifically focusing on the intrinsic versus instrumental values of cultural heritage ecosystem is discussed in detail. Specifically, the notion of complex social value is introduced to express the above integration. In ecology, the notion of intrinsic value (or “primary value”) relates to the recognition of a value that “pre-exists” any exploitation by human beings. The effectiveness of transforming a heritage asset into a living ecosystem is seen to follow from an integration of these two values. In this context, the paper provides an overview of the different applications of the business model concept in the circular economy, for a better investment decision-making and management in heritage adaptive reuse. Matera case is presented as an example of a cultural heritage ecosystem. To conclude, recommendations toward an integrated approach in managing the adaptive reuse of heritage ecosystem as a living organism are proposed.

Cultural heritage drives and enables sustainable urban development. The adaptive reuse of cultural heritage creates values while prolonging the lifespan of heritage. Similarly, circular economy creates value while extending the useful life of materials and elements through their reuse. Existing studies on adaptive reuse challenges seldom focus on cultural heritage properties, and they are often identified through the engagement of a limited variety of stakeholders, as compared to the actors normally involved in adaptive reuse. Filling this gap, this paper provides a preliminary baseline of challenges faced by the city of Amsterdam from the perspective of various involved stakeholders, and suggests solutions to address them. The participants represented the public, private, knowledge, and third sectors. The methods used were the following: for data collection, a multidisciplinary workshop using the steps of the Historic Urban Landscape approach as an assessment framework applied to multiple scales on adaptive reuse, and for data analysis, manifest content analysis. The results expanded the range of challenges and solutions reported by previous literature on the adaptive reuse of cultural heritage in content and scale by identifying 61 themes—e.g., knowledge and civic engagement. Tools and stakeholders were also identified. These findings provide a reference for future practice, policymaking, and decision-making, facilitating the adaptive reuse of cultural heritage to capitalize on its potential for sustainable development and circular economy.

A new movement in urban environmental policy, the circular economy (CE), aims to change how Europeans consume and produce materials and energy. Cities are taking up the CE challenge. This research inquires whether the infant CE programs in European cities include cultural heritage and adaptive reuse of cultural heritage (ARCH) buildings. ARCH buildings exemplify the central principal of the CE, which is a temporally long service life with multiple uses for several generations of users. In addition, culture and cultural heritage buildings are established drivers of socioeconomic development, urban landscape, and identity. Hypothetically, cultural heritage and adaptive reuse of cultural heritage (ARCH) buildings should be prominently included in European cities’ CE programs, particularly those cities that are highly ranked on the 2019 European Cultural and Creative Cities Monitor (Monitor). To test this hypothesis, this study creates a novel dataset that profiles the existing circular city plans of 190 European cities included in the Monitor’s ranking. Contrary to the hypothesis, just seven percent of cities in the dataset include cultural heritage. European cities are missing an opportunity to achieve their CE goals and preserve their unique identities as embodied in the built environment.

The international debate on the adaptive reuse of cultural heritage sites consistent with the Sustainable Development Goals has become increasingly important in the implementation of circular economy models for urban policies. The new values that characterize cultural assets, considered the result of a collaborative process, can enhance both manufactured and human capital, and provide the basis for a system of relationships that binds them. Furthermore, the values of historical artistic assets produced by community-based regeneration processes are particularly relevant when they characterize abandoned commons and cult buildings, to which communities attribute an identity and symbolic value. Starting from the definition of the concept of complex social value, we propose a methodological process that combines approaches and techniques typical of deliberative evaluations and collaborative decision-making processes. The aim is to identify the complex value chains generated by adaptive reuse, in which intrinsic values can play a driving role in the regeneration strategies of discarded cultural heritage. The experimentation, tested with the project “San Sebastiano del Monte dei Morti Living Lab” (SSMOLL), activates a creative and cultural Living Lab in the former Morticelli church, in the historic center of Salerno, in southern Italy. The reuse project is part of a more comprehensive process of social innovation and culture-led urban regeneration triggered in Salerno starting from SSMOLL. The partial results of the process show how a co-exploration phase has characterized the cultural characteristic of the living lab and how the co-evaluation of the individual activities orient the possible reuse scenarios. Finally, the results provide a first analysis of the relationship types activated.

The European Union identifies the cultural heritage of cities as the main driver of development strategies. From this perspective, adaptive reuse can play a decisive role not only in terms of increasing the life cycle of the heritage but also as an urban strategy capable of generating new economic, cultural, and social values, thus supporting innovative dynamics of local development. The aim is to propose an integrated evaluation model based on the combined use of multi-criteria techniques, which helps to classify adaptive reuse strategies of unused cultural heritage assets and supports decision-makers in the implementation of development strategies in vulnerable contexts. The case study focuses on the potential reuse of some historical fortifications located along the coasts of the Strait of Messina in Southern Italy. The results obtained show that the proposed model can be a useful decision support tool, in contexts characterized by high complexity, able to guarantee the transparency of the decision-making process, and in which it is necessary to highlight the elements that influence the dynamics of the choice for the construction of shared development strategies.

In recent years adaptive reuse has proven to be a promising strategy for preserving cultural heritage. When the adaptive reuse approach is used for cultural heritage, the expected outcome is not only the building protection, but the preservation of its historical and heritage significance, and the trade-off between the retention of symbolic values and the adaptation to new alternative (economically profitable) uses becomes of paramount importance. Decisions on the allocation of resources for cultural heritage preservation or development are based on a set of multiple, often conflicting, criteria, as well on the preferences of various, and not always consensual, stakeholders, who attribute different relative importance to market and non-market effects of adaptive reuse proposals. In this context, multiple criteria approaches provide a proper theoretical and methodological framework to address the complexity which characterizes adaptive reuse strategies of cultural heritage. This paper aims to contribute to this strand of literature by proposing a multicriteria decision aiding approach for ranking adaptive reuse strategies of cultural heritage. In detail, we present a novel application of the Preference Ranking Organization Method for Enrichment of Evaluations (PROMETHEE) to support the design and implementation of adaptive reuse strategies of abandoned industrial heritage in vulnerable contexts, and evaluate relative tangible and intangible effects. Industrial sites are frequently left to deteriorate, as their preservation is not considered as important as other kinds of heritage structures. Nevertheless, they are characterized by special architectural and technical features as well as by huge spaces suitable to be redeveloped for new uses. The paper focuses on the potential reuse of nine different abandoned buildings located in an industrial valley in the North-West of Italy, with a strong presence of wool and silk factories starting from the 18th century.

In this period of increasing urbanization, cultural heritage can play a key role to achieve sustainable development, as widely recognized by international institutions (i.e., United Nations (UN), UN Educational, Scientific and Cultural Organization (UNESCO), International Council on Monuments and Sites (ICOMOS)). In this perspective, it is necessary to operationalize the principles stated at international level and thus new approaches and tools are required. The paper aims to understand the relationships between the implementation of adaptive reuse projects and their success (or not) in terms of impacts on the buildings themselves and on the urban context. The assessment framework for evaluating the impacts of heritage conservation and rehabilitation projects is described through the analysis and comparison of two Italian case studies: the Ancient Market and the Basilica of St. Peter the Apostle, in Siracusa (Italy). Although realized both in the same place (Ortigia, the historic centre of Siracusa), during the same period and by the same architect, these two interventions have produced different results in terms of urban development. A set of indicators, deduced from recent scientific studies, has been used to analyse the different impacts on physical, cultural, social, environmental and economic systems. To understand in depth the causes of these two different results, a survey has been carried out involving experts. The proposed indicators used for the ex-post evaluation can be also adopted in other contexts and for ex ante evaluation, in order to orient the strategic design choices in cultural heritage adaptive reuse projects.

Cultural heritage can play a strategic role in developing a sustainable built environment, contributing to the improvement of the economic, social, and environmental productivity of a city. Human activities are constantly affecting the quality of the environment and altering the ecosystems, which produce negative consequences also on human wellbeing. Within this context, it has been much discussed how cities and the built environment can counteract this process by supporting more sustainable development. Adaptive reuse is defined as “a process that changes a disused or ineffective item into a new item that can be used for a different purpose”, which strongly triggers the sustainable development of cities. It can be recognized as a promoter of economic growth, social wellbeing, and environmental preservation, given its capability of both preserving past values and creating new ones. The adaptive reuse matches the main points of the circular economy, seen as the sustainable economy, which is aimed at the reduction of natural resource extraction and environmental impact by extending the useful life of materials and promoting recovery, reuse, and regeneration processes. Given these premises, the current contribution aimed to evaluate alternative scenarios for reuse in Castello Visconteo in Cusago, located in the Lombardy region (Italy), and understanding how adaptive reuse could contribute to generating new values within a circular economy perspective. In detail, four alternative scenarios were proposed to face the new needs born during the COVID-19 pandemic period. Since both intangible and tangible values must be considered, a multicriteria decision analysis (MCDA) has been applied by combining economic and qualitative indicators to define the most suitable function for its adaptive reuse. In detail, the Novel Approach to Imprecise Assessment and Decision Environments (NAIADE) was used to identify the best alternative solution based on the opinions of conflicting stakeholders. The innovativeness of the contribution is given by the combination of different methodologies, the preservation of the memory and the generation of new values, and the consideration of adaptive reuse as a strategy for the achievement of sustainable development within a circular economy perspective.

Purpose The purpose of this paper is to investigate the positive externalities of adaptive reuse of heritage buildings and the economic impact on adjacent residential property prices as adaptive reuse is emerging as a significant heritage management and cultural heritage conservation practice recognized by the International Council on Monuments and Sites. Design/methodology/approach Through mixed methodologies of hedonic price model and case studies of three tenement houses in Hong Kong, this paper argues that the adaptive reuse of heritage buildings increases the values of residential properties within the district and revitalizes the area economically and culturally because of the positive externalities generated from the cultural heritage. Findings The findings have identified key cultural heritage values of adaptive reuse via the case studies as well as the major intangible cultural values associated with the heritage assignment. On the other hand, the hedonic regression also verifies that key variables such as heritage completion and distance from heritage show significance to the property prices of adjacent residential units. Practical implications The research is useful for heritage conservationists, policy makers and urban planners in other cities with regards to management and implementation of sustainable cultural heritage revitalization schemes for economic benefits. Originality/value The research is original in its scope and context, and is one of the first of its kind for a high-density metropolitan context in Hong Kong and is significant in demonstrating the economic impact of the heritage practice of adaptive reuse.
